Adopt Resolution Nos. 2002- 040 and 2002- DL( \ , appointing two members to the
Planning Commission.
ITEM EXPLANATION:
The term of Bill Compas expired in April, 2001. Mr. Compas was originally appointed in
May, 1994, was reappointed in June, 1997, and has served seven years.
The term of Robert Nielsen expired in April, 2001. Mr. Nielson was originally appointed
in May, 1994, was reappointed in June, 1997, and has served seven years.
In accordance with Section 2.24.020 of the Carlsbad Municipal Code, members are
appointed by a majority vote of the City Council; and in accordance with Section
2.08.090 of the Carlsbad Municipal Code, members must be residents of the City and
registered voters.
Two appointees will serve four year terms, which shall expire in April, 2005.
Other members of the Planning Commission are: Julie Baker, Bill Dominguez, Courtney
Heineman, Seena Trigas and Jeff Segall.
NOTE: Members of the Planning Commission are subject to the Political Reform
Act and must file Statements of Economic Interests.

Biography
of
Jim Craig
Jim Craig has been the Manager of Business Development for Heritage Security Services
since 1988. He has been responsible for the marketing and sales of guard services, bank
courier services, investigative services in San Diego, Orange and Riverside Counties.
In addition to his sales and marketing responsibilities, Jim has served as account
executive with the San Diego Trolley. In that capacity he assisted with personnel
recruitment and staffing; insured oflicer levels as per the contract and acted as liaison
between Trolley Management and Heritage.
Jim’s previous marketing experience includes an extensive background in commercial
property operations, sales of products and services, which include:
Business Develoumea, for International Service Systems, Inc. A commercial contract
building maintenance firm.
Ouerations Manager, for Kellermeyer Building Services, a retail contract building
maintenance firm.
Merchandisiny Manager, for the Bristol Myers Corporation. He was with the firm for a
total of eight years, rising from the ranks of Sales Representative for the Clairol Division,
to managing six merchandiser in San Diego, Orange and Imperial counties.

QUALIFICATIONS: Thirty-five years mid and top level executive management experience in
planning, coordinating, decision making budget formulation, administration and problem
solving within multi-disciplined organizations, both within.the government and private sectors.
Responsible for the development of strategic long and short range logistic support and
personnel plans with objective of enhancing organizational growth, expansion and/or transition
of program elements engaged in the provision of engineering and diverse technical support
service. Qualifications include the identification of sources of qualified labor, essential
materials and equipment, contract services, requisite facilities and the provision of essential
organizational, administrative and technical support services to support program and technical
requirements and, on occasion, the transition of programs and/or corporate offices to new
geographic locations.
Family Housina Maintenance: National Maintenance Systems Program Manager, for the
Routine Housing Maintenance and Change of Occupancy, San Onofre Housing Areas, MCB,

support services for geographically dispersed operational sites. Developed plans for the
identification and qualification of sub-contractors. Negotiated contracts. Sub-contract

support activities of large multi-function logistics department involved in the repair,
modification, and refurbishment of aviation and ground related electronic equipment and
systems. Modernized depot facilities and technical capabilities through the introduction of new
technologies, programs and management information systems. Developed more effective
programs to enhance employee technical skills. Coordinated the development of operations
and maintenance procedures, repair plans, spare parts lists, operator and maintenance
manuals for equipmentlsystems developed. Coordinated and managed development, training,

technical, administrative, and management overview and support to Program Manager

Erosion or Parks and Recreation Commissions. I understand you are in the process of

I offer unique qualifications to any city commission. I have 12 years of experience in a
city planning and analyst capacity with several local government agencies including the
San Diego Association of Governments (SNAG), North County Transit District
(NCTD), City of Coronado -Public Services Department, and County of San Diego -
Department of Public Works. I have also worked for a private engineering consultant,
O’Rourke Engineering, where I provided traffic engineering services directly to the City
of Carlsbad. In such positions I have served as staffto various committees including
Regional Transportation Advisory Committee (RTAC), Bicycle and Pedestrian Facilities
Committee, and North County Trails Committee. I have also been very active in
professional organizations where I held several committee positions including Vice-
president for the local chapter of the Women’s Transportation Seminars and Regional
Chair for the Municipal Management Assistants of Southern California. My expertise are
in the areas of transportation planning, finance and grants writing, public works, and
inter-agency coordination.
As a new mother, I recently retired from paid public service. However, I would like to
continue to use my skills and expertise in the public arena. I believe serving as a

ADDITIONAL INFORMATION OR COMMENTS: I have been visiting Carlsbad and became familiar with the area for over two

daughter and her family live in Carlsbad and have spoken highly of the
community. After exploring other communities, my wife and I have also
decided to make Carlsbad our home. I believe I can bring a significant amount
of experience to the planning commission position and can be an asset and
contributor to the community.

While serving on the San Bernardino Parks Commission, I wrote a report for the
Commission and appeared before the board of supervisors for funding for the
Regional Parks System. As a result of the report, the board awarded $3,000,000 for
Capital Improvements; the first funding received in eight years.
