Adopt Resolution No. ma- 049 revising the Hourly Salary.
ITEM EXPLANATION:
Effective January 1,2002, the State of California’s minimum wage rose to $6.75 per
hour. In reviewing the impacts of the new minimum wage on hourly salaries, staff also
conducted the annual salary survey of hourly positions in comparable local government
agencies to ensure that the City’s hourly wage rates were competitive. As a result of
these two factors, a revised hourly salary schedule reflecting both the new minimum
wage increase and recommended market adjustments is being submitted for Council’s
consideration and approval. A strikeout version of the recommended salary range
increases is attached for your reference. Overall, the salary market for hourly
employment has remained stable for most jobs since the last hourly wage study
conducted one year ago except in two areas.
Recommended Adjustments:
The market has increased for specialized skilled jobs in the Aquatics area for the
positions of Lifeguard, InstructorLifeguard, Specialty Instructor and Senior
Instructor/Lifeguard. These positions have historically been difficult to recruit for and
the market for these types ofjobs is highly competitive. Therefore, all the salary
ranges in this category have been recommended for increase in order to provide the
flexibility to pay at a higher level to recruit and retain experienced staff. Staff
recommends that the top of the Lifeguard range be increased from $10.50 to $12.00
per hour, the top of the InstructorLifeguard range increase from $13.00 to $15.00, the
top of the Specialty Instructor range increase from $14.00 to $16.00, and the top of
the Senior Instructor Lifeguard range increase from $16.00 to $18.00.
The market study also found movement in the salary range for Library Technician.
Incumbents in these positions are supervisors during after-hours and weekend shifts
in our Libraries. These positions have become increasingly crucial since Library
hours were extended as a service to the public. Therefore, staff is recommending the
top of the salary range for Library Technician be increased from $16.00 to $18.00.
Twenty-six hourly employees in Recreation and Engineering have been given mandatory
increases to raise their hourly rate to the new minimum wage of $6.75. The cost of these
mandatory increases is approximately $ 5,500 for the remainder of the fiscal year and has
been funded by the department’s existing block budgets.
Any additional increases are discretionary and are determined and awarded by the
departments based on their current budgets.

FISCAL IMPACT:
There is no fiscal impact, as the departments will fund the mandatory increases with their
existing block budgets.

RESOLUTION NO. 2o02-049
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE REVISED HOURLY
SALARY SCHEDULE.
WHEREAS, the City Council desires hourly and unclassified salaries to remain
competitive for comparable positions in the market; and
WHEREAS, the City Council requires revisions in the salary schedule for hourly
employees to stay competitive in the current job market.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Hourly Salary Schedule (Attachment A) attached hereto is
hereby approved and adopted.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, California, on the 12th day of FEBRUARY ,
2002, by the following vote, to wit:
