Hu. r I RECOMMENDED ACTION: Adopt Resolution No. dm& -05% accepting the bid of $96,021 and awarding the contract to Gardner Pool Plastering, Inc. to provide pool improvements at the Carlsbad Swim Complex, Contract No. FAC02-012. ITEM EXPLANATION: The pool at the Swim Complex is over 20 years old. The plaster pool shell was replaced in 1991 with fiberglass. Unfortunately, there have been ongoing problems with the fiberglass. Repairs to the pool shell are needed to ensure the safety of swimmers and prevent structural damage. Specifically, the repairs include removing the existing fiberglass and plaster and replacing it with a new plaster finish, removing and replacing ceramic tiles and floor inlets as well as rust repairs. On December 18, 2001, City Council approved contract documents and special provisions, and authorized the City Clerk to advertise for bids for this project. One bid was received, opened, witnessed and recorded on February 4, 2002. The bid was reviewed by the staff and is as follows: Gardner Pool Plastering, Inc. $88,632 Even though only one bid was received, the amount is well below the architect’s estimated cost of $100,000. In fact, there is enough money in the budget to include the alternative bid of $7,389 for the silicone plaster additive. Plaster can succumb to algae growth and metal stains because the material is of a porous nature. The additive closes the pores and minimizes damages to the plaster. Staff is recommending the alternative bid be included in the total bid price. Therefore, the total cost for this project is $96,021. The contractor’s registration and bonds are in order and references are satisfactory. Contract documents are on file in the General Services of Public Works office. ENVIRONMENTAL REVIEW: This project has been determined to be exempt from environmental review per CEQA- Class 1 (c), Minor alteration of existing facility. FISCAL IMPACT The project cost is $96,021. FACO2-12 TO PROVIDE ! WHEREAS, a bid has been received by the City of Carlsbad, California to provide pool improvements at the Carlsbad Swim Complex: and WHEREAS, the lowest responsive bid received was submitted by Gardner Pool Plastering, Inc in the amount of $96,021; and, WHEREAS, the total cost of this project is $1 15,021 including contingency funds; and WHEREAS, sufficient funds are available in the Recreation-Aquatics Capital Outlay budget. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as follows: 1. That the above recitations are.true and correct. 2. The bid of $96,021 by Gardner Pool Plastering, Inc. to provide pool improvements at the Carlsbad Swim Complex, and a contingency account of $19,000 is hereby accepted. 3. The Purchasing Officer is hereby authorized to execute a purchase order for this project.
