ACCEPTANCE OF CONCRETE BLOCK
CONTAINMENT ENCLOSURE FOR AN EMERGENCY
CHLORINE SCRUBBER SYSTEM AT THE CARLSBAD SWIM COMPLEX - CONTRACT NO. FACOI-I 1

RECOMMENDED ACTION:
Adopt Resolution No. do- 7 accepting the work in accordance with
Contract No. FACO1-11 as complete, and direct the City Clerk to have the Notice of
Completion recorded and to release the bonds thirty-five (35) days afler recordation.
ITEM EXPLANATION:
On August 7, 2001, the City Council awarded a contract to Lesicka Construction for
$39,727. Contract No. FACO1-11 is for the construction of a containment enclosure
for the emergency chlorine scrubber system at the Carlsbad Swim Complex. An
emergency chlorine scrubber system will prevent toxic chlorine gas from escaping
into the atmosphere and avert a potential health and safety concern to the public.
The containment enclosure will protect the scrubber system from potential vandalism
and/or weather damages. In addition, the enclosure serves as a secondary
containment for safety purposes.
There was one change order that increased the contract amount by $2,662. The
change order allowed the contractor to install a new polyethylene gas line that will be
in compliance with building codes. In addition to the polyethylene gas line, staff
authorized the contractor to waterproof the concrete block below the foundation to
prevent future water spotting.
The actual construction took a total of 30 working days from start to finish, and this
project is now complete. The contractor work is acceptable to the Public Works
ManagerlGeneral Services and to the Public Works Supervisor - Facilities
Maintenance.
FISCAL IMPACT
The total cost for this project is $42,389. There are sufficient funds available in the
C.I.P. and Facilities Maintenance Operating budgets for this project.

FOR ‘INSTALLING A CONTAINMENT ENCLOSURE FOR THE

SWIM COMPLEX
WHEREAS, the City Council of the City of Carlsbad has previously appropriated funds for
furnishing and installing a containment enclosure for the emergency chlorine scrubber system at
the Carlsbad Swim Complex, hereinafter referred to as the “Project;” and
WHEREAS, the City Council has previously awarded a construction contract for the
project; and
WHEREAS, the Project work has been satisfactory completed; and
WHEREAS, a Notice of Completion has been prepared for the Project; and
WHEREAS, the City Council hereby finds it necessary, desirable, and in the public interest
Ilto accept the completed work for furnishing and installing a containment enclosure for the
emergency chlorine scrubber system at the Carlsbad Swim Complex.
NOW, THEREFORE, BE IT RESOLVED, by the Ci Council of the City of Carlsbad as
