4dopt Ordinance No, NS-619, amending Section 21.05.030 of the Carlsbad Municipal Code
3y an amendment to the Zoning Map and the Local Coastal Program Zoning Map to grant a
Zone Change, ZC 00-10, from L-C to R-I on property generally located on the East Side of
Black Rail Road and South of Poinsettia Lane in Local Facilities Management Zone 20.

ITEM EXPLANATION:
Ordinance No. NS-619 was introduced and first read at the City Council meeting held on
February 12, 2002. The second reading allows the City Council to adopt the ordinance,
which would then become effective in thirty days. The City Clerk will have the ordinance
published within fifteen days, if adopted.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING SECTION 21.05.030
OF THE CARLSBAD MUNICIPAL CODE BY AN
AMENDMENT TO THE ZONING MAP AND THE LOCAL
COASTAL PROGRAM ZONING MAP TO GRANT A ZONE
GENERALLY LOCATED ON THE EAST SIDE OF BLACK
RAIL ROAD AND SOUTH OF POINSETTIA LANE IN LOCAL
FACILITIES MANAGEMENT ZONE 20.

The City Council of the City of Carlsbad, California, does ordain as follows:
SECTION I: That Section 21.050.30 of the Carlsbad Municipal Code, being the
zoning map, is amended as shown on the maps marked Exhibit “ZC 00-10” and the Local
Coastal Program Zoning Map Exhibit “LCPA 00-13” attached hereto and made a part hereof.
CHANGE, ZC 00-10, FROM L-C TO R-1 ON PROPERTY
SECTION 11: That the findings and conditions of the Planning Commission as set
forth in Planning Commission Resolutions Nos. 5120 and 5121 on file in the Planning
Department constitute the findings and conditions of the City Council.
EFFECTIVE DATE: This ordinance shall be effective thirty days after its
adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be
published at least once in a publication of general circulation in the City of Carlsbad within
fifteen days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of the Carlsbad City
Council on the 12th day of FEBRUARY 2002, and thereafter.
