ENG CITY OF CARLSBAD - AGENDA BILL m: ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF THE TRAFFIC SIGNAL AT AVIARA PARKWAY AND CITY ATTY. @ KINGFISHER LANE PROJECT NO. 3369-2A CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 300J - C bq accepting bids and awarding a contract for the construction of the traffic signal at Aviara Parkway and Kingfisher Lane, Project No. 3369-2A. ITEM EXPLANATION: Aviara Parkway and Kingfisher Lane, and directed the City Clerk to advertise for construction bids. On December 4, 2001, the City Council approved the plans and specifications for the traffic signal at On January 29, 2002, the following six (6) sealed bids were received: 1. T&M Electric, Inc. $127,350 6. Select Electric, Inc. $123,335 5. HMS Construction $121,801 4. DBX Inc. $1 17,580 3. Lekos Electric, Inc. $1 08,452 2. Sutherlin Contracting, Inc. $108,000 The Engineer’s Estimate for construction of the traffic signal was $100,000. The lowest responsible bidder is T&M Electric, Inc., at $108,000. The documents submitted by T&M Electric, Inc., for the project have been reviewed and analyzed by staff and found to be in order. Staff, therefore, recommends the award of the traffic signal construction contract to T&M Electric, Inc. ENVIRONMENTAL REVIEW: This project is a Class 1 Categorical Exemption and is therefore exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA), Section 15301 (9. A Notice of Exemption will be issued by the Planning Director. FISCAL IMPACT: The project cost breakdown is as follows: Construction Inspection, Project Administration & $108,000 construction of this project. The remaining funds will be used for the design and construction of two Funds in the amount of $242,400 are available in the Alga Road Assessment District Fund for the additional traffic signals on Aviara Parkway. Resolution No. c30C a -c\&Y accepting bids and awarding a contract for the 2A. construction of the traffic signal at Aviara Parkway and Kingfisher Lane, Project No. 3369- LOCATION MAP PROJECT NAME PROJECT 3369-2A EXHIBIT TRAFFIC SIGNAL AT AVIARA PARKWAY AND KINGFISHER LANE 1 1 RESOLUTION NO, 2002-064 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF THE TRAFFIC SIGNAL AT AVIARA PARKWAY AND KINGFISHER LANE, PROJECT NO. 3369-2A. 5 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable and in the public interest to construct the traffic signal at Aviara Parkway and Kingfisher Lane; and 6 7 9 WHEREAS, six.(6) sealed bids were received on January 29, 2002 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by T&M 10 Electric, Inc.. in the amount of $108,000; and 11 WHEREAS, there are sufficient appropriations available to complete construction of the 12 traffic signal. 13 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 14 California, as follows: 15 1. That the above recitations are true and correct. 2. That the low bid submitted by T&M Electric, Inc., in the amount of $108,000, is hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City for the construction of the traffic signal at Aviara Parkway and Kingfisher Lane. 16 17 la 19 20 3. That the award of this contract is contingent upon the bidder submitting the lowest responsive bid executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution. The City Manager may grant reasonable extensions of time.
