RECOMMENDED ACTION:
Adopt Resolution No. 2002-Gt 7 rejecting all bids received to remodel Chase Field
Restroom Snack Bar Facility, Contract No. FAC02-06.
ITEM EXPLANATION:
On September 18, 2001, Council approved contract documents, special provisions
and specifications, and authorized the City Clerk to advertise for bids to remodel the
restroom snack bar facility at Chase Field. The project included replacing the
existing 850 square foot, single story building with a 2,692 square foot, two story
building. The new building was to be located on, and slightly beyond, the existing
building footprint. Use of the new building would continue to be for restrooms,
concessions and storage.
In addition to the renovation plans, this project included the installation of two batting
cage facilities. The batting cages were to be located adjacent to the outfield of one
of the ball fields, along Chestnut Avenue.
Five bids were received, opened, witnessed and recorded on December 18, 2001.
The bids were reviewed by the staff and is as follows:

In accordance with Section 22038 of the Public Contract Code staff is recommending
rejection of the bids for two (2) reasons. First, the lowest bid of $442,989 is well over
the $190.000 budgeted in the C.I.P. program for this project. No other funds are
designated for this project. The second reason for rejecting the bids at this time is
due to the uncertainty of this facility during the master planning of PinelChase Park
Complex. Staff believes this project does not warrant spending a half million dollars
on a facility that has an uncertain future.
Recently, staff met with representatives from the Carlsbad Youth Baseball (CYB)
organization, the primary user group of this facility, to discuss cosmetic modifications
to the existing building. These modifications include exteriorhnterior painting,
flooring/drainage improvements, installing cabinet doors, plumbing and electrical
upgrades, improved ventilation, etc. CYB agreed to the modifications and staff has
begun with the improvements. The minor improvements are expected to cost less

than $30,000. The installation of the batting cages is still under consideration at this
time.
ENVIRONMENTAL REVIEW:
The minor improvements have been determined to be exempt from environmental
review per CEQA- Class 1 (c), Minor alteration of existing facility.
FISCAL IMPACT:
The project cost is less than $30,000. Sufficient funds are available in the C.I.P.
Program budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REJECTING ALL BIDS TO REMODEL
CHASE FIELD RESTROOM SNACK BAR FACILITY - CONTRACT
NO. FAC02-06
WHEREAS, the City Council adopted Resolution No. 2001-279 approving contract
documents, special provisions and specifications. and authorized the City Clerk to advertise for
bids to remodel the restroom snack bar facility at Chase Field, hereinafter referred to as the
“Project;” and
WHEREAS, said bids were re.ceived. opened, witnessed and recorded on December 18,
2001; and
WHEREAS, the said Project has been delayed indefinitely because of the following
factors:
a. Insufficient amount of funds in the C.I.P. Program budget;
b. Uncertain future of this facility during the master planning process for the
PinelChase Park Complex; and
WHEREAS, in accordance with Section 22038 of the Public Contract Code, the City has
the authority to reject all and any bids without cause; and
WHEREAS, the City Council hereby finds it necessary, desirable, and in the public
interest to reject all bids received by the City on December 18, 2001 for said Project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.

PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held
on the 5th day of MARCH , 2002, by the following vote, to wit:
