Recreation 3ECOMMENDED ACTION : CITY ATTY CITY MG t is recommended the City Council ADOPT RESOLUTION NO. 2002-079 reviewing the public nput received and the recommendation of the Carlsbad Parks and Recreation Commission and select the name of AVIARA COMMUNITY PARK as the official name for Zone 19 Community 'ark. ITEM EXPLANATION : Sity Council Policy Number 48, a copy of which is attached as Exhibit 2, sets forth the process by Nhich the City formally names its park and recreation facilities. During the Masterplan and 'reliminary Design Phases of the Zone 19 Community Park Project, City staff conducted two Jublic workshops and received 168 public comment written forms regarding the Cityk next :ommunity park project. On these forms, City staff received over 158 recommendations for laming this City park facility. As seen from the summary of citizen input attached as Exhibit 3, :he overwhelming preference for naming this facility is: AVIARA COMMUNITY PARK 3n February 21, 2002, the Carlsbad Parks and Recreation Commission unanimously (6 - 0) wdorsed this name as well. Attached for reference are the meeting minutes of the Sommission's February 21' meeting (Agenda Item 5, AB No. 202-5). Therefore, it is the recommendation of the Carlsbad Parks and Recreation Commission that the Sity Council formally adopt the name of "Aviara Community Park for this City facility currently *eferred to as "Zone 19 Community Park." FISCAL IMPACT: Uaming this park facility "Aviara Community Park will have no cost to the City. The project is mrrently in the final design stage with construction scheduled to begin in the late Summer or sarly Fall of 2002 and require approximately 12 to 14 months to complete. EXHIBITS: 1. Carlsbad Parks and Recreation Meeting Minutes of February 21,2002. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2002-079 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA FORMALLY ADOPTING A NEW NAME FOR ZONE 19 COMMUNITY PARK WHEREAS, the City Council of the City of Carlsbad, California, has previously adopted City Council Policy Number 48 which sets forth the process for formally naming City facilities; and WHEREAS, the City Council has previously appropriated funds for the development of “Zone 19 Community Park,” hereafter referred to as the “park;” and WHEREAS, the City has solicited public input and suggestions for names for said park; and WHEREAS, the Carlsbad Parks and Recreation Commission adopted its Resolution Number 202-5 on February 21, 2002 formally recommending the park be named “Aviara Community Park.” NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. Employee Bulletin Boards, Press, File To establish guidelines and procedures for the naming of parks, facilities and amenities within parks and the renaming of parks. ,. I STATEMENT OF POLICY The Parks and Recreation Commission shall be responsible for recommending the name of parks, facilities and amenities within parks and for considering the renaming of parks every 25 years. The Commission will recommend and the City Council will determine the official name of parks. facilities and amenities within parks. 1 ’ PROCEDURE I ’ At the appropriate time for naming a park or considering renaming a park, the Parks and ! Recreation Commission will solicit public input. The proposed names shall be submitted in writing to the Parks and Recreation Commission with justification to aid in considering the proposal. The proposed name shall be placed on the Commission agenda, allowing appropriate time for review by the Commission (and subcommittee, as necessary) and to publicize and receive input from the public at the Commission meeting. When considering proposals, the Commission shall emphasize the following criteria in making their recommendation to the City Council: Geographic location rn Community significance rn Historical significance School name, when adjacent to a school Individual person who shall have made a significant contribution to the City The Commission’s recommendation will be forwarded to the City Council for their determination of the official name. AB #202-1 COMMISSIONER'S REPORT- February, 2002. 2. AB #202-2 SUMMARY REPORT - January 28,2002 Parks and Recreation Commission Meeting, 3. AB #2023 RECEIPT OF DONATION -The Commission received a donation of several articles of furniture from Lennar Communities and Elizabeth Wiegand, which once belonged to the Leo Carrilo Estate. The Commission recommended acceptance by the City Council. DEPARTMENTAL REPORTS 4. AB K202-4 LA COSTA CANYON PARK IMPROVEMENTS - The Commission unanimously (6-0) endorsed staffs proposal for expenditure of funds at La Costa Canyon Park for improvements to the tot lot, stairways, restrooms and additional ongoing maintenance efforts. The funds are available as a result of the settlement from unauthorized tree trimming within the park site. The issue will be forwarded to City Council for final approval. 5. AB #202-5 NAMING OF ZONE 19 PARK SITE -After the staff report, the Commission unanimously (6-0) recommended the name of "Aviara Community Park" for the future park site located in Zone 19. That recommendation will be forwarded to City Council for consideration. 6. AB #202-6 LARWIN PARK MASTER PLAN APPROVAL - After the staff presentation regarding the evolution of the Larwin Park Master Plan(s), staff reviewed the current park Master Plan proposal including its site analysis and the public input process. Significant public input and Commission discussion followed. By a unanimous vote (6-0) the Commission approved the proposed park Master Plan with the following caveats: To consider the installation of an exercise component (par course) within the park design. That if any fence is constructed to separate Larwin Park and the Tanglewood Community have keyed access available to Tanglewood residents. If any internal park roadway originating from Carlsbad Village Drive extending to the lower park area is developed, that it be financed with assessment funds from area homeowners. Investigate the potential of providing a traffic signal warning mechanism in the vicinity of Vancouver Street along Carlsbad Village Drive. Consider the elimination of BBQ's to reduce the potential of brush fires in the area. 6 7. AB #202-7 CARRILLO RANCH PHASE II DEVELOPMENT UPDATE -The Commission received an informational update on the status of the Phase I1 development of Carrillo Ranch, specifically information on the award of contract which will begin construction with the staging of Ground Breaking Ceremonies set for February 27, 2002 at 11:OO a.m. 8. AB #202-8 CITYWIDE TRAILS PROGRAM - FINANCING UPDATE - The Commission received information relative to recent City Council Action regarding financing alternatives for the proposed City Wide Trail System. In addition, information was relayed about the Carlsbad City Wide Trails Workshop scheduled for February 28,2002 beginning at 6:OO p.m., located at the Faraday Center.
