RECOMMENDED ACTION:
Adopt Resolution No. 0 authorizing staff to pursue Transportation Development
Act (TDA) funding from SANDAG for construction of bicycle and pedestrian facilities on
Rancho Santa Fe Road.
ITEM EXPLANATION:
Each year, SANDAG administers distribution of approximately $2,500,000 for non-motorized
facilities throughout San Diego County for bicycle and pedestrian projects under special provisions
of the Transportation Development Act (TDA). Claims for this money can be initiated by any city
located in San Diego County by completing an application form and the annual TDA claim form.

Proiect - Rancho Santa Fe Road Bicvcle Lane and Sidewalk
Rancho Santa Fe Road will be realigned and improved between La Costa Avenue and Melrose
Drive. Segments of Rancho Santa Fe Road will be improved, on an interim basis, to a minimum
section four-lane roadway, with other segments being fully improved to the ultimate six-lane
roadway. Bike lanes will be constructed on both sides of the entire length of the roadway. Sidewalks
will only be constructed on both sides of the fully improved ultimate six-lane segments of the
roadway. This funding request is for the construction of the bike lanes and the sidewalks on the
six-lane segments of the roadway. The estimated cost of this construction, including contingencies
and inspection is $273,866.
The total cost of the project for application in the 2002-03 Transportation Development Act funding
cycle is $273,866.
FISCAL IMPACT:
Minor administrative costs to prepare the application to request funding. Rancho Santa Fe Road is
being funded by federal funds, and developer contributions to Communities Facilities District No. 2.
If this TDA funding is received, it will reduce the amount currently funded by $273.866.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TRANSPORTATION DEVELOPMENT ACT (TDA) FUNDING CARLSBAD, CALIFORNIA, AUTHORIZING STAFF TO PURSUE
FROM SANDAG FOR CONSTRUCTION OF BICYCLE AND PEDESTRIAN FACILITIES ON RANCHO SANTA FE ROAD.
WHEREAS, the City Council of the City of Carlsbad, California, has determined that
)icycle and pedestrian facilities shall be part of roadway improvements as indicated in the
:irculation Element of the General Plan; and
WHEREAS, the San Diego Association of Governments (SANDAG) has solicited from
:ities projects involving the construction of bicycle and pedestrian-related facilities; and
WHEREAS, TDA and TransNet funds have been established and are available through
;ANDAG to local governments for construction of non-motorized improvements which include
licycle and pedestrian facilities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
:alifornia, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes the submittal of an application to the San Diego
ssociation of Government (SANDAG) for the construction of bicycle and pedestrian facilities on

3. The Deputy Public Works Director, Engineering Services of the City of Carlsbad is
ereby authorized and empowered to execute, in the name of the City of Carlsbad, all necessary
pplications to implement and carry out the purposes specified in this resolution.
