RECOMMENDED ACTION:
Adopt Resolution No. dB3 maaccepting the work to manufacture and install
an emergency chlorine scrubber system at the Carlsbad Swim Complex as complete,
and direct the City Clerk to have the Notice of Completion recorded and to release
the bonds thirty-five (35) days after recordation.
ITEM EXPLANATION:
Owners and operators of high volume swimming pools, and water parks often
demand the use of chlorine gas, as it is the most economical and efficient method of
oxidation and water disinfection. The City has been using chlorine gas at the
Carlsbad Swim Complex since 1981. While chlorine gas is the most economical and
efficient method to disinfect water, it does have its risks. If there is a release from the
cylinder, an emergency scrubber system will prevent the gas from escaping into the
atmosphere and avert a potential health and safety concern to the public.
On May 1, 2001, the City Council awarded a contract to Knorr Systems, Inc. to
manufacture and install an emergency chlorine scrubber system at the Carlsbad
Swim Complex for $139,070. Installation and testing of the system is now complete.
The contractor's work is acceptable to the Public Works ManagedGeneral Services
and to the Aquatic Supervisor. In addition, the Fire Department is satisfied with the
testing procedures and the system is now in operation.
FISCAL IMPACT
The total cost for this project is $139,070. There are sufficient funds available in the
C.I.P. Program budget and in the Recreation Operations budget for this project.

CALIFORNIA, ACCEPTING THE WORK AS COMPLETE AND
FOR MANUFACTURING AND INSTALLING AN EMERGENCY CHLORINE DIRECTING THE RECORDATION OF THE NOTICE OF COMPLETION
SCRUBBER SYSTEM AT THE CARLSBAD SWIM COMPLEX
WHEREAS, the City Council of the City of Carlsbad has previously appropriated funds for
nanufacturing and installing an emergency chlorine scrubber system at the Carlsbad Swim
:omplex, hereinafter referred to as the "Project;" and
WHEREAS, the City Council has previously awarded a contract for the Project; and
WHEREAS, the Project work has been satisfactory completed; and
WHEREAS, a Notice of Completion has been prepared for the Project; and
WHEREAS, the City Council hereby finds it necessary, desirable, and in the public interest
D accept the completed work for manufacturing and installing an emergency chlorine scrubber
Iystem at the Carlsbad Swim Complex
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
