CITY OF CARLSBAD --AGENDA BILL - TITLE :
APPROPRIATION OF FUNDS FOR THE 1-5 / CAR
COUNTRY RE-LANDSCAPE PROJECT
RECOMMENDED ACTION :
Adopt Resolution No. &KIoa-oq 7 appropriating funds from the Council Contingency Fund in the
amount of $40,000 for the 1-5 /Car Country Re-Landscape, Project No. 38355.
ITEM EXPLANATION :
The 1-5 /Car Country Re-landscape project consists of removal of 23 existing Pepper Trees, planting of 59
new trees (Palms, Pines, and Sycamores) and 16 new shrubs, installation of irrigation, and a 5 year
maintenance period. The project area is along the east side of Interstate 5 fronting Car Country Carlsbad
within the Caltrans freeway right of way (Exhibit 2).
Car Country Carlsbad initially approached the City with the idea of participating in this project. The intent
was to enhance the visibility into the dealerships by replacing the pepper trees with more slender, upright
tree varieties.
The City's responsibilities for this project include acting as the lead agency, producing and processing of
plans and permits, administering the construction contract, funding the tree removal, irrigation, and planting
of trees and shrubs. In addition, the City has agreed to maintain the trees for a period of 5 years. Car
Country's responsibility involves the purchase and supply of the trees and shrubs to be planted. Caltrans
sole involvement is limited to approval of the right of way encroachment permit.
On September 11, 2001, the City Council approved the plans and specifications and authorized
advertisement for bid. The bid included installation of trees and shrubs and irrigation (plant material to be
supplied by Car Country Carlsbad). Two bids were received: Brookwood Landscape, Inc. ($19,648.20);
and Hills Landscape, Inc. ($20,347.00). Because this is a "Minor Public Works Contract" under $25,000,
the contract may be executed administratively by the City Manager with Brookwood Landscape, Inc. for
$19,648.20. The existing tree removal will be done by Henderson Tree Company for $4,995 through a
'Letter of Agreement".
It is anticipated work to begin the end of April with completion by the end of May.
ENVIRONMENTAL REVIEW
The Planning Department has issued a Negative Declaration and Minor Coastal Development Permit for
this project.
FISCAL IMPACT:
Funds have yet to be appropriated for this project. Staff is requesting the following funds in the amount of
$40,000 be appropriated from the Council Contingency Account:
Tree Removal $ 4,996
Installation of access gate 700
Installation of trees and irrigation 19,649
Subtotal $25,344
Contingency 14,656
TOTAL $40.000

LANDSCAPE PROJECT
WHEREAS, the City Council of the City of Carlsbad, California has determined it
CALIFORNIA, APPROPRIATING FUNDS FOR THE 1-5 I CAR COUNTRY RE-
iecessary and desirable, and in the public interest to construct the 1-5 I Car Country
?e-landscape, Project No. 38355; and
WHEREAS, costs have been identified for the construction of the 1-5 I Car Country
?e-landscape, Project No. 38355; and
WHEREAS, funds are available in the City Council Contingency Fund to cover the costs
If the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
Zalifornia, as follows:
1. That the above recitations are true and correct.
2. That funds in the amount of $40,000 are hereby appropriated from the City Council
Contingency Fund to cover the cost of the 1-5 I Car Country Re-landscape,
Project No. 38355.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the
3ty of Carlsbad, California, held on the 26th day of MARCH ,2002 by the
lollowing vote, to wit:
