RECOMMENDED ACTION:
4dopt Resolution No. 2002-109 approving out-of-state travel for Mayor Pro Tern
Aulchin and the City Manager to attend the ICMA Best Practices Conference to be held in
Kansas City, Missouri.
ITEM EXPLANATION:
The International City/County Managers Association (ICMA) has requested that the City of
Carlsbad give a presentation on the City's performance measurement system as part of the
ICMA Best Practices Conference. This request is to allow the Mayor Pro Tern and the City
Manager to attend the conference and assist in the presentation. The ICMA has allotted
the City of Carlsbad 1 hour 15 minutes for the presentation, and Carlsbad will be the only
city presenting at that time slot. The City's presentation is scheduled for April 21". The
Best Practices conference will be held from April 18, 2002 to April 22, 2002.
FISCAL IMPACT:
The cost for two (2) representatives will be approximately $2000. This cost includes travel,
lodging, food, and conference costs. Funds necessary to cover these expenses are
available in the City Manager's 2001-02 budget.
EXHIBITS:
1. Resolution No. 2002-109 , approving out-of-state travel for the Mayor Pro Tem
and the City Manager to attend and present at the ICMA Best Practices Conference to be
held in Kansas City, Missouri from April 18, 2002 to April 22, 2002.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TRAVEL TO ATTEND THE ICMA BEST PRACTICES
CONFERENCE
CARLSBAD, CALIFORNIA, APPROVING OUT-OF-STATE
WHEREAS, the City Council has previously authorized the development of a
performance measurement system, and:
WHEREAS, the ICMA has requested that the City of Carlsbad give a presentation
regarding performance measurement at their Best Practices Conference to be held from April 18,
2002 to April 22,2002;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct
2. That out-of-state travel is hereby authorized, in accordance with City Policy, for two
Carlsbad officials, including the Mayor Pro Tem and the City Manager, to attend the ICMA Best
Practices Conference in Kansas City, Missouri.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 9th day of -

AYES: Council Members Lewis, Kulchin, Nygaard, Hall
