RECOMMENDED ACTION:
Adopt Resolution No. 2002-117 approving contract documents, special provisions and
specifications, and authorizing the City Clerk to advertise for bids to install new gymnasium
equipment upgrades at Calavera Community Center, Contract No. FAC02-15.
ITEM EXPLANATION:
Currently, inside Calavera Community Center the gymnasium has four wall mounted basketball
backboards. The backboards need to be replaced due to the extensive wear over the past thirteen
years. Specifically, the goal rims are bent and worn and the backboards are warped, diminishing
the high level of play expected by users. In addition, the equipment to raise and lower the

This project will require the removal of the four wall mounted backboards and replace them with four
ceiling backboards. The backboards will comply with the latest rules and regulations of the National
Collegiate Athletic Association (NCAA) and the National Federation of State High School
Association (NFSHSA) guidelines. In addition, the key switch controls (one for each backstop) will
be replaced with a single keypad (similar to a phone key pad) that can control the height of all four
backstops. The keypad also has a four-digit programmable security code to prevent usage by
unauthorized personnel. Staff has identified several distinct benefits to the replacement of this
equipment. They are:
Participation will increase by 50% during Youth Open Play due to the ability to raise and
lower the backboards individually to different levels to accommodate age groups 8 years and
older with the proper net height for their skill level.
0 Customer Service levels will be improved due to the upgraded features of this equipment.
Continual delays will be eliminated by 100%. Staff efficiency will increase by approximately
20%.
Upgraded glass backboards will provide a higher level of play for youth and adult leagues
tournaments and open play basketball sessions. This upgrade will give side court users the
same level of play as full court backboards.
Conveniently located controls will eliminate the opportunity for hand injuires.
In addition to the new basketball backstops, the bid will include the purchase of replacing volleyball
sleeves. The sleeves allow the pole to be adjusted for youth, men and women’s regulation net
requirements. Due to repeated use over the last 13 years, the current deterioration of the sleeves
limits staffs ability to appropriately use all three net heights.

The estimated cost for these improvements is $36,800, which includes contingencies. Contract

This project has been determined to be exempt from environmental review per CEQA - Class 1 (c),

The estimated cost for this project is $36,800. Funding is available in the Recreation-Calavera
Capital Outlay and Maintenance & Operations Budget.

DOCUMENTS, SPECIAL PROVISIONS AND SPECIFICATIONS
AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR
BIDS TO INSTALL NEW GYMNASIUM EQUIPMENT AT
CALAVERA COMMUNITY CENTER
WHEREAS, the contract documents, special provisions and specifications for the
furnishing of all labor, material and equipment necessary to install new gymnasium equipment at
Calavera Community Center, Contract No. FACO2-15 have been prepared and are on file in the
Public WorkdGeneral Services and are incorporated by reference herein: and
WHEREAS, sufficient funds are available for this project in the Recreation-Calavera
Capital Outlay and Maintenance & Operations budgets.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the contract documents, special provisions and specifications on file in the
General Services Department are hereby approved.
3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to
proceed to publish, in accordance with law, Notice Inviting Bids for the work of saidyontract
documents, special provisions and specifications.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 16th day of APRIL , 2002 by the following vote, to wit:
