PWlGS & 4 CITY OF CARLSBAD -AGENDA BILL m: APPROVE CHANGE ORDER NO. 1 AND ALLOCATE FUNDS TO DEPT. HD. PAY FOR THE POOL IMPROVEMENTS AT THE CARLSBAD CITY ATTY. SWIM COMPLEX CONTRACT NO. FAC02-12 CITY MGR.Xp RECOMMENDED ACTION: Adopt Resolution No. 2002-120 approving Change Order No. 1 and allocating funds from the City Council's Contingency Account to pay for the pool improvements at the Carlsbad Swim Complex, Contract No. FACO2-12. ITEM EXPLANATION: On February 19, 2002, Council awarded a contract to Gardner Pool Plastering, Inc. (Contractor) to perform pool improvements at the Carlsbad Swim Complex. The improvements include removing the existing fiberglass and plaster and replacing it with a new plaster finish. The project also required removing and replacing ceramic tiles and floor inlets as well as rust repairs. During the fiberglass removal process, the contractor discovered that the existing tile lanes were improperly secured. Specifically, the tiles were laid on top of the fiberglass, which is not secured to the concrete. As a result, the tiles will fall off because the fiberglass is not bonded to the existing plaster and gunite underneath. A change order is needed to allow the contractor to purchase 1,305 square feet of new tile lanes and install said tile on the new plaster finish. In addition, in an effort to minimize potential staining on the new plaster finish, the contractor proposes to raise the floor returns at the shallow end of the pool and add 27 square feet of tile. Performing the additional work described above will cost the City $34,430 which is 35.8% of the original contract price of $96,021. According to C.M.C. 1.28.172, the City Council shall approve change orders that exceed twenty-five percent of the original price. The Contractor has indicated that the change order will extend the completion date by five working days. FISCAL IMPACT: The new project cost is $130,451. On February 19, 2002, Council awarded the contract to Gardner Pool Plastering, Inc. and staff encumbered $96,021 for the pool improvements. Council also approved a contingency amount of $19,000; however, additional funding is needed to complete this project. An additional $15,430 needs to be appropriated from Council's Contingency Account. EXHIBITS: 1. That the above recitations are true and correct. 11 2. That $15,430 be allocated from the City Council Contingency Account to the Recreation-Aquatic Capital Outlay Budget. 3. That the City Council does hereby approve Change Order No. 1 for the Pool Improvements Project at the Carlsbad Swim Complex, Contract No. FAC02-12 and authorizes the Mayor to sign said change order. To remove the tile lanes which were improperly laid on the existing fiberglass and to install new racing lane tiles with targets is at a cost of- $33,930 2.
