CITY MGR CITY OF CARLSBAD -AGENDA BILL &E# 16,725 TITLE: City of Carlsbad Hiring Center Report MTG. 4-16-02 DEPT. CD RECOMMENDED ACTION: That the City Council accept a report regarding the City of Carlsbad Hiring Center operations for the calendar year 2001. ITEM EXPLANATION: In the late 1980's, as a result of Mexico and Central America's social and economic conditions, communities in Southern California saw a dramatic increase in the number of immigrant workers crossing the border. The City of Carlsbad, with its large agricultural areas, became a popular location for these workers to live and seek employment opportunities. Workers would congregate on the side of major roadways in various locations throughout the City waiting for potential employers to pick them up. In response to community concerns and complaints that were primarily focused on trespassing, loitering, health, safety and sanitation issues, on April 24, 1990, the City Council asked staff to research a new concept for local hiring sites or centers. This concept provided a way for cities to assist "day laborers" obtain temporary or permanent employment, and designate a single area where employers and workers would be encouraged to meet. On September 4, 1990, the City finding a location and a non-profit agency to run the new Carlsbad Hiring Center. Council directed staff to move forward with development of an implementation plan that included Within a short time period, Carlsbad staff successfully negotiated a ground lease agreement at a rate of one dollar ($1.00) per year with the County of San Diego for a parcel of land located north of toward completion of the project required identification of a provider to administer employment Palomar Airport Road, south of Faraday Avenue and east of El Camino Real. The second step services to "day laborers". After a thorough review and evaluation of the staffing and administrative alternatives available, staff recommended SEWJobs for Progress. The City's role was to provide all facility improvements, basic office furnishings, and funding. In March 1991, the City Council allocated $34,815 for a six-month trial period during which time the City would have an opportunity to review the Center's progress. At the end of the six months, the City decided to extend the contract to a full year. The first year budget for the Hiring Center, including the facility costs and contract with SEWJobs for progress was $77,500. The City Council has allocated $85,849 for the current fiscal year (2001-2002) budget. Staff compiles a bi-annual report for the City Council based on information provided by the Hiring Center. FISCAL IMPACT: There is no fiscal impact. EXHIBITS: 1. Hiring Center Summary Report for 2001 HIRING CENTER REPORT SUMMARY January 1, 2001 through December 31, 2001 Hiring Center Placements o For the calendar year 2001 the Hiring Center placed a total of 3,511 workers into jobs. A total of 2,914 individuals (83%) were placed into "day work" situations, 114 (3%) were placed into jobs lasting 2 and 4 days, 150 (4%) into jobs lasting longer than 5 days (not permanent), and 333 (10%) were placed into permanent positions. Employer Information o This reporting period shows that 277 new employers have registered with the Hiring Center. A total of 2,094 job orders were placed for the 2001 calendar year; 348 orders were placed by employers driving out to the Center, and another 1,745 placed their orders by telephone. 0 Approximately 58% of the employers have been homeowners looking for day laborers. Other employers (42%) have hired workers to fill jobs in areas such as construction, landscaping, technical services, and industriaVmanufacturing. o Of those employers utilizing the Hiring Center for this reporting period, 44% are from Carlsbad, 25% are from the Oceanside area, 10% are from Vista, 10% from Encinitas, and the remainder were from other areas of the county or out-of-state. Employee Information o A total of 31 7 potential employees registered at the Center for this reporting period. Approximately 72% of those registered could be classified as immigrants, and the remainder (28%) were United States citizens. Approximately 22% of the employees registered were women. o Most of the employees utilizing the Center's services are from Mexico (68%), 4% were from other countries and 28% are from the United States. o Sixty-one percent (61%) of the workers registering at the Center own a personal vehicle, 30% registering rode the bus, 3% came with a car pool, and 6% walked to the Center. Page Two o The average starting wage for all employees was $7.86 per hour. 0 For this reporting period 26% of the workers registered live in Carlsbad, 44% are from Oceanside, 3% are from Encinitas. The remaining 27% reside in other areas such as San Marcos, Escondido, Fallbrook and Vista. Employee Usage/Placements o This calendar year the number of individuals registering each month has decreased compared to calendar year 2000. The average number of individuals who have registered at the Center during this reporting period of 2001 is 26. o Permanent placements have decreased over the same time frame as for calendar year 2000. The average number of individuals placed for 2001 is 28 each month compared to the average of 33 placed each month for 2000. o Total monthly placements have increased from the same reporting period of calendar year 2000.
