ENG PROJECT NO. 9022-1 CITY MGR. a RECOMMENDED ACTION: Adopt Resolution No. 2o02-126 approving plans and specifications and authorizing the City Clerk to advertise for bids for the Guard Rail Installation at Miscellaneous Locations, Project No. 9022-1. ITEM EXPLANATION: Staff has received requests for guard rail installation at three locations where play areas for schools and day care facilities are adjacent to roadways. The requests are from Pacific Rim Elementary School, Mission Estancia Elementary School and the Kindercare Learning Center facility on Melrose Drive. In order to address potential safety issues, guard rail installation is proposed to help prevent errant vehicles from inadvertently driving off the road and entering the play areas. The three locations proposed for guard rail are as follows: 1, The west side of Melrose Drive, north of Carrillo Way 2. 3. The north side of Calle Barcelona, between Calle San Felipe and Calle Posada The north side of Solandra Drive, west of Tea Tree Street Plans and specifications for the proposed construction have been completed. ENVIRONMENTAL REVIEW: This project is a Class 1 categorical exemption and is, therefore, exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA), Section 1530(f). A Notice of Exemption will be issued by the Planning Director after this Authorization to Advertise is approved. FISCAL IMPACT: The funds needed to complete the project are $62,300. The project cost breakdown is as follows: Engineer's Estimate $49,840 Inspection 8 Project Administration (15%) $62,900 Amount Available $62,300 Total Project Cost $4,984 Construction Contingencies (10%) $7,476 The money for this project is available in the Engineering Operating Budget for FY 2001-2002 under Capital Outlay. WHEREAS, the City Council of the City of Carlsbad, California, has determined t necessary, desirable, and in the public interest to construct guard rail at miscellaneous ocations; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, ?quipment, transportation, and other expenses necessary or incidental of said project have been Irepared and are on file in the Engineering Department of the City of Carlsbad and are ncorporated by reference herein; and WHEREAS, funding from Fiscal Year 2001-2002 Engineering Operating Budget, Capital lutlay includes sufficient funds to construct this project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, :alifornia, as follows: 1. That the above recitations are true and correct and plans and specifications are on ile in the Engineering Department of the City of Carlsbad. 2. The city Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction Of the Guard Rail Installation at Miscellaneous Locations, Project No. 9022-1, in accordance with the plans, specifications and contract documents referred to herein.
