TITLE:
NEW CLASSIFICATION AND
RECLASSIFICATION OF POSITION IN
PLANNING I CITY ATTY.
CITY MGR
RECOMMENDED ACTION:
Resolution No. 2002-133 to approve establishing a new classification of GIS Technician;
reclassifying one position in the Planning Department to GIS Technician; and amending the General
Employees’ Salary Schedule.
ITEM EXPLANATION:
The Planning Department requested a review of one of their Planning Technicians who over time has
evolved from creating maps, charts, graphs and other related materials in simple and manual formats
to creating these documents through the utilization of the departmental geographical information
systems. Based on the higher level knowledge and specialized skill required, Human Resources
recommends that this position be reclassified to GIS Technician in the General Employees’ Salary
Schedule at range 60. The attached description of GIS Technician (Attachment A) is submitted for
Council’s consideration and review.
With the evolution of geographical information systems, departments are able to consolidate and
update more accurately many layers of information previously maintained manually and in multiple
formats and locations. The GIS Coordinator and his staff are currently responsible for programming
the data for departmental uses and assisting various departments in the production of various
graphical materials. A few departments such as the Planning Department frequently require more
specific and customized maps and materials in order to analyze and update staff and the public on
current projects. Because of this requirement, Planning has developed an expertise within their
department to accommodate their needs. One Planning Technician is currently dedicated to providing
this specialized technical support and liaison to the GIs staff to accomplish these requirements.
This position provides the technical support in the maintenance, development and operation of the
departmental geographic information system. The incumbent produces a variety of maps, graphs,
charts and tables and assists planning staff in analyses and interpretation of the results. Currently, the
incumbent is utilizing a software application that links and updates information into the main GIS
application. Shortly, the incumbent will be trained to utilize the more complex GIS application in
order to create and update an additional necessary database component that is currently not available.
This increasing access to the main GIS system will continue to evolve within the Planning
Department and other city departments as more layers of information become necessary to effectively
serve our customers.
Salary placement for the new GIS Technician is recommended at range 60, $41,886-$50,912, mid-
way between the Planning Technician series and entry-level Application Specialist in GIs. Human
Resources recommends reclassifying the incumbent into this new classification.
This recommendation has been submitted and agreed to by the City of Carlsbad Employees’
Association related to the impacts on their represented members.

FISCAL IMPACT:
The estimated annual salary and benefit cost for reclassifying this position is $2700. The Planning
Department is able to fund this increase within their current FY 2002-03 budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ESTABLISHING THE NEW
CLASSIFICATION OF GIS TECHNICIAN; RECLASSIFYING ONE
POSITION IN PLANNING AND AMENDING THE GENERAL
EMPLOYEES’ SALARY SCHEDULE.
WHEREAS, it is recommended that a new classification of GIS Technician is
established to recognize the specialized technical support required in the Planning Department,
and
WHEREAS, it is desirable to reclassify one position in the Planning Department
to GIS Technician to recognize the new responsibilities added to this position.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council adopts the classification of GIS Technician, as
described in Attachment A, attached hereto and made a part thereof.
3 That the City Council authorizes the amendment of the General Employees’
Salary Schedule to include the GIS Technician in range 60, as shown in Attachment B, attached
hereto and made a part thereof.
4 That the City Council authorizes reclassifylng one position of Planning
Technician to GIS Technician in the Planning Department.

BASIC FUNCTION:
Under general supervision, to provide technical support in the maintenance, development and
operation of departmental geographic information systems; to assist in assembling and evaluating
technical information specific to departmental information; to create, maintain and conduct
analyses on a variety of spatial and tabular databases; and to perform related responsibilities as
required.
KEY RESPONSIBILITIES:
Perform technical duties in the maintenance, development and operation of geographic
information systems.
Create, maintain and edit departmental spatial databases, including the preparation of data
dictionaries and documentation.
Prepare and execute queries of individual electronic databases and thematic maps, producing
products that include, but are not limited to maps, tables, plots, charts and graphs.
Using GIS and other technologies, prepare a variety of analyses of electronic information,
including the preparation of multi-layered and linked thematic maps and tabular data; prepare
graphic materials showing the results of these analyses; and assist staff in interpreting the results.
Ensure the quality and accuracy of a variety of geographic information system data, including
researching and revising maps and data from other data systems.
Operate a variety of geographic information system input and output devices, including digitizing
boards, scanners, printers and plotters.
Perform related graphical support as needed.
Perform other related work as assigned
OUALIFICATIONS:
To perform a job in this classification, an individual must be able to perform the essential duties

Knowledge of:
Basic understanding of principles and methodologies associated with GIS technology.
Basic database management principles and techniques using common software packages.
Technologies used in recording and conducting analyses of land use, planning and geographic
information, including cartography and the basic symbols and terminology used in mapping;
Digitizing and data manipulation procedures for GIS
. Modem office practices, procedures, equipment, and supplies
Abilitv to:
Communicate clearly and concisely, orally and in writing. - Organize, edit, process and analyze complex data sets and information. - Manage databases, edithpdate records, and prepare basic queries of planning and geographic . EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the required
knowledge and abilities would be qualifymg. A typical way to obtain the knowledge and
abilities would be:
Possession of an Associate's Degree or equivalent coursework at a technical or vocational
school, in GIs, Cartography, Geography, Civil Engineering, or Computer Science; and
Two years experience working with GIS or related field, including experience using
ArcInfo or ArcView.
PHYSICAL/MENTAL DEMANDS AND ENVIRONMENTAL SETTING:
While performing the duties of this class, an employee is regularly required to sit; talk or hear., in
person and by telephone; use hands to finger, handle, feel or operate standard office equipment;
and reach with hands and arms. An employee is frequently required to walk and stand. Specific
vision abilities required by this job include close vision and the ability to adjust focus to read and
operate office equipment as necessary during the course of the work assignments.

While performing the duties, employees of this class are regularly required to use written and
oral communication skills; read and interpret financial and statistical data, information and
documents; analyze and solve problems; use math and apply mathematical reasoning and abstract

The employee works under typical office conditions and the noise level is usually quiet.
