RECOMMENDED ACTION :
Adopt Resolution No. 2002-136 approving plans, specifications and the authorization to
advertise bids for the demolition of the Pine Street school buildings including the maintenance
facility and the dwelling units located at 3354, 3366, 3340, 3344, and 3348 Madison Street.
ITEM EXPLANATION :
In advance of development of the Pine School property for a community park, the existing
structures must be razed from the site. With the exception of the structures incorporated within the
Carlsbad Village Academy (CVA), all buildings associated with the former school site will be
removed. Under lease agreement, CVA can remain until December 31,2002. However, Carlsbad.
Unified School District (CUSD) officials have indicated the CVA operation may relocate to a new
facility currently under construction by the fall semester of 2002.
Combined with the school property, the City has recently purchased three individual properties on
Madison Street immediately adjacent to, and west of the school site. Several of the dwelling units
associated with the properties are considered sub-standard, and the recommendation is to raze all
structures associated with these properties.
All structures have been subject to a Phase I Environmental Site Assessment Update and a Pre-
Demolition Hazardous Building Materials Survey. Accordingly, pre-demolition work will require
hazardous material abatement and properly monitored disposal of materials by a certified
environmental firm. The plans and specifications have adequately addressed those responsibilities.
In addition to the hazardous material abatement and structure demolition, the bid documents also
contain specifications for interim use improvements, including restoration of existing hard court and
tot lot, and modifications for ADA accessibility requirements.
FISCAL IMPACT:
Although the estimated demolition expense will also include the cost of hazardous material
abatement and disposal, there will also be a salvage benefit realized by responsive bidders. To
estimate the project cost, staff has considered a number of factors including cost estimates
prepared by our environmental consultants for abatementldisposal and preliminary discussions with
several demolition contractors. Also considered in the estimate were the demolition expense
associated with the Jefferson School re-construction in 1999 and the demolition credit provided in
the appraisal report for the Pine School property.
Staff estimates the demolition process associated with the bid documents to be $600,000. Public
Facility Fee (PFF) Funding in the amount of $500,000 for demoliton is available from existing
appropriations. Funding in the amount of $70,000 for the interim use amenities is also available in
the current Operating Budget previously approved as part of the goal process. If bids exceed
$570,000, additional funding for the project may be required at the time the contract is awarded.

ENVIRONMENTAL IMPACTS:
The Planning Director has determined that the proposed demolition project, as conditioned
regarding the disposal of hazardous materials, is categorically exempt from CEQA under
Section 15301 (State CEQA Guidelines, Class1 Existing Facilities). A Notice of Exemption will
be filed upon project approval

RESOLUTION NO. 2002-136
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE PLANS,
BIDS FOR THE DEMOLITION OF THE PINE SCHOOL BUILDINGS
SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR
AND THE STRUCTURES LOCATED AT 3354, 3366, 3340, 3344
AND 3348 MADISON STREET.
WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary and
in the public interest to approve plans, specifications, and to authorize publishing an advertisement for
bids for the demolition of the Pine School buildings and several former residences on Madison Street
which are all under the ownership of the City of Carlsbad; and
WHEREAS, there are sufficient funds available in the Demolition Project Account # 320 7000
9060 38022 921; and
WHEREAS, plans and specifications for the Pine School and Madison Street Property
Demolition Project have been prepared by staff of the Engineering and Park Development Division and
by the Geotechnical and Environmental Sciences Consulting Firm of Ninyo and Morre; and
WHEREAS, those plans and specifications are incorporated herein by reference and are available
for review in the Engineering Department; and
WHEREAS, the demolition project is necessary in order to further the planning effort and allow
for the ultimate development of a community park for the Northwest Quadrant of the City,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and construction .documents for the project are on file with the
City’s Engineering Department.
3. That the plans, specifications and construction documents for the demolition of the Pine School
Buildings and the structures located at 3354, 3366, 3340, 3344, and 3348 Madison Street which
are on file with the City’s Engineering Department are hereby approved.

4. That the City Clerk is hereby authorized and directed to publish a notice to contractors inviting
bids in accordance with Section 3.28.080 of the Municipal Code.
