deleting the classifications of Senior Services Manager, Recreation Supervisor I and II,
and Site Manager;
reclassifying the Recreation Supervisor I to Recreation Supervisor; Recreation Supervisor
II to Recreation Area Manager; Site Manager to Recreation Area Manager and Aquatics
Specialist (revised); and
amending the General Employees' Salary Schedule, Management Salary Structure and
Conflict of Interest Code to reflect the appropriate changes.
ITEM EXPLANATION :
Since the reorganization and restructuring of the former Community Services Department in
1998, the Recreation Department has experienced a significant internal change process. That
change, coupled with the increasing popularity and growth of the programs and City Council's
focus on park planning issues has resulted in the initiation of an aggressive strategic planning
process. This process included a review of all functions and associated job responsibilities
required to respond and effectively execute the current and future workload and organizational
needs of the Recreation Department.
The primary goal of the reorganization was to consolidate like programs and operational
functions under separate areas for recreation and for park planning and development focus.
With assistance from Human Resources, a reallocation of staff resources has been designed to
more effectively address the department's workload and program needs. Staff requests City
Council's approval of the proposed changes. (Current and proposed organizational charts are
attached as Exhibit 1 .)
As an outgrowth of the FY 2001-02 goal process, several unexpected staffing changes to the
Park Planning Division resulted in amendments to the Department's Strategic Plan.
Consequently, the associated staffing requirements outlined in the Strategic Plan were not
included as part of the FY 2001-02 budget process. Therefore, concurrent with the initial
implementation stages of the Strategic Plan, staff is recommending that City Council approve
these requested staffing changes at this time.

Background:
The responsibilities of the Recreation Director position have grown significantly since 1998.
Currently, the Director is responsible for supervising the Park Development Program as well as
five additional functions that include Administration, Aquatics, Programming, Seniors, and
Facility Operations. At present, there are nine staff members who report directly to the
Director, thus limiting the ability to provide the proper supervision and direction to each of these
areas.
Based on a comprehensive review of all operations, staff recommends the reorganization into
two divisional areas of park planning and recreation services to maximize the management of
personnel and all departmental operations. Please see Exhibit 1 attached organizational charts
of current and proposed organization.
It is recommended that a Recreation Services Manager direct all Recreation Programming,
Seniors, Aquatics, and facility operation functions and that each programming area be
supervised by a Recreation Area Manager. By establishing this new structure it would:
reduce the number of staff directly reporting to the Director from a 1:9 ratio to a 1:5 ratio,
consolidate and centralize like functions under one manager,
delegate the day-to-day supervision of operations responsibilities to each programming
provide timelier access and direct guidance to operations staff in the critical areas of
area and
personnel, budget and policy issues.
As a result, the Director will only have four management positions reporting to him increasing
the ability to focus on the overall department management and delegating the day-to-day
supervision of operations to each manager. Overall staff believes that this new organization
would allow the department to become more efficient and effective in providing services to the
community.

Staff recommends that the current Senior Services Manager position be reclassified to
Recreation Services Manager at the same salary grade and that the vacant Site
Manager position be reclassified to a Recreation Area Manager. This new Recreation
Area Manager will assume responsibilities for the Senior Center and will be supervised
directly by the Recreation Service Manager. The Senior Services Manager
classification is recommended for deletion.
Three general employees’ Recreation Supervisor II positions are recommended to be
reclassified to Recreation Area Manager at the management level. Based on the
restructuring, the Recreation Area Managers will be responsible for administration and
management of facilities, programs and staff in designated areas. They will be
administering department policies, strategic objectives and coordinating the human
resource services of the staff. These positions will be reporting to the new Recreation
Services Manager. The Recreation Supervisor II classification is recommended for
deletion.

Four Recreation Supervisor I positions are recommended to be reclassified to the new
consolidated Recreation Supervisor classification at Range 54. These positions are
responsible for multiple programs and day-to-day supervision of full-time and part-time
staff. They handle administrative, program and operational functions within designated
areas. The average salary adjustments for incumbents will be 5%.
The Aquatics Specialist is recommended to be reclassified into Range 49 in between the
Recreation Specialist and Recreation Supervisor. The Aquatics Specialist has evolved
into responsibilities comparable to the Recreation Supervisor but within a narrower
scope. This position serves as the primary on-site supervisor for the aquatics program
and assists the manager in carrying out the policy and program objectives. This position
has not been reviewed or adjusted since it was created approximately seven years ago.
As a result, the combination of the market review and the increased responsibilities
indicate recommending a more substantial adjustment of the salary range for this
classification. The incumbent will receive the standard salary adjustment in accordance
with the general employees’ agreement.
The new and revised classification descriptions are included as Attachments A through E for
City Council’s review and consideration.

These recommendations have been submitted to the Carlsbad City Employees' Association
related to the impacts on their represented members.
FISCAL IMPACT:
Based on current positions, the cost to reclassify and reallocate 10 positions will be
approximately $46,000 for FY 2002-03. Based on the current salary ranges, the potential future
cost in placement of these positions into the new salary ranges is between $41,000 and
$78,000 annually.
There is no additional fiscal impact on the current Recreation Department budget. Funds are
available within the Recreation Department FY 2001-02 to cover the increased cost of these
proposed changes. This request is based on changing positions within the currently approved
allocated number of budgeted positions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ESTABLISHING NEW CLASSIFICATIONS; .REVISING AND
DELETING EXISTING CLASSIFICATIONS; AND RECLASSIFYING EXISTING
POSITIONS IN THE RECREATION DEPARTMENT.
WHEREAS, the Recreation Department requires reorganizing their staff
functions and job responsibilities.in order to more effectively meet the needs of the
City’s goal and objectives to provide top quality service: and
WHEREAS, it is desirable to create new classifications, revise current
classifications, reclassify positions, and adjust salary allocations in the Recreation
Department budget to meet the above objectives for a more effective operation; and
WHEREAS, the City has met and conferred with the Carlsbad City Employees’
Association regarding the impacts of these recommended changes to their members.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council adopts the new classifications of Recreation
Services Manager and Recreation Area Manager; and the revised classifications of
Recreation Specialist, Recreation Supervisor, and Aquatic Specialist, as described in
Attachments A through E, attached to and incorporated into this resolution.
3. That the City Council deletes the classifications of and salary plan
references to Recreation Supervisor I, Recreation Supervisor II and Senior Services
Manager.
4. That the City Council authorizes the amendment of the Management
Salary Structure to include the Recreation Area Manager in salary grade 2; and the
3ecreation Services Manager in salary grade.4, as shown in Attachment F, attached to
and incorporated into this resolution. ”-

5. That the City Council authorizes the amendment of the General
Employees' Salary Schedule to include the Recreation Supervisor in salary range 54,

incorporated into this resolution.
6. That the City Council authorizes the amendment of the Conflict of Interest
Code to reflect the above changes, as shown in Attachment H, attached to and

7. That the City Council authorizes reclassifying the positions of Senior

Recreation Area Manager; Recreation Supervisor I to Recreation Supervisor, Site
Manager to Recreation Area Manager and Aquatics Specialist to the new classification
description.

DISTINGUISHING CHARACTERISTICS:
This is a single incumbent position responsible for the overall management of all
Recreation, Aquatics, and Senior Services operations, programs and staff. The incumbent .
reports to the Recreation Director.
KEY RESPONSIBILITIES:
Assist in directing and managing Recreation, Aquatics and Senior services; make

DISTINGUISHING CHARACTERISTICS:
Incumbents assigned to this classification are responsible for the overall management of
programs assigned to an area, including responsibility for a recreatiordcommunity or
senior center and/or park, and coordinating with other City departments for maintenance
of the physical structure(s) and grounds. The incumbents also have additional

This is the senior classification in the Recreation series before management level.
Incumbents assigned to this classification are responsible for coordinating assigned
program activities as well coordinating responsibilities for city-wide programs. Positions
assigned to this class are distinguished from the Recreation Specialist class by the scope
and level of administrative and supervisory responsibility assigned.

Plan, organize, and coordinate multiple recreation programs, and directly participate in a

DEPARTMENT: RECREATION
BASIC FUNCTION:
Under general supervision, to assist in administering a variety of aquatic programs; to
perform lifeguard duties; to provide aquatic instruction; to perform other related work as
assigned.
DISTINGUISHING CHARACTERISTIC:
The Aquatic Specialist provides support to the Aquatic Supervisor in all activities of the
aquatics recreation programs, including, supervising staff; coordinating facilities use and
maintenance: teaching aquatics classes; and performing water rescue duties. Work is
performed independently under general guidelines set by the supervisor. This level is
distinguished from the next higher level of a Recreation Supervisor who is responsible
for multiple programs and a broader scope of activities.
KEY RESPONSIBILITIES:
Supervise and train hourly staff and volunteers in the lifeguard activities, use of facilities,
and monitoring pool safety.
Coordinate custodial maintenance schedules, instructor and lifeguard schedules and
monitor safety and security of the pool facility.
Perform safety inspections, test chemical levels of the pool, make routine adjustments,
troubleshoot and make minor repairs.
Assist in preparing reports and supervise record keeping functions related to inventory
and supplies used at the pool, maintenance of pool and equipment, accounting of daily
revenue deposits and summary attendance and revenue reports.
Provide water rescue, first aid and cardio-pulmonary resuscitation (CPR) as necessary.
Resolve client disputes regarding program activities
Meet and communicate with instructors, staff, and the public regarding program
administration and information; update and disseminate press releases, program and
