ENG RECOMMENDED ACTION: Introduce Ordinance No. NS-628 to establish upon Ambrosia Lane a prima facie 35 mile per hour speed limit from Aviara Parkway to Conosa Way and a prima facie 40 mile per hour speed limit from Conosa Way to Poinsettia Lane. ITEM EXPLANATION: Ambrosia Lane is a two-lane road with a double-yellow centerline that has a curvilinear alignment between Aviara Parkway and Poinsettia Lane. Although unclassified on the Circulation Element of the General Plan, it functions as a collector road. The road is 0.90 miles in length and has been constructed to City standards with curb and gutter, sidewalk, and street lights. Ambrosia Lane is 40 feet wide curb-to-curb. Parking is allowed except in portions adjacent to the elementary and middle schools. This segment of Ambrosia Lane is controlled by a traffic signal where it intersects Aviara Parkway, by an ALL-WAY STOP at the Conosa Way intersection and by an ALL-WAY STOP at the Poinsettia Lane intersection. NS-628 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.690 TO ESTABLISH UPON AMBROSIA LANE APRIMA FACIE 35 MILE PER 'HOUR SPEED LIMIT FROM AVIARA PARKWAY TO ITS INTERSECTION WITH CONOSA WAY AND A PRIMA FACIE 40 MILE PER HOUR SPEED LIMIT FROM CONOSA WAY TO ITS INTERSECTION WITH POINSETTIA LANE. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended y the addition of Section 10.44.690 to read as follows: "10.44.690 Ambrosia Lane. (a) Upon Ambrosia Lane from Aviara Parkway to its intersection with Conosa Way, the prima facie speed limit shall be thirty-five miles per hour. (b) Upon Ambrosia Lane from Conosa Way to its intersection with Poinsettia Lane, the prima facie speed limit shall be forty miles per hour." EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and le City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be ublished at least once in a newspaper of general circulation in the City of Carlsbad within fifteen 15) days after its adoption.
