REQUEST TO ADD NEW ROADS TO THE REGIONAL
RECOMMENDED ACTION:
Adopt Resolution No. 2002-160 approving the five-year 2002 Regional Transportation
Improvement Program (RTIP) for Carlsbad, requesting the San Diego Association of Governments
(SANDAG) Board of Directors to approve an exchange of funds between the Melrose Drive and
Rancho Santa Fe Road projects, and requesting the addition of Poinsettia Lane and Faraday
Avenue to the SANDAG designated Regional Arterial System.
ITEM EXPLANATION:
The 2002 Regional Transportation Improvement Program (Regional TIP or RTIP) is a five-year
program of proposed major highway, arterial, transit and bikeway projects. The San Diego Association of Governments (SANDAG) is required by State and Federal law to develop and adopt a Regional TIP every two years. The 2002-07 RTlP is due to the State by August 1, 2002.
Most major transportation projects must be included in the approved RTlP prior to receiving
certain categories of State and Federal funding and Federal project approvals. In addition, the “Proposition A (TransNet): San Diego Transportation Improvement Program - Ordinance and
Expenditure Plan” requires that proposed TransNet funded projects be included in the RTIP. The
Federal Metropolitan Planning and Air Quality Conformity Regulations also require inclusion of all regionally significant capacity increasing road projects for air quality emissions analysis.
Each City in the region must adopt a recommended five-year local streets and roads project list
following a public hearing process. The public hearing must allow citizens an opportunity to comment on the City’s RTlP list. A local streets and roads RTlP list must be adopted biennially by each participating SANDAG agency that desires to expend TransNet and/or certain Federal and State funds.
The proposed Carlsbad RTlP list includes projects with the following funding types:
9 Federal Regional Surface Transportation Program (RSTP)
1 Federal Highway Bridge Rehabilitation and Replacement (HBRR) Program
1 Federal High Priority (DEMO)
1 SANDAG TransNet Local (L)
9 SANDAG TransNet Highway (H)
9 Regionally Significant Capacity Increasing Projects Regardless of Funding Source
The complete RTlP list of projects for Carlsbad identifying the funding source(s), project cost and
funding year is attached as Exhibit 2. The RTlP list contains program funding requests for several
continued projects including Rancho Santa Fe Road, Melrose Drive, Cannon Road, and the Pavement Management Program. Each of these continuing projects has been updated to reflect current cost estimates and construction scheduling. The Pavement Management Program is a yearly allocation of TransNet funding. The exchange would involve moving $3 million of Federal RSTP money from the Melrose Drive
project to the Rancho Santa Fe (RSF) Road project in exchange for $3 million in local proposed
CFD# 2 funds moving from the RSF Road project to the Melrose Drive project. The exchange greatly benefits the scheduling and cost of the Melrose Drive project while having little to no effect on the RSF Road project. This is because the use of Federal funds on a project requires lengthy processing of Federal environmental permits and compliance with stringent accounting procedures which can raise project costs as much as 20%. Since the RSF Road project has
already been “Federalized” due to its use of other Federal funding sources, the transfer of
additional Federal funds into RSF Road’s funding program will not negatively impact the project
cost or schedule.

The remaining projects on the Carlsbad RTlP list are new capacity increasing road projects
located along regionally significant arterials. The projects that are new to the list include the

The funding for the ECR improvements is roughly divided into three equal allocations of funds
occurring in fiscal years (FY’s) 03, 04 and 07. The FY03 allocation of $1.5 million will primarily be
used to fund traffic signal, street and drainage rehabilitation on ECR between Plaza Drive and Hosp Grove. A small portion of the FY03 allocation totaling approximately $300K will be used to
construct a small segment of the northbound number three lane south of College Boulevard
adjacent to the Madonna Inn property. Recent construction work completed by the Sunnycreek Terraces Subdivision project along ECR has left a small gap in the lane improvements along this stretch of road.

two existing Capital Improvement Program (CIP) projects on ECR and to fund other potential rehabilitation and widening projects along ECR. The two existing projects include the widening of ECR between Tamarack and Chestnut Avenues and between Arena1 Road and La Costa Avenue.

ENVIRONMENTAL REVIEW
The action to approve this RTlP project list has been found to be exempt from the CEQA process by the Planning Director pursuant to Section 15276 of the CEQA Guidelines, which states that CEQA does not apply to the adoption of regional transportation improvement programs. It should be noted
that individual projects developed pursuant to the RIP are subject to CEQA.

Approving the RTlP is a requirement under State law for receiving TransNet, Federal and State funds. It is also a requirement to receive TransNet funds. Approval of the RTlP ensures eligibility for funding and programs the funding so that positive cash flow is maintained.

We have reviewed your proposed exchange of $3 million in federal Surface
Transportation Program (STP) funds currently allocated to the Melrose Drive
project for $3 million in local funds allocated to the Rancho Santa Fe Road
project. The SANDAG staff supports your proposed fund exchange concept to
concentrate federal funding and the associated requirements on one project.
The proposal also was reviewed by SANDAG's Cities/County Transportation
Advisory Committee (CTAC) at its March 28, 2002 meeting. The CTAC also
supported the proposed fund exchange with the understanding that there
would not be any adverse impacts to the delivery of either project as a result
of the fund exchange, that Carlsbad would continue to submit quarterly
progress reports on both projects, and that Carlsbad agree to place the local
funds to be transferred from the Rancho Santa Fe project in an interest
bearing account until expended for the Melrose Drive project.
We would propose to reflect the fund exchange as part of the 2002 Regional
Transportation Improvement Program (RTIP) scheduled for adoption by the
SANDAG Board of Directors in June, 2002. Please revise your RTlP submittal to
reflect the fund exchange, including a resolution indicating the City of
Carlsbad's concu;rence with the conditions specitled by CTAC ana we wili
incorporate the revised project funding in the 2002 RTlP for consideration by
the SANDAG Board of Directors.

WHEREAS, on November 3, 1987, the voters of San Diego County approved the

San Diego Transportation Improvement Program Ordinance and Expenditure Plan; and

WHEREAS, the Ordinance provides that the SANDAG Commission shall approve a
multi-year program of projects submitted by local jurisdictions identifying those transportation
projects eligible to use transportation sales tax (TransNet) funds; and

WHEREAS, the City of Carlsbad was provided with an estimate of annual TransNet local

street and road revenues for Fiscal Years 2003 through 2007; and

WHEREAS, the City of Carlsbad has held a public hearing in accordance with Section

5(A) of the Ordinance; and

WHEREAS, the City of Carlsbad desires to effect an exchange of Federal Regional
Surface Transportation Program (RSTP) funds designated for the Melrose Drive extension project
with local proposed Community Facilities District (CFD) No. 2 funds designated for the
Rancho Santa Fe Road project; and

21 WHEREAS, the SANDAG Board of Directors seek assurance that the City of Carlsbad
will place the exchanged local funds into an interest bearing account until expended for the
Melrose Drive project and furthermore that the City of Carlsbad will continue to submit quarterly

WHEREAS, the exchange of funds will benefit the residents of Carlsbad and not adversely
affect the cost or construction schedule for either the Rancho Santa Fe Road or Melrose Drive

WHEREAS, the City Council finds that the future extensions of Faraday Avenue and
Poinsettia Lane will provide regional as well as local traffic circulation benefits.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1, That the above recitations are true and correct.
2. That the 2002-07 Regional Transportation Improvement Program (RTIP) of Projects
for Carlsbad attached to the Agenda Bill as Exhibit 2, is hereby approved.
3. That pursuant to Section 9 of the TransNet Ordinance, the City of Carlsbad certifies
that the TransNet funds programmed in the 2002-07 RTIP for Carlsbad do not replace private
developer funding which has been or will be committed for any project.
4. That pursuant to Section 16 of the TransNet Ordinance, the City of Carlsbad certifies
that each project of $300,000 or more will be clearly designated during construction with TransNet
project funding identification signs.
5. That the City of Carlsbad hereby requests the SANDAG Board of Directors to approve
the exchange of Federal RSTP funds designated for the Melrose Drive extension project with
local proposed Community Facilities District (CFD) No. 2 funds designated for the Rancho Santa
Fe Road project.
6. That the City of Carlsbad hereby agrees to transfer local CFD No. 2'funds into an
interest bearing account until expended for the Melrose Drive project in the amount received and
upon receipt of the Federal RSTP funds by the City of Carlsbad up to the full $3 million requested
for exchange.
7. That the City of Carlsbad does hereby certify that all other applicable provisions of the
TransNet Ordinance have been met.
