". ..rr~.~.~~ ~~~~~~~~ - - ITEM EXPLANATION: The Poinsettia Lane Overhead Widening pro'ect consists of the widening of the Poinsettia Lane Bridge over the San Diego Northern Rai / road tracks as well as roadwa potable water, recycled water and sewer system improvements between Carlsbad Boulevard an t' Avenlda Encinas. As a result of the project, Poinsettia Lane including the brid e over the tracks will be constructed to the ultimate configuration in accordance with the Circulation % lement of the General Plan. On July 24, 2001, Resolution 2001-17 was adopted awarding the construction contract for the project to Hetzog Contracting Corporation in the amount of $1,627,374. The resolution included a provision that authorized the City Manager to approve construction change orders up to $165,389. construction tasks associated with the project. At this time there have been three contract change During the course of the construction, the contractor has been authorized to complete additional orders totaling $1 30,433.80. During construction of the project, it was determined that additional construction work related to the existing bridge and some additional roadway improvements are needed and could be efficiently the existing railing and safety fencing on the southerly side of the existing bridge. The estimated cost completed by Hetzog Contracting Corporation. The improvements to the existing bridge would repatr of the bridge related items of work is $50,000. The roadway improvements which consists of some additional paving at the existing bridge and along Carlsbad Boulevard are estimated to cost $28,000. the current authority of the City Manager. To facilitate the efficient execution of contract change The completion of these improvements will require construction contract change orders that exceed orders for these additional items and to provide a contingency for future change orders, it is recommended that the construction contingency and the authorization to approve construction change orders be increased by $75,000 from $165,389 to $240,389. ENVIRONMENTAL: The Planning Commission approved a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the project on January 5, 2000. FISCAL IMPACT: The bridge project is funded with Public Facili Fees, Water Connection Fees, Recycled Water Connection Fees and Sewer Replacement ? unds. Sufficient project appropriations exist to accommodate the additional $50,000 in construction change orders. The roadway improvements have not been budgeted. Staff recommends appropriating $28,000 from the General Capital Construction fund for the project. EXHIBITS: 1. AND 3810. CARLSBAD, CALIFORNIA, INCREASING'THE CONSTRUCTION WHEREAS, on July 24, 2001, the City Council adopted Resolution 2001-17 awarding the onstruction contract for the Poinsettia Lane Overhead Widening, Project Nos. 3551, 3442, 3829 nd 3810 to Herzog Contracting Corporation in the amount of $1,627,374 and authorizing the :ity Manager to approve construction change orders up to $165,389; and WHEREAS, three construction change orders totaling $130,433.80 have been pproved; and WHEREAS, the cost of construction change orders to include additional bridge and ladway improvements associated with the subject project will exceed the construction ontingency and the value of change orders authorized by Resolution 2001-17; and WHEREAS, increasing the construction contingency and the City Manager's construction hange order approval authority by $75,000, from $165,389 to $240,389, will facilitate the fficient execution of contract change orders for the additional bridge and roadway improvements nd will provide a contingency for any future change orders; and WHEREAS, sufficient project funds exist to accommodate $240,389 in construction hange orders. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, ialifornia. as follows: 1. That the above recitations are true and correct. I I I.
