Grad Nite-Request for City Contributions
to Grad Nite Activities
RECOMMENDED ACTION :
Adopt Resolution No. 2002-190 revising Council Policy #61 (Grad Nite Contribution) to
increase the contribution amount to $7,100, which is to be distributed on a proportionate basis to
Carlsbad High School, San Marcos High School, La Costa Canyon High School and San
Dieguito High School Academy. (Exhibit 2)
ITEM EXPLANATION :
On January 12, 1999 City Council approved Council Policy #61, Grad Nite-Reauest for City
Contributions to Grad Nite Activities, appropriating $5,000 to be distributed on an equitable basis
to Grad Nite Committees that serve Carlsbad high school seniors. The policy stipulates that the
donation amount be reviewed every three years to consider increasing the City's contribution in
support of Grad Nite activities. Over the past three years the number of Carlsbad resident
seniors has increased from 571 to 812, which represents a 42% increase. The matrix below
defines these increases.

If the Council concurs with increasing the current Grad Nite contribution, one methodology to
consider is to increase the fund proportionately by the percentage increase of Carlsbad seniors
(42%) or $2,100. Other options include increasing the fund by $1,000 andlor leaving the
contribution at $5,000. Calculations for each option outlining what the 1999 contribution was and
what the contribution amounts would be for each option is listed below.

FISCAL IMPACT:
Staff is requesting an additional $2,100 (for a total of $7,100) be appropriated from the City
Council FY 01/02 Contingency Fund and be transferred to the Community Contributions account
#0014510-8540 to fund the City’s contribution to Grad Nite activities.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE REVISION OF
COUNCIL POLICY #61 INCREASING THE DONATION IN THE
AMOUNT OF $2100 FOR A TOTAL OF $7100 TO GRAD NITE
ACTIVITIES THAT SERVE CARLSBAD HIGH SCHOOL
SENIORS
WHEREAS, on January 12, 1999, the City Council of the City of Carlsbad, California
approved Council Policy #61, Request For City Contributions to Grad Nite Activities; and,
WHEREAS, policy #61 stipulates the donation amount be reviewed every 3 years; and,
WHEREAS, staff has recommended to increase the fund proportionately based on the
percentage increase of Carlsbad seniors (42%) or $2100 for a total of $7100.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, does hereby appropriate an additional .$2100 in funds for Grad Nite Activity
donations !%om the City Council FY 01!02 Contingency Account and be transferred to the
Community Contributions account ifOO14510-8540 and does hereby revise Council Policy #61
thereby increasing the donation amount to a total of $7100, a copy of which is attached hereto
and made a part thereof.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the
City of Carlsbad, California, held on the 25th day of JUNE
2002 by the following vote, to wit:

PURPOSE
To establish a methodology by which the City Council can provide annual support on a1
equitable basis to Grad Nite Activities for high school seniors who reside in Carlsbad.
STATEMENT OF POLICY
The Carlsbad City Council has established a methodology of distribution for annual
donations of cash and/or in-kind services not to exceed a total value of $7100. The
maximum donation will be reviewed every three (3) years by the City Council.
Contributions are to be distributed on a proportionate basis to the Grad Nite Activities
provided in affiliation with the local high schools which serve Carlsbad seniors.

Each Grad Nite Activity Committee serving Carlsbad seniors must provide the
following items by March I". of each school year to the City Manager's office:

Committee is to receive based upon the total number (and percentage) of Carlsbad
residents enrolled as seniors at each respective high school.

established City salary schedules and existing Facility Use Fees.
4. Facility and service requests are subject to availability
5. All contributions will be subject to City Council approval prior to distribution.
6. Grad Nite Committees will be notified by letter, once the City Council has approved

7. Grad Nite Committees will receive cash donations in the form of a check by mail.
