THREE INTERSECTIONS ON TAMARACK AVENUE
ESTABLISH AN ALL-WAY STOP AT
IN THE CALAVERA HILLS AREA -
RECOMMENDED ACTION:
Introduce Ordinance No. NS-632 to install STOP signs on Tamarack Avenue at the intersections of Levee Drive, Knollwood Drive, and Strata Drive (east).
Introduce Ordinance No. NS-633 to require stops for streets intersecting Tamarack Avenue.
ITEM EXPLANATION:
A new school, Calavera Hills Elementary School, is under construction and will open to students in September 2002. The school is located on the southeast corner of the College Boulevardframarack Avenue intersection.
Vehicular access into the school will be from a one-way driveway on Tamarack Avenue situated east of College Boulevard. Egress will be from a driveway on the east side of the school campus
on Tamarack Avenue between Knollwood Drive and Strata Drive (east). Pedestrians will access the school at both the ingress and egress driveways and also at a pedestrian only gate on the south side of the campus located off the Strata Drive/Contour Place intersection.
Tamarack Avenue serves as a collector road in Calavera Hills and provides the direct ingresdegress for the school site. It follows a curvilinear alignment around the school property and is 40 feet wide. Traffic lanes are separated by a double-yellow centerline stripe. Students walking to school that live on the north, east, and south side of Tamarack Avenue must cross this street to reach the school. Preferred pedestrian crossing locations will be at intersections where the
assignment of right-of-way can be designated.
Staff from the Police Department and Transportation Division met with the Calavera Hills Elementary School Principal, Devin Vodicka, to review the "Suggested Route to School" for students that will walk or ride bicycles to school. Three intersections were identified on
Tamarack Avenue where it is recommended that students cross Tamarack Avenue. For each of the three intersections, there is no STOP sign on Tamarack Avenue. However, each side street intersecting Tamarack Avenue is controlled by a STOP sign.
At their June 3, 2002 meeting, the Traftic Safety Commission reviewed the "Suggested Route to School" and the request to establish STOP signs on Tamarack Avenue at the three intersections of Levee Drive, Knollwood Drive, and Strata Drive (east). By a 3-1 vote, the Commission recommended establishing an ALL-WAY STOP at the three intersections. Appropriate painted crosswalks and school zone signing will be installed in conjunction with the STOP signs prior to the opening of school.
FISCAL IMPACT:
three intersections will cost about $5,000.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
STOPS AT THREE LOCATIONS ON TAMARACK AVENUE.
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.630 to read as follows:
"10.28.630 Levee Drive. Drivers shall stop where the following
described street intersects Levee Drive:
Tamarack Avenue."
SECTION 2: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.640 to read as follows:
"10.28.640 Knollwood Drive. Drivers shall stop where the
following described street intersects Knollwood Drive:
Tamarack Avenue."
SECTION 3: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.650 to read as follows: ll "10.28.650 Strata Drive (east). Drivers shall stop where the
following described street intersects Strata Drive (east):
Tamarack Avenue."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(15) days after its adoption.
