HD. . -IC1 3 I/ CONTRACT FOR THE CONSTRUCTION OF PROJECT NO. 9022.1 MTG. 7/9/02 GUARD RAIL AT MISCELLANEOUS LOCATIONS CITY ATTY. e IEPT. ENG CITY MGR. 3% RECOMMENDED ACTION: Adopt Resolution No. 2002-201 accepting bids and awarding a contract for the construction of guard rail at miscellaneous locations, Project No. 9022-1. ITEM EXPLANATION: On April 23, 2002, the City Council approved the plans and specifications for the construction of guard rail at miscellaneous locations and directed the City Clerk to advertise for construction bids. On June 11, 2002, the following two (2) sealed bids were received: 1. Southland Construction $58,888 2. D.C. Hubbs Construction, Inc. $41,490 The Engineer's Estimate for construction of the guard rail was $49,000. The lowest responsible for the project have been reviewed and analyzed by staff and found to be in order. Staff, therefore, bidder is Southland Construction, at $41,490. The documents submitted by Southland Construction, recommends the award of the guard rail construction contract to Southland Construction. ENVIRONMENTAL REVIEW: This project is a Class 1 Categorical Exemption and is therefore exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA), Section 15301 (9. A Notice of Exemption will be issued by the Planning Director. WHEREAS, the City Council of the City of Carlsbad. California, has determined it ecessary, desirable and in the public interest to construct guard rail at miscellaneous locations; nd WHEREAS, two (2) sealed bids were received on June 11, 2002 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by outhland Construction, in the amount of $41,490; and WHEREAS, there are sufficient appropriations available to complete construction of the uard rail. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, alifornia, as follows: 1. That the above recitations are true and correct. 2. That the low bid submitted by Southland Construction, in the amount of $41,490, is ?reby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City r the construction of guard rail at miscellaneous locations. 3. That the City Manager is hereby authorized to approve construction change orders I to $8,298. 1 4.
