HD. CONSTRUCTION OF CAMINO VlDA ROBLE AND EL CAMINO REAL IMPROVEMENTS, PROJECT NO. 3812. CITY A AND APPROPRIATION OF FUNDS I CITY MGR. "d'J - RECOMMENDED ACTION: Adopt Resolution No. ~~02-203 accepting bids and awarding the contract for the construction of Camino Vida Roble and El Camino Real Improvements, Project No. 3812, and appropriation of funds. ITEM EXPLANATION: The proposed improvements consist of widening the existing left-turn lane to dual left-turns, to include a battery back-up and video-based vehicle detection. median improvements, widening El Camino Real, re-striping and upgrading the existing traffic signal On March 12, 2002, the City Council authorized the advertisement for bids for construction of the proposed improvements. The Engineer's Estimate for the construction of the project was $192,000. Three (3) bids were received on May 28, 2002, which are summarized on Table 1. A review of the bids indicates the engineer's estimate was low in three areas including the cost of traffic control, traffic signal modifications, and the removal of unclassified excavation. First, the estimate did not anticipate the inefficiencies the contractor would incur while maintaining traffic under the specified traffic control plan. Second, this is the first traffic signal to be retrofitted with video detection instead of loop detection, which is higher in cost. Third, the cost for removal of the existing pavement and median was higher than anticipated. A review of the plans show that they do not contain any ambiguities nor were any questions received from prospective bidders that would indicate that re-advertising the project would result in lower bids. With a bid of $301,089, HMS Construction, Inc., is the lowest responsive bidder. All bid documents provided by HMS Construction, Inc., are in order. Therefore, staff recommends award of the contract to HMS Construction, Inc. FISCAL IMPACT: The total estimated construction costs for the project are summarized in Table 2. TABLE 2 - CONSTRUCTION COST SUMMARY \ Page 2 of Agenda Bill No. 16.817 To provide sufficient funds for the construction phase of the project, engineering is requesting an appropriation from the Traffic Impact Fee Fund of an additional $48,033. Sufficient funds are available in the Traffic Impact Fee Fund. ENVIRONMENTAL IMPACTS: This project is categorically exempt from the environmental review process under Section 15301 Class 1 (C) of the Public Resources Code (California Environmental Quality Act). WHEREAS, plans and specifications have been approved by the City Council of the City of Carlsbad for the construction of Camino Vida Roble and El Camino Real Improvements, Project No. 3812; and WHEREAS, the low bid received to construct said project submitted by HMS Construction, Inc.. is responsive: and WHEREAS, the total estimated costs for construction of the project is $397,437; and WHEREAS, to fund the construction of the project requires an appropriation of $48,033 from the Traffic Impact Fee Fund NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Finance Director is authorized to appropriate funds in the amount of $48,033 from the Traffic Impact Fee Fund to the project account. 3. That the bid of $301,088.94 by HMS Construction, Inc., for the El Camino ReallCarnino Vida Roble Improvements, Project No. 3812, is accepted and the Mayor is hereby authorized to execute a contract therefore. 4. That the award of this contract is contingent upon HMS Construction, Inc., executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution. The City Manager may grant reasonable extensions of time.
