HR POLICE COMMUNICATIONS MANAGER, AMEND THE MTG. 7/9/92 m: NEW MANAGEMENT CLASSIFICATION OF MANAGEMENT SALARY SCHEDULE AND CONFLICT OF CITY MGR-’ 7 RECOMMENDED ACTION: Adopt Resolution No. / to approve the reclassification of Communications Supervisor to Police Communications Manager amend the Management Salary Schedule and Conflict of Interest Code. 2002-204 ITEM EXPLANATION: The classification of Communications Supervisor was originally established, over twenty years ago, to provide general supervision in the Police Dispatch Center. Over the past ten years the department has grown fYom 13 to 17 employees, while calls for service have risen comparatively to population growth, and are estimated at 69,000 calls for service, an increase of 8500 calls. The Communications Department operates twenty-four hours per day, and operates four shifts, seven days per week. The needs of the department now command a strategic approach to the staffing, planning and scheduling of the department to maintain service to our residents, safety in our community and protection from legal exposure. As a result of the growth and increased complexity of the department, the Police Department has requested to reclassify the Communications Supervisor classification to a management position, Police Communications Manager. The existing position of Communications Supervisor is currently vacant after the retirement of a long- term employee. The proposed position of Police Communications Manager elevates all of the responsibilities of the former Communications Supervisor position and aligns the position responsibilities with those of a division manager. Responsibilities will include: plan, direct, supervise and manage the strategic and daily activities of communications department; provide overall technical and administrative direction and supervision to personnel and assigned staff; manage employees through other supervisors; set goals and objectives; select, train, motivate staff; assess performance and make salary recommendations; review the work of subordinates to ensure compliance with departmental policies and procedures; assist with administrative responsibilities involving the department’s budgeting, purchasing and personnel functions. The job description, Police Communications Manager (Exhibit 1), is submitted for the Council’s review. This position will be an “at-will” management position under the general PERS retirement system. A communications department survey was conducted to understand and analyze the standards and practices of emergency dispatch centers with high call volume and equivalent PAGE2OFAEW 16,818 staffing ratios. The survey consisted of six agencies, all of which staff an exempt position dedicated to the administrative duties of managing the division without the responsibility or interruption of responding to calls. The survey also illustrated that shift supervisor or lead coverage for every shift is a communication center standard. The proposed position requires a management level perspective to provide depth, complexity and professionalism to the department in its ability to meet increased call volume and critical service response. The reporting responsibilities for this position include a reporting line to the Fire Chief. The augmented reporting structure, as well as enhanced training program, are intended to increase the level of responsiveness to the needs of the Fire Department as it pertains to their specific call activity. As a first contact for the City, in emergency situations the department’s actions receive a high degree of public scrutiny. The Police Communications Manager will be responsible for a strategic staffing plan for the Communications Department capable of supporting the increase in call activity subsequent to population forecasts. Based on the analysis and comparison of duties to comparable classifications in the City, staffs recommendation is to place the Police Communications Manager in the Management Salary Schedule at Grade 5, $65,000 - $90,000. The salary and benefit allocations from the Communications Supervisor will be converted to fund this position. It is also recommended that the Conflict of Interest Code be amended to reflect the above change. FISCAL IMPACT: The proposed Police Communications Manager position requires approximately $9,300 in additional funding. EXHIBIT 1 CITY OF CAFUSBAD CLASSIFICATION SPECIFICATION JOB TITLE: POLICE COMMUNICATIONS MANAGER DEPARTMENT: POLICE BASIC FUNCTION: Under general direction, direct the efforts of the police and fire safety communications division and perform a variety of managerial responsibilities and or other duties as assigned. DISTINGUISHING CHARACTERISTICS: The Communications Manager shall be assigned as the division manager of the police and fire safety Communications Division. KEY RESPONSIBILITIES: Plan, direct, supervise and manage the strategic and daily activities of communications services center, and other services on an assigned basis, Provide overall technical and administrative direction and supervision to personnel or an assigned staff. Receive complaints or reports of emergencies and determine need for police action; conduct confidential internal and administrative investigations as assigned. Conduct training programs in the various phases of communications activities. Coordinate police activities with other City departments and divisions, and with outside agencies, e.g., liaisons with regional task forces. Communications Manager Administer and prepare special studies, clear and comprehensive statistical and informational written reports as requested or required by federal, state or local level laws. Act as Custodian of Property and Records for the Communications Division. Ensure quality assurance monitoring of Communications Division, i.e. call activity, review of unusual incident or complaints, CAD equipment, in adherence with operating and fiscal goals. Develops and maintains an effective working relationship with agencies in the County providing similar services. Respond to media inquiries. Perform other related duties as assigned. A typical background may include: Equivalent to completion of a Bachelors’ degree majoring in law enforcement or related discipline, and five years of communications experience with a California law enforcement agency, with three years supervisory experience in a safety communications department or agency.
