ENG CITY ATTY ADMINISTRATION OF A FEMA HAZARD MITIGATION GRANT 7/23/02 DESIGNATION OF AGENT TO REPRESENT THE CITY IN RECOMMENDED ACTION: Adopt Resolution No. 2002-212 approving the designation of agents to represent the City in administration of the FEMA Hazard Mitigation Grant. ITEM EXPLANATION: On February 6, 1996, the City Council approved Resolution No. 96-49 authorizing Fire Chief, Dennis Van Der Maaten and Fire Division Chief, Michael Smith, to act as agents for the City in matters pertaining to administration of three proposed Federal Emergency Management Agency (FEMA) Mitigation Grants. In June of 1999, the Governor's Office of Emergency Services (OES) approved the City's application for a Hazard Mitigation Grant to reduce flood impacts to the Rancho Carlsbad Mobile Home Park. The City has since proceeded with the preliminary engineering studies, environmental processing and resource agency permitting for the Rancho Carlsbad Basin and Channel Improvement project. The project includes construction of a Master Planned Detention Basin BJB, together with the dredging and improvement of existing Calavera Creek channel along the northern boundary of the Rancho Carlsbad Mobile Home Park. retired from their positions with the City.
