ENG TESTER TRAINING RECOMMENDED ACTION: Adopt Resolution No. 2002-214 approving two engineering technicians from the Engineering cross-connection retrofit of metered customers to the Phase II recycled water system. The course is Department out-of-state travel to attend a five-day tester training course for administering a held at Incline Village, Nevada, from August 12-16, 2002. ITEM EXPLANATION: The purpose of the training is to allow the engineering technicians to conduct tests for cross-connections when retrofitting customers to the Phase II recycled water system. This training covers part of a requirement to become certified for cross-connection testing. The course is designed to train in the intricacies of field testing the pressure type vacuum breakers, double-check valve assemblies, and the reduced pressure principle backflow prevention assemblies. FISCAL IMPACT: When the Fy 2002-03 Public Works Budget was developed, staff did not determine all the requirements to perform the retrofit work on the Recycled Water Phase II project. Staff must be certified to perform this work. This course is mandatory training to be able to receive the certification. The cost to attend this course for two people is approximately $2,800, which includes flights, shuttles, lodging, and meals. Funds are available in the Engineering budget to cover all estimated costs. EXHIBITS: I. NEVADA, FROM AUGUST 12-16,2002. FIVE-DAY TESTER TRAINING COURSE AT INCLINE WHEREAS, the City Council concurs that it is in the public interest to authorize out-of-state travel for two Engineering Technicians to attend a backflow prevention assembly tester training course; and WHEREAS, funds are available in the FY 2002-2003 Engineering Department budget for the out-of-state travel. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That out-of-state travel is hereby authorized in accordance with City policy, for two Engineering Technicians to attend a course in backtlow prevention tester training in Incline Village, Nevada, from August 12-16, 2002.
