I RECOMMENDED ACTION :
Adopt Resolution No. 2002-217 accepting bids and awarding Project No. 3802-2 for the
demolition of the Pine Street School buildings including the maintenance facility and the dwelling
units located at 3354, 3366, 3340, 3344, and 3348 Madison Street to Whillock Contracting, Inc..
ITEM EXPLANATION :
On May 7, 2002, the City Council approved the plans and specifications for the Pine School
Site Demolition, authorizing advertisement for bids.
Demolition of the site is necessary to make the Pine School property available for
development of the future Northwest Quadrant Community Park as outlined in the 2002-2003
Capital Improvement Budget. The demolition will include removing all of the existing
classroom and maintenance facility structures from the site, with the exception of the
Carlsbad Village Academy (CVA) buildings, which under lease agreement with the Carlsbad
Unified School District (CUSD), may remain until December 31, 2002.
In addition to the school property, the recently acquired residential buildings located at 3354,
3366, 3340, 3344, and 3348 Madison Street will be demolished. I
In April, 2002, a Phase I Environmental Site Assessment Update and Pre-demolition
Hazardous Building Materials Survey was performed by an environmental consultant,
revealing a need for hazardous material abatement and disposal by a certified environmental
firm. The demolition contract includes these services. The contract also includes resurfacing
of the existing hardcourt play area and modification of the tot lot for ADA accessibility
requirements as part of the “interim plan” for the Pine School Property approved by Council in
January 2001.

ENVIRONMENTAL IMPACT
The Planning Director has determined that the proposed demolition project, as conditioned
regarding the disposal of hazardous materials, is categorically exempt from CEQA under
Section 15301 (State CEQA Guidelines, Class 1 Existing Facilities). A Notice of Exemption
will be filed upon project approval.

‘Abatement monitoring is required for the contractor removal of hazardous material. The City has an
approved agreement with Ninyo and Moore to perform these sewices.
Sufficient funds are available in the “Park Site Development - Pine School” account no.
3207000-9060/38022-921 (PFF) to cover the project cost.

RESOLUTION NO. 2002-217
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AWARDING CONTRACT NO. 3802-2
FOR THE DEMOLITION OF THE PINE SCHOOL BUILDINGS AND
THE STRUCTURES LOCATED AT 3354, 3366, 3340, 3344, AND
3348 MADISON STREET TO WHILLOCK CONTRACTING, INC..
WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary
and in the public interest to demolish Pine School and the structures located at 3354, 3366, 3340, 3344,
and 3348 Madison Street; and
WHEREAS, plans and specifications for Demolition of Pine School and the Madison Street
properties, Contract no. 3802-2, have been prepared and are on file in the Engineering Qpartment of the
City of Carlsbad; and
WHEREAS, four bids were received and Whillock Contracting, Inc. has been deemed the lowest
responsible bidder; and
WHEREAS, staff recommends award of contract to Whillock Contracting, Inc. in the amount of
$328,023.
WHEREAS, sufficient funds are available in the “Park Site Development - Pine School” account
no. 3207000-9060/38022-921.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the subject contract is hereby awarded to Whillock Contracting, Inc. in the amount of
$328,023 and the Mayor is authorized and directed to sign said contract on behalf of the City
Council.
3. That the City Manager is given the authority to approve construction change orders, singly or in
aggregate, up to the amount of the specified contingency.
