HD. CITY MGR 2 I RECOMMENDED ACTION: Adopt Resolution No. 2002-a appointing one member to the Library Board of Trustees. ITEM EXPLANATION: Rob Swette’s term expires in June, 2002. He was appointed on March 5, 2002 to fill an unexpired term and has served three months. The term of this appointee shall expire in June, 2006, Other members of the Library Board of Trustees are: Karen Gleason Huss, Jerry Tarman, William Kamenjarin and Laurie Page. NOTE: Members of the Library Board of Trustees are subject to the requirements of the Political Reform Act, and must file a Statement of Economic Interest. EXHIBITS: 1. In this short term I have not only attended all the meetings, but have been able to contribute, while learning about library services, operations and plans. From a personal standpoint I have enjoyed the opportunity to work with the library staff and to be involved in the City of Carlsbad. Both leagues have done an excellent job. disagree with the pending motion to allocate fields based upon the number d Carsbad residents that I Understand that you are considering changes to the way in which fields are allocated to the leagues. I pbytng nmwtional soccer, its also important that my younger daughter's competitive team is are enrolled in the program. Just as it is important for my oldef daughtef to have nothing but fun as good as posslble so that they can rank high enough to be allowed to corn- Wnh some other very good teams in Southern Caihnh. Playhg against tough competition is CIitkal to making her a better player and to give her a chance of fulfilling k dtmm to play in m/&e. In order to make the team competitive, it is somefbnes necessary to allow kids from neighboring atms to join I think that it is fair to charge non-residents an additional $5 fee (as with the other Carlsbad programs) and that this money should be used for overall field improvement in Carlsbad. Bud Lewis 1200 Carlsbad Village Dr. Carlsbad, CA 92008 Jul . 23 2002 07: 37QM P3 Dear Mr. Mayor, I am a member of the Carlsbad Lightmng Soccer Club I was a resident of Carlsbad for over 12 years. We moved to San Marcos 2 years ago, in large part due to one of my son's allergies to the fog. We had always thought of San Marcos & CarIsbad as inter-connected, sharing school districts & proximity. My wife & I still attend church, work & shop in Carlsbad My children have participated in Carlsbad Parks and Recreation programs for over 10 years including the Swim Programs, Karate, Tennis, and Music. In all oases, once the nonresidents paid their fees, their access to the facilities, teachers, etc. was equivalent to the residents. All youth sports programs should be treated equally and soccer programs should be no different. Non-Resident fees are certainly justified & appropriate. Once these fees are paid, those non- residents should be counted equally as part of the progams they have paid those fees for. Ifthis is not done everybody suffers .... residents & nonresidents alike. It will not reduce the amount of non-residents. It will only produce overcrowdiug & overuse, lowering the quality of experience for everyone. I respectfully ask that any policies you adopt regarding allocation of fields be based on the actual amount of children enrolled, regardless of their residence. 1206 Corte Bello, Sen Marcos
