On May 15, 2002, the Planning Commission conducted a public hearing and recommended approval
of SDP 96-01(B) and CDP 96-02(B) to extend the time allowed for the issuance of a building permit
and to convert four hotel rooms into conference space (5-0-2 vote). The project site is located at the
south side of the Grand Pacific Palisades Resort.
The project was approved in June 2000, with a time limit of 24 months to pull building permits for the
24 hotel room addition to the resort. Because construction is taking place on site for the final phase
of the timeshare portion of the resort, the applicant requested an extension of time to begin
construction of the hotel units. In addition, operation of the resort will be better served if there is
some additional conference space. This amendment includes the conversion of four ground floor
hotel units into 1,600 square feet of conference space.
The subject site is located within the Carlsbad Ranch Specific Plan which was adopted by the City
Council on March 16, 1993. A site development plan was approved for the establishment of the
Grand Pacific Palisades Resort in September 1996. The City Council is the approving body for
development within the Grand Pacific Palisades Resort as required by the Carlsbad Ranch Specific
Plan.

The City Council of the City of Carlsbad, California, does hereby resolve as
follows:
WHEREAS, on May 15, 2002, the Carlsbad Planning Commission held a duly
noticed public hearing to consider a proposed Site Development Plan Amendment and Coastal
Development Permit Amendment to extend the deadline for the issuance of building permits for
20 hotel units and 1,600 square feet of meeting space for the existing Grand Pacific Palisades
Resort, and adopted Planning Commission Resolutions No. 5143 and 5144 recommending to
the City Council that the Site Development Plan Amendment and Coastal Development Permit
Amendment be approved; and
WHEREAS, the City Council of the City of Carlsbad, on the 6th
day of August , 2002 held a duly noticed public hearing to consider the
recommendation and heard all persons interested in or opposed to the SDP 96-01(B) and CDP
96-02(B).
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the recommendation of the Planning Commission for the approval of
02(B) is approved and that the findings and conditions of the Planning Commission contained
Site Development Plan Amendment 96-01(B) and Coastal Development Permit Amendment 96-
in Planning Commission Resolutions No. 5143 and 5144 on file with the City Clerk and
incorporated herein by reference, are the findings and conditions of the City Council.

applicant shall submit for city approval a “Storm Water Pollution Prevention Plan
(SWPPP). The SWPPP shall be in compliance with current requirements and provisions
established by the San Diego Region of the California Regional Water Quality Control
Board. The SWPPP shall address measures to reduce to the maximum extent possible
storm water pollutant runoff at both construction and post-construction phases of the project. At a minimum, the Plan shall:
A. Identify existing and post-development on-site pollutants;
B. Recommend source control Best Management Practices (BMPs) to filter said
pollutants;
C. Establish sDecific procedures for handling spills and routine clean up. Special
consideration and effort shall be applied to employee and customer education on
the proper procedures for handling clean up and disposal of pollutants.
D. Ensure long-term maintenance of all post construction BMPs in perpetuity.

Request for an amendment to a Site Development Plan and a Coastal
Development Permit to extend the deadline for the issuance of building permits
for 24 hotel units and to convert four hotel rooms into meeting space within the
Grand Pacific Palisades Resort properly located at 5805 Armada Drive in Local

I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolutions No. 5143 and 5144
RECOMMENDING APPROVAL. of the amendments to extend the deadline for the issuance
of building permits for 24 hotel units and to convert four hotel room into meeting space within
the Grand Pacific Palisades Resort based on the findings and subject to the conditions contained
therein.
11. INTRODUCTION
In June of 2000 approvals were granted by the City Council to the Grand Pacific Palisades
Resort project for the construction of 24 hotel units. A standard code reminder and a special
condition on the Coastal Development Permit specified that building permits were to be issued
for the 24 hotel units within two years of the City Council approvals. If the required building
permits were not issued the project approvals would expire. The applicant knows that a request
for the building permits will not happen before the expiration date and has therefore asked for an
extension of time through these amendments.
Additionally, the applicant has requested to convert four ground floor hotel rooms of the 24 hotel
rooms into meeting space.
111. PROJECT DESCRIPTION AND BACKGROUND
The request for a time extension involves the issuance of building permits for 24 hotel units
within the Grand Pacific Palisades Resort.
The Grand Pacific Palisades Resort was approved in September 1996 as a timeshare property. In
June 2000, an amendment to the approvals was granted to delete 3,218 square feet of future
restaurant space from the resort plans in exchange for 24 hotel units. A standard condition was
included in the Coastal Development Permit resolution for the hotel units requiring building
permits to be obtained within 24 months from project approval.

Timeshare construction at the Grand Pacific Palisades Resort is in its final stage. The applicant
has indicated that it is their intention to begin construction of the hotel units once the timeshare
units have been completed. The applicant has not begun to prepare construction documents for
the 24 hotel unit phase and does not desire to begin construction of the 24 hotel units \vhile the
property is impacted by construction activity for the final timeshare phase.
The request to convert hotel rooms into meeting space involves four of eight ground floor units
within the future expansion. The meeting space will be fully contained within the approved
footprint of the expansion. Two meeting rooms of 800 square feet each are proposed.
IV. ANALYSIS
Time Extension
The condition requiring the issuance of building permits within two years of approvals is typical
for all projects within the Coastal Zone. The time limit creates a window of opportunity to re-
evaluate approvals which are not being implemented and to abate approvals which may no
longer be appropriate due to changed circumstances.
Regarding the applicant’s request for an extension of time to pull building permits, there have
not been any changes to local ordinances, there has been no change of circumstances in relation
to coastal resources, or to the overall vision for development within the Carlsbad Ranch which
would suggest that an extension of time would be inappropriate.
Staff is therefore recommending that the extension of time be granted. The applicant has
requested a five year extension, however, staffs recommendation is for an additional three years
which is in compliance with Section 21.201.200 of the Carlsbad Municipal Code.
Room Conversion
Recently the applicant has found that there is a substantial demand for meeting space, especially
for guests staying at the resort. Therefore, to meet this demand it has been requested that four of
the proposed 24 hotel units be converted into two meeting rooms with a total area of 1,600
square feet.
Staff is recommending approval of the proposed conversion. The exterior elevations of the
meeting rooms will be identical to the adjacent hotel units, so that there will be no change to the
exterior appearance of the building. The meeting space is proposed entirely within the existing
approved footprint of the building. Conversion of the rooms to meeting space will not alter
pedestrian flow through the buildings.
The change of use will increase the onsite parking requirement. When the Grand Pacific
Palisades project was originally reviewed in 1996, the parking requirement (519 spaces) was a
result of the sum of the individual uses proposed onsite. Because the proposed restaurant and
meeting space qualified for “Joint Use”, an 11% reduction in parking was approved for a total
requirement of 462 onsite parking spaces.

The parking requirement for dl existing and proposed uses equals 491. Comparing this total to
the original approvals shows us that the parking demand will not exceed the original expectation
for the site of 519. Restaurant and meeting space still qualify as “Joint Use” and therefore an
11% reduction in required parking for a total of 437. In addition, the proposed conversion will
not cause a greater impact to the road system than what was originally approved. The sum ADT
of all original uses was anticipated to be 3,600 and the ADT for all existing and proposed uses
equals 3,472.
V. ENVIRONMENTAL REVIEW
It can be determined with certainty that an.extension of time for the issuance of building pennits
and conversion of four hotel units into meeting space will not have a significant effect on the
environment. No further analysis is required to satisfy the California Environmental Quality Act
(CEQA). The proposal qualifies as a general rule exemption pursuant to Section 15061(b)(3) of
the State CEQA Guidelines.

Chairperson Trigas asked Mr. Wayne to introduce the first item
1. SDP 96-01/B)/CDP 96-0ZB) - GRAND PACIFIC PALISADES RESORT - Request for an
amendment to a Site Development Plan and a Coastal Development Permit to extend the
Planning Commission Minutes May 15,2002 Page 2
deadline for the issuance of building permits for 24 hotel units and to convert four hotel rooms into
meeting space within the Grand Pacific Palisades Resort property located at 5805 Armada Drive
in Local Facilities Management Zone 13.
2. CUP 255(A)x1 - LAS VILLAS DE CARLSBAD - Request for a ten year extension of CUP
255(A) to allow the continued operation of a professional care facility and skilled nursing facility at
1088 Laguna Drive in Local Facilities Management Zone 1.
3. CUP 184(B)x2 - ADELPHIA COMMUNICATIONS - Request for an extension of CUP 184(B)x1
to allow the continued operation of an existing antenna tower and related equipment located on
the east side of Maerkle Reservoir in Local Facilities Management Zone 15.
5. CUP 02-041CDP 02-06 - NEXTEL WIRELESS TELECOM FACILITY - Request for approval of a
Conditional Use Permit and Coastal Development Permit to allow installation, operation and
maintenance of an unmanned wireless telecommunications facility located at 720 Macadamia
Drive in the C-2 Zone, within the Coastal Zone, and in Local Facilities Management Zone 22.
however, these projects are minor and routine in nature with no outstanding issues and Staff recommends
Mr. Wayne stated that agenda items 1, 2, 3, and 5 are normally heard in a public hearing context,
approval of all. He recommended they be acted upon and voted on as a group. If the Commission or
someone from the public wishes to discuss or pull an item then Staff would be available to respond to
questions. He stated the Commission’s action is final on all items unless appealed to the City Council.
