CITY ATTY~, SPECIFICATIONS AND AUTHORIZATION TO BID
RECOMMENDED ACTION:
It is recommended the City Council Adopt Resolution No. 2002-244 approving the plans
and specifications, authorize the advertisement of construction bids, and approve the project's
public art component for Aviara Community Park, City Project Number 36991.
ITEM EXPLANATION:
Aviara Community Park is the next major community park facility to be developed by the City
within its Capital Improvement Program. This 24-acre site is located at the corner of Poinsettia
Lane and Ambrosia Lane and will include the following components:
1 lighted, full size soccer field utilizing synthetic turf;
1 lighted, full size baseball I softball field;
4 outdoor, lighted basketball half-courts;
4 picnic shelter structures and several picnic tables and barbeques;
1 large tot-lot with several play structures;
2 combination restroom and equipment storage buildings;
1 large park maintenance facility;
An 18,000 square foot Community Center building;
2 onsite parking lots with a total of 270 parking spaces;
An internal walkway I trails system connecting to the City-wide trails system;
An integrated public art component;
Extensive landscaping and unassigned open green space areas.
The' project's design plans and specifications are complete and all regulatory agency permits and
entitlements have been obtained. Construction is estimated to begin in November, 2002 and 9
park landscaping. Staff recommends approval of the project plans and specifications and 8 require approximately 14 to 16 months for completion and grow-in of the extensive field turf and
a requests authorization to advertise for construction bids. 2

ENVIRONMENTAL REVIEW:
On February 6, 2002, the Planning Commission adopted Resolution No. 5108 approving a
Mitigated Negative Declaration and Mitigation Monitorhg and Reporting Program for Aviara
Community Park finding the project to be in conformance with the requirements of the California
Environmental Quality Act, the State Guidelines, and the Environmental Protection Procedures of
the City of Carlsbad.
CARLSBAD PUBLIC ART COMPONENT:
The public art component for Aviara Community Park has been incorporated into the park
project. The Selection Committee, with representatives from the community and the Arts
Commission, selected San Diego artists Richard Keely and Anna O'Cain from applicants
responding to the request for qualifications. The artists' preliminary design and the $100,000
contract for design, fabrication, and installation, with the standard City waiver included, were
approved by the City Council at its January 8, 2002 meeting. The design was displayed at both

libraries in April, 2002 for community input at which time 69% of those written responses received
expressed approval. The final design, taking the public comment into account, was approved by
the Arts Commission at its May 2, 2002 meeting.
The artists worked very closely with the Park Project Team to develop the artwork which includes
the following: etched glass panels at the Community Center entrance, metal images depicting
the history of land and leisure related to the Carlsbad area to be located on the terrace wall, nine
sculptural cutouts located on poles near the ball fields and tot-lot, and additional metal images
located on or near the walkways with images of leisure and recreation.
FISCAL IMPACT:
The City Council has appropriated a total of $11,997,890 for the construction of Aviara
Community Park in the current FY 2002-2003 CIP budget. City staff will provide a breakdown of
the various project budget components once the bids are received and the construction bid cost
is known.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS
AND SPECIFICATIONS, AUTHORIZING THE
ADVERTISEMENT OF BIDS, AND APPROVING THE
PUBLIC ART COMPONENT FOR AVIARA COMMUNITY
PARK
WHEREAS, the City Council of the City of Carlsbad, California, has previously
appropriated funds in the current budget for the construction of Aviara Community Park,
hereafter referred to as the “Project;” and
WHEREAS, the plans and specifications for the Project are complete and ready
for advertisement of construction bids and are on file in the Recreation Department 01
the City of Carlsbad; and
WHEREAS, the design of the public art component for the Project has been
completed; and
WHEREAS, the City Council does hereby find it necessary, desirable, and in the
public interest to proceed with the construction of Aviara Community Park at this time.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council does hereby approve the plans and specifications for the
construction of Aviara Community Park and authorizes the City Clerk, in
accordance with State law, to advertise for bids for the construction of the
Project
3. That the public art component for Aviara Community Park is hereby approved.
