TOUR THE TAMPA BAY WATER
3ECOMMENDED ACTION:
Adopt Resolution No. ZOOZ-Z~I , and Resolution No. 1164 , approving out-of-
state travel for up to two members of the Desalination Team to coordinate tours of the
Tampa Bay Water Desalination Plant in Tampa Bay, Florida for the City of Carlsbad and the
Carlsbad Municipal Water District.
TEM EXPLANATION:
Currently, the City Council is considering the construction of a desalination plant adjacent to
the Encina Power Plant. At the same time, Tampa Bay Water is constructing a similar, but
smaller plant in Florida. Similar parties are involved in the planning and construction of both
the Tampa Bay Water and the proposed desalination plant in Carlsbad. Since the City
Council is considering the construction of a plant in Carlsbad, Council and staff may want to
tour at the Tampa Bay plant, and evaluate the potential opportunities and obstacles. In
addition, the City Council and staff will have the opportunity to determine how the
construction of the Tampa Bay plant is progressing, and physically observe the size and
scope of the project.
If the City Council and staff members decide to tour the Tampa Bay plant, staff is
recommending that up to two members of the Desalination Team coordinate the tours in
Tampa Bay during the period of time that the Council is traveling to the plant. Up to two
staff members would be the only representatives from the City staying more than two days
in Tampa Bay. If the City Council is interested in touring the Tampa Bay Water
Desalination Plant, Council Policy Number 3 states that any unanticipated out-of-state travel
for a duration exceeding two days must be authorized by the City Council. Staff is
recommending that the City Council authorize up to two staff members from the
Desalination Team to coordinate tours of the Tampa Bay site, if the Council desires to tour
the facility.
'ISCAL IMPACT:
The cost of travel will depend on the number of staff members coordinating tours in Tampa
Bay, ranging from $1,500 to $3,000. There are sufficient funds in the Water Operations
budget to accommodate this cost.

TAMPA BAY WATER DESALINATION PLANT IN TAMPA BAY, FLORIDA
APPROVING OUT-OF-STATE TRAVEL FOR UP TO TWO MEMBERS
WHEREAS, the City Council is considering the construction of a desalination plant
adjacent to the Encina Power Plant; and
WHEREAS, Tampa Bay Water is currently constructing a desalination plant in Tampa
Bay, Florida; and
WHEREAS, similar parties are involved in the planning and construction of the Tampa
Bay project and the proposed plant in Carlsbad; and
WHEREAS, touring the Tampa Bay facility would allow the City Council and staff to
evaluate the potential opportunities, obstacles, size and scope of the project; and
WHEREAS, Council Policy Number 3 states that unanticipated out-of-state travel for a
duration exceeding two days must be authorized by the City Council; and
WHEREAS, there are sufficient funds available in the Water Operations budget.
NOW, THEREFORE, IT IS HEREBY RESOLVED AS FOLLOWS:
SECTION 1. That the above recitals are all true and correct.
SECTION 2. That out-of-state travel is hereby authorized, in accordance with Council
policy, for up to two members of the Desalination Team to coordinate tours of the Tampa Bay
Water Desalination Plant in Tampa Bay, Florida.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council on
the 13th day of AUGUST
