TITLE: APPROVING PLANS AND SPECIFICATIONS
AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR
)EPT. ENG I INTERCEPTOR SEWER-EASTERN SEGMENT
PROJECT NOS. 3537-1 AND 3874-1
RECOMMENDED ACTION:
Adopt Resolution No. 2002-252 approving plans and specifications and authorizing the City Clerk to advertise for bids for the rehabilitation of the North Agua Hedionda Interceptor Sewer Rehabilitation-Eastern Segment, Project Nos. 3537-1 and 3874-1.
ITEM EXPLANATION:
The North Agua Hedionda Interceptor sewer extends from Interstate 5 east to El Camino Real on the north side of Agua Hedionda Lagoon. A recent inspection report on the condition of this sewer
pipeline system recommends the immediate repair of the eastern portion of the interceptor. In order to expedite the repair of the significantly deteriorated eastern portion of the interceptor, City staff has divided this project into eastern and western segments. The eastern segment includes that portion of the pipeline between El Camino Real and Park Drive shown on Exhibit "1". The project plans and
specifications are for the rehabilitation of the eastern segment. The project includes appropriate low environmental impact construction methods in repairing access holes and cleaning out debris. Because the project site is in an area containing some sensitive vegetation, plywood sheets will be placed around the manholes at the beginning of work each day and will be removed at the end of
each day. The proposed work will be performed from inside the existing access holes. Based upon this approach, the activities do not otherwise result in environmental impacts. The method to be used reduced the time period for the environmental permitting and mitigation process.
ENVIRONMENTAL REVIEW:
The proposed rehabilitation work is exempt from CEQA under Government Code Section 15301(d)
("restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment..."). Therefore, the project satisfies the requirements to be determined exempt under Section 15301(d), and a Notice of Exemption will be filed by the Planning Director.

The total estimated cost of the project for the eastern segment is $175,500. Sufficient Sewer

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK
TO ADVERTISE FOR BIDS FOR THE NORTH AGUA
EASTERN SEGMENT, PROJECT NOS. 3537-1AND 3874-1.
HEDIONDA INTERCEPTOR SEWER REHABILITATION-
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to rehabilitate the North Agua Hedionda
Interceptor Sewer Rehabilitation-Eastern Segment; and
WHEREAS, the plans and specifications for furnishing of all labor, material, tools,
equipment, transportation and other expenses necessaly or incidental for said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, sufficient funds have been allocated and are available for this project; and
WHEREAS, the project is exempt from the California Environmental Quality Act pursuant
to CEQA Section 15301(d).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct,
2. That the plans, specifications, and contract documents as presented for the
North Agua Hedionda Interceptor Sewer Rehabilitation-Eastern Segment, Project Nos. 3537-1
