RECOMMENDED ACTION:
Adopt Resolution No. 2002-254 approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of South Agua Hedionda Interceptor (SAHI)
Phase II Reach 111, Project No. 3583-2.
ITEM EXPLANATION:
The South Agua Hedionda Interceptor (SAHI) system provides sewerage facilities for a portion of the City that currently drains into the North Agua Hedionda Interceptor. Development in the eastern
portion of the City necessitates completion of SAHI to handle the increased demand. Reach 111 constructs the pipeline between the existing facility on each side. The SAHI system will drain into the Vista-Carlsbad Interceptor.
The project includes an extension of a sewer force main from its existing terminus at Faraday Avenue to just east of LEGOLAND Drive in Cannon Road. A gravity sewer line will also be
constructed from just east of LEGOLAND Drive to Car Country Drive in Cannon Road. The construction activities include closing westbound Cannon Road from Faraday Avenue to
twenty-five working days after Notice to Proceed. City staff has coordinated the road closure with Car Country Drive. The contract stipulates that the contractor must reopen westbound Cannon Road
alternate routes during the road closure. local businesses and has provided maps for the businesses to give to their patrons providing

Class 1 (c) of the Public Resources Code (California Environmental Quality Act). The Planning This project is categorically exempt from the environmental review process under Section 15301
Coastal Development Permit 6-02-070 on August 7, 2002. Department has filed a Notice of Exemption. The California Coastal Commission approved the

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF
SOUTH AGUA HEDIONDA INTERCEPTOR (SAHI) PHASE II
REACH 111, PROJECT NO. 3583-2.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable and in the public interest to construct South Agua Hedionda Interceptor
(SAHI) Phase II Reach 111, Project No. 3583-2; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on tile in the Public Works-Engineering Department of the City of Carlsbad and
are incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents on file in the Public Works-
Engineering Department of the City of Carlsbad for Project No. 3583-2 (South Agua Hedionda
Interceptor Phase II Reach Ill) are hereby approved.

SUBJECT: ANALYSIS OF CANNON ROAD CLOSURE FOR
CONSTRUCTION OF SOUTH AGUA HEDIONDA INTERCEPTOR
SEWER REACH 111
BACKGROUND
The South Agua Hedionda Interceptor Sewer Reach 111 includes a proposed 14-
inch diameter sewer forcemain on the northside of Cannon Road extendina from
Car Country Drive east to Frost Avenue. Construction of the forcemain is being
accomplished in two phases. Phase I was recently completed, which installed
the forcemain pipe in the portion of Cannon Road which is now being
constructed from Faraday Avenue east to Frost Avenue. Phase II will construct
the forcemain pipe in the existing paved portion of the northside of Cannon Road
beginning at Faraday Avenue and extending west to Car County Drive.
The proposed forcemain alignment was determined based on environmental
review, which considered as an alternative to Cannon Road installing the
forcemain across Agua Hedionda Lagoon. However, this alternative alignment
was eliminated because the environmental issues and permitting issues raised
by Resource Agencies and the Coastal Commission would be too excessive to
mitigate compared to constructing the pipeline in Cannon Road.
For Phase II the forcemain pipe was previously installed in the bridge that
crosses Macario Canyon at the time the bridge was built. On both sides of the
bridge the forcemain would be installed in the westbound number two lane of
Cannon Road. However, to accommodate the construction equipment and
construction operations both westbound lanes of Cannon Road would be
impacted. Flaggers would not be able to route traffic around the excavation
because there is insufficient width between the center median island and the
construction zone to accommodate vehicles and the construction equipment.
Additionally, the pipeline material, polyethylene pipe, has no joints. The pipe
pieces are welded in place to form one long continuous pipeline, hundreds of
feet in length. To install this pipeline quickly requires the trench to be dug for the
entire length of the pipeline.

ALTERNATIVE TRAFFIC SOLUTIONS
During final design of Phase II, staff determined that the safest and shortest time
frame to install the forcemain pipe in the existing paved portion of Cannon Road

would require that the westbound lanes be closed from Faraday Avenue to Car
Countty Drive.
Alternatives to closing the westbound lanes were analyzed. One alternative
considered having the westbound traffic and the eastbound traffic located in the
eastbound lanes. This would be accomplished by installing k-rail between the
two driving lanes and devoting one traffic lane to eastbound traffic and one traffic
lane to westbound traffic. A concern with this alternative includes the amount of
additional time, cost and traffic disruptions to install the k-rail. More importantly,
because of the raised concrete medians at the intersection there was no safe
method to direct westbound traffic back into one of the westbound lanes.
Vehicles proceeding west would potentially conflict with vehicles proceeding east
where the traffic would need to merge at the intersection.
The second alternative is to install the pipeline northerly of the sidewalk.
However, this was eliminated because the ground contours are too steep north
of the sidewalk to provide for installation of the pipe and the existing habitat,
coastal sage scrub, is deemed sensitive by the Coastal Commission and Fish
and Game and cannot be disturbed.
The recommended alternative provides the contractor sufficient room to install
the pipeline in the shortest amount of time, less than twenty-five working days.
The road closure would not occur until the pipe material was delivered and ready
to be installed. Significant public outreach will occur to notify the public of the
road closure. A detailed traffic control plan was prepared for the closure. It
includes a number of signs for detouring traffic and to provide advanced notice of
the closure to enable a driver to choose an alternative route.
