STREET NAMES AND ADDRESSING CITY MGR %- RECOMMENDED ACTION: That the City Council ADOPT Resolution No. 2002-249 , APPROVING an Amendment to City Council Policy No. 20, Street Names and Addressing. ITEM EXPLANATION: The developers of the Bressi Ranch, Lennar Communities and Metropolitan Life have requested an amendment to Exhibit “A of City Council Policy No. 20 regarding street naming. The current policy requires that street names in Area 6 as shown on Exhibit “A of Policy 20 follow the theme of minerals, gems, and/or show business personalities. In keeping with the Bressi Ranch vision, the developer has requested the addition of garden and industry to the acceptable themes. The garden theme is proposed to be applied to the residential portion of the master plan and the industrial theme to the industrially zoned properties. ENVIRONMENTAL: Amendment of Exhibit “A of the Council’s Street Naming and Addressing Policy is not a “project” as defined by the California Environmental Quality Act and is therefore not subject to it‘s provisions. Letter from Hofman Planning Associates, dated June 26, 2002. 1 2 3 4 c t 5 E 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 21 28 RESOLUTION NO. 2002-249 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REVISING EXHIBIT “A” OF CITY COUNCIL POLICY NO. 20 (STREET NAMES AND ADDRESSING) TO AMEND THE THEMES FOR STREET NAMING IN AREA 6 The City Council of the City of Carlsbad, California, does hereby resolve as / follows: WHEREAS, the City Council of the City of Carlsbad, on the 10th day of SEPTEMBER , 2002, considered said revision to Exhibit “A“ of Council Policy No. 20; and WHEREAS, the revision will establish street naming themes for all developments within Area 6 which include the Villages of La Costa “The Greens”, the Bressi Ranch Master Plan, and Carrillo Ranch; and WHEREAS, the policy revision will not cause confusion for emergency services with responding to emergencies; and WHEREAS, the revision to Exhibit “A does not conflict with other sections of the Street Naming and Addressing policy. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: 1. That the above recitations are true and correct. 2. That City Council Policy No. 20 is amended as shown in Exhibit “A, attached hereto. 3. The Community Development Director has determined that it is in the public interest to revise the existing policy for naming and numbering new public and private streets to conform to the Carlsbad Post Office's future computer processing system. PURPOSE: 1. To establish a policy ensuring a uniform system for naming and addressing new public and private streets in subdivisions and developments in the City of Carlsbad. 2. To establish a policy ensuring a uniform system for changing existing street names in the City of Carlsbad. POLICY: 1. All proposed new public and private street names shall conform to the Geographical Area Classification Map (Exhibit A) of this Policy. 2. All proposed street names (public and private streets) shall conform to the Authorized Street Designation List (Exhibit B) of this Policy. 3. The main name for a street shall be used only once. 4. All proposed building numbers shall conform to the general system for numbering buildings provided in this Policy. PROCEDURES: 1. All tentative map developers shall submit street names for approval to the Planning Department for all private and public streets proposed. These names shall be shown on the first submittal of the Tentative Subdivision Map. In all cases, street names shall be consistent with the Council Policy. No street names will be approved that use the main name more than once. If there is a Toledo Street, there will never be a Toledo Way, Toledo Court, etc. 3. Street names within the City of Carlsbad must be limited to a total of sixteen (16) letters and spaces so that the names can be placed upon the standard name blanks. 4. Short streets, cul-de-sac streets, and winding streets have short names to facilitate placing their names on maps and plans. 5. In general, streets which change directions approximately 90 degrees between intersecting streets should have a different street name. 6. Street name changes may be requested by any of the following: a) A letter form a private individual or body to City Council or Planning Commission b) Resolution of Intention of the Planning Commission c) Resolution of Intention of the City Council In all cases, it shall be the duty of the Planning Department to prepare a report discussing the justification for such a change, recommending a replacement name and discussing any effects of the change on other streets in the City. d) Without following the procedures required by this policy, the City Council may directly approve a street name change when such change is due to overriding economic or social considerations. 7. All the addresses shall be assigned by the Development Processing Services Division. Addresses must be assigned prior to the issuance of a building permit. 9. Addresses shall be placed over or near the principal entrance and be easily seen from the street. Commercial and industrial building numbers shall be not less than six inches high; residential numbers shall not be less than three inches high. Both shall be in a contrasting color. Michael Holzmiller 1635 Faraday Avenue Carlsbad, Ca. 92008 RE: Change to City Council Policy 20 Street Names for'the Bressi Ranch Master Plan Dear Michael: The owners of the Bressi Ranch Master Plan would like to request a change to Exhibit "A" of City Council Policy 20. Currently this policy would require that the streets within the Bressi Ranch Master Plan be named after minerals, gems or show business personalities. This street naming theme is in contrast to their vision of the Master Plan. The residential portion of the Bressi Ranch Master Plan is being developed as a Garden District community. Lennar would like to name the streets in the residential portion of the Master Plan based on a garden theme. They would prefer to name the streets in the industrial portion ofthe Master Plan based on an industrial theme it. "Getty". This revision to Exhibit "A" of the Street Naming Policy would be more in keeping with the type of community that we are trying to create with the Bressi Ranch Master Plan than the existing street name theme for this area. Earlier versions of the Bressi Ranch Master Plan had included text addressing this change, but based on direction of staff this text was eliminated. We were told to not include this text, but to apply for a modification to the City's Street Naming Policy outside of the Master Plan. We believe that there is some precedence for this request since the Rancho Carrillo Master Plan was allowed to modify the Exhibit "A' to allow for Spanish street names to be used which was more in keeping with the theme and character of the Rancho Carrillo Master Plan. We would like to make a similar revision to this policy for the Bressi Ranch Master Plan. Hopefully this request could be scheduled for the July gth City Council meeting to allow it to be heard the same night as the Bressi Ranch Master Plan. If this is not feasible we would like to request that it be scheduled for the first available City Council meeting.
