Arts RECOMMENDED ACTION: City Council Adopt Resolution No. 2002-255 accepting a donation of $13,000 from the Carlsbad Arts Associates and authorizing appropriation of these funds. ACCEPTANCE OF DONATION AND APPROPRIATION OF FUNDS ITEM EXPLANATION: The Carlsbad Arts Associates, the non-profit support organization of the City's Cultural Arts Office, is donating funds to support the William D. Cannon Art Gallery and its programs. A portion of the donation, $7,500, will provide for an education curriculum and corresponding art classes for 3rd and 4Ih grade students attending schools in Carlsbad. This curriculum is presented in conjunction with a Gallery exhibit. The remaining portion, $5,500, will provide funding assistance with upcoming and future exhibits and programs. Cannon Gallery exhibitions are scheduled through year 2004. FISCAL IMPACT: The funds will pay for curriculum writing and printing; art supplies and artist-in-residence staff time. the Finance Director be authorized to appropriate the $13,000 donation in the Cultural Arts Office Funds will also pay for securing exhibitions, exhibit supplies, and lectures. Cannon Art Gallery and its programs; and WHEREAS, the donated funds will be used to provide for an education curriculum and related art classes as well as assist with upcoming and future Gallery exhibits and programs. PASSED, APPROVED AND ADOPTED, at a regular meeting of the City Council of the City of Carlsbad, California, held on the Ehday of SEPTEMBER ,2002, by the following vote, to wit: AYES: Council Membe NOES: None ABSENT: Council Mem ATTEST: . 01- \o -0 a September 6,2002 All Receive For the Information of ther: To: CITY MANAGER From: Cultural Arts Manager UPDATE ON THE “ARTSPLASH” FESTIVAL A Brief Overview and History Artsplash was conceived by Ron Juncal and Phyllis Swanson, artists who operate a business named Studio 2 in Carlsbad, and Joni Miringoff, Special Events Coordinator for The Flower Fields, when they met during a Public Roundtable conducted as part of the Strategic Cultural Plan 2001-2006 for the Arts Office. They were interested in creating an exciting “street chalk art festival” in Carlsbad, similar to the ones held in Valencia, Santa Barbara, and Little Italy/San Diego. The festival organizers sought participation from the Arts Office; staff agreed, believing the festival could be an important event that would respond to the public’s expressed interest (in the 2000 Citywide Public Opinion Survey) in having more family-oriented cultural events in Carlsbad. Subsequently, a wide array of community organization and business representatives joined the ad hoc Artsplash Committee, including: -Chamber of Commerce President and GIA executive Gary Hill, -North County Transit District Planner Phyllis Hall, -Carlsbad Community Theatre Board Member Bobbie Hoder, and -local attorney Steven L’Heureux, among others (see attached Committee list). Meetings began in July 2001 to plan and implement a community-wide festival that would: Promote the City of Carlsbad as a cultural destination in the Southern California region, celebrating its unique assets - seashore, lagoons, flower fields, Museum of Making Music, Legoland, Gemological Institute - and utilizing community arts groups and tourism businesses. Use festival profits to support arts education programs for Carlsbad youth. The Committee decided that Artsplash should be a free event, with a strong component of family-oriented, hands-on activities to attract its primary target audience of families. Because the ad hoc festival committee did not establish itself as an independent not-for- profit in its first year, the Carlsbad Arts Associates (the organization dedicated to supporting the activities and programs of the City of Carlsbad’s Cultural Arts Office) volunteered to serve as Artsplash’s fiscal agent for this first year of the event. The Arts Associates would receive donations and pay bills - keeping the monies and account clearly separate from its usual account. The Citv’s Involvement In October, 2001, the Artsplash Committee submitted a mant urouosal for a Communitv Activities Grant from the City, and was awarded $15,006. As part of that grant, the Artsplash staff is obligated to state that the festival is “funded in part by the City of Carlsbad” in all its written materials. In addition, in an effort to help inform and build an audience for both the Artsplash festival and the City’s 50’ Anniversary Celebration, the 50” Anniversary Team agreed to promote Artsplash as part of the City’s Anniversary Celebration Events & Programs. Other City involvement in the Festival includes: -After receiving a $3,000 grant from the Regional Conservation District of Greater San Diego County, the Arts Office has organized a series of workshops around the community, in which children would work with artists to make artworks (of floral themes) on the street using the chalk art techniques, and with the hope that this type of hands-on preview would generate excitement in the kids and their families for attending the upcoming festival. -The Special Events Committee worked closely with Arts Office staff to assure that Artsplash was coordinated according to City regulations and policies, and monitored the development of the Special Event Permit application. -Some City Police and Streets services are being provided during and after Artsplash and Arts Office staff continues to assist in organizing, conducting and promoting the event. ” < Current Status of Event As of September 6,2002, Artsplash has accumulated funding in the following categories and amounts: City Community Activities Grant $15,000 Corporate Festival Sponsorship 8,000 Corporate Chalk Square Sponsors 5,000 Artists’ Vendor Booths 3.000 $31,000 City In-Kind Services include: Traffic control plan; Police traffic control at event; Public Works (Streets) chalk clean-up services; Arts Office event signs and staff time; and publicity via Community Services Brochure, Anniversary Events & Programs Flier, and Arts Info Line. Community In-Kind Services include: Arts Associates fiscal services; parking access and other property uses by Armada & Fleet Street businesses; contribution of foodstuff and food services by San Diego Culinary Institute & Chef Marc; children’s activities & entertainment services by local arts groups; and volunteer services by local college arts departments, company employee groups, and individuals. Planned activities include: Numerous hands-on activities for the whole family Continuous entertainment including music, dance and performance on two stages Food service offering four separate meals A parade of arts and crafts booths along Armada Drive Artwork created onsite by visiting artists from across California, literally turning the street above the flower fields into a spectacular “museum” for two days From now until the event takes place, audience development efforts continue via the community chalk art workshops and the website www.carlsbadartsplash.org, as well as outreach to the media and to students in local schools. Festival logistics continue to be worked on and refined through daily meetings and information exchanges among Committee members. Finally, fundraising efforts continue to go fonvard in search of additional corporate sponsorship and vendor sales, as well as in-kind donations of equipment or services from area businesses.
