APPROVAL OF COMMUNITY DEVELOPMENT BLOCK GRANT SUBRECIPIENT AGREEMENTS CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 1 approving Community Development Block Grant Subrecipient Agreements. ITEM EXPLANATION: On March 26, 2002, the City Council selected the organizations to receive federal Community Development Block Grant (CDBG) funds for the 2002-2003 program year. The selected organizations will receive funds for activities to benefit lower income Carlsbad residents. Funding agreements with the following organizations have been prepared for City Council review and approval. 2002-266 Boys and Girls Club Casa De Amparo Community Resource Center From the Inside Out MAAC Meals on Wheels Solutions for Change Women’s Resource Center YMCA Oz Join Hands-Save a Life North County Lifeline Heartland Human Relations Brother Benno Foundation North County Community Services Catholic Charities Boys and Girls Club Teen Scene Program Shelter for Abused Children Homeless Prevention Program Youth Program After School Program Meal Delivery Service Solutions Family Center Shelter for Abused Women Youth Shelter Youth Program General Support Services Fair Housing Program Brother Benno Center Food Bank La Posada de Guadalupe Operations Facility Improvements $5,000 $5,000 $5,000 $5,000 $5,000 $5,000 $5,000 $5,000 $5,000 $6,600 $6,600 $8,150 $1 0,000 $1 0,000 $1 1,600 $12,500 As required by federal regulations, staff has completed the required environmental review documentation for the above CDBG funded projects and determined that the grants for these projects are exempt from environmental review under 24 CFR Sections 58.34 (a)(4-12), or will result in no significant impact on the environment. FISCAL IMPACT No fiscal impact on the General Fund. Funds will be provided through the federal CDBG program. 1. WHEREAS, on March 26, 2002, the City Council of the City of Carlsbad, California selected xograms to receive funding under the City’s 2002-2003 Community Development Block Grant (CDBG) xogram; and CARLSBAD AND SUBRECIPIENTS PARTICIPATING IN THE 2002-2003 WHEREAS, the City Council of the City of Carlsbad, California, has considered the required iubrecipient agreements for 2002-2003 Community Development Block Grant funds; and WHEREAS, the City has determined that these Community Development Block Grant funded ctivities will have no significant impact on the environment or are exempt from environmental review lnder 24 CFR Sections 58.34 (a)(4-12); and WHEREAS, the City Council has taken all testimony into account; NOW, THEREFORE, BE IT RESOLVED as follows: 1. That the above recitations are true and correct. 2. That the Mayor is authorized to sign the Subrecipient Agreements on behalf of the City of Carlsbad. PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad, 1 California, on the 10th day of SEPTEMBER ,2002, by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Finnila, Hall NOES: None A ABSENT: Council Member Nygaard ABSTAIN None ATTEST: U Page 2 of 2 of Resolution No. 2002-2662 City of Carlsbad 2002-2003 Community Development Block GrantlHOME Program Notice of Public Hearing and Public Review The citizens of Carlsbad and other interested parties are hereby notified that Carlsbad’s City Council will hold a public hearing on Tuesday, September 17, 2002 at 6:OO pm in the Council Chambers located 1200 Carlsbad Village Drive to accept public comments on a proposed amendment to the City‘s Consolidated Plan for the 2002-2003 Community Development Block Grant (CDBG)/HOME Program. The proposed amendment would reallocate $766,177 in CDBG funding and $512,879 in HOME funds from the City’s CDBGlHOME Program. A total of $167.1 14 in CDBG funds previously allocated to the Boys and Girls Club for a new facility are proposed for reallocation to development/construction of affordable housing at 2578 Roosevelt Street. A total of $599,063 previously allocated to Join Hands- Save a Life for development of a new recreation center is proposed for reallocation, with $72,886 proposed for reallocation to development of affordable housing at 2578 Roosevelt Street and $526,177 proposed for reallocation to the CDBG/HOME Housing Reserve Fund for use on future affordable housing projects. A total of $51 2,879 in HOME funds previously allocated to the Housing Reserve Fund and up to $472,370 in HOME funds previously allocated to the Single Family Rehabilitation Program are proposed for reallocation to developmentlconstruction of affordable housing at 2578 Roosevelt Street. The City of Carlsbad will also be accepting public comments on the proposed amendment as required by the U. S. Department of Housing and Urban Development (HUD). The proposed amendment will be available for public review and comment from September 13, 2002 to October 15, 2002. Copies of the proposed amendment will be available for review at the City Clerk’s Office (1200 Carlsbad Village Drive), and the Housing and Redevelopment Department (2965 Roosevelt Street, Suite 6). Written or verbal comments will be accepted until 5:OO pm on October 15, 2002 at the Housing and Redevelopment Department.
