Adopt Resolution No. / approvmg the new Procurement Specialist classification
specification and amending General Employees' Salary Schedule to reflect the change in
name for the classification specification.

ITEM EXPLANATION:
As a result of changes in purchasing practices and technology, the duties performed by
the Buyer position have changed. Subsequently, the Purchasing Department requested a
review of the Buyer classification specification and title. Human Resources staff
conducted a job analysis ofthe duties in the Buyer positions in the Purchasing
Department and worked with the Purchasing Department to develop a revised
classification specification. In addition, staffrecommends changing the position title to
more accurately reflect the duties ofthe position and bring it in line with industry
nomenclature. Staff submits the attached revised classification specification (Attachment
A) for Procurement Specialist for Council approval and recommends amending the
General Employees' Salary Schedule (Attachment B) to reflect the change in name for
the position.

The field of purchasing/procurement has changed dramatically over the last ten years.
Technology has impacted the way requisitions are placed and tracked, how goods are
purchased, how bidding processes are advertised, and how procurement related data is
maintained and reported. The incumbents have had to become technical experts in the
purchasing portion of the City's financial management system. They now work closely
with the Information Technology and Finance Departments and provide technical support
and training to staff. In addition, the incumbents use the Internet to advertise open bids
and maintain and administer Internet supply contracts. Additionally, the Purchasing
Department has altered its role in the City from compliance to consultant. The
incumbents consult with City departments on recommended goods and services and the
best procurement procedures. These changes require the incumbents to interface with
internal and external customers on a more frequent basis, and in a more service oriented
context.
Staff is not recommending any changes in compensation as result of the proposed
modifications.
FISCAL, IMPACT:
There is no fiscal impact as a result of these changes.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, REVISING THE
CLASSIFICATION SPECIFICATION OF BUYER AND
RENAMING THE POSITION AND AMENDING THE
GENERAL EMPLOYEES’ SALARY SCHEDULE.
WHEREAS, it is recommended that the classification specification of
Buyer be revised and the position title be renamed “Procurement Specialist” to
accurately reflect the duties and responsibilities of the position; and
WHEREAS, the City and the Carlsbad City Employees’ Association have
met and conferred on the impact of this recommendation on their respective
represented employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council adopts the revised classification
specification of Procurement Specialist, as described in Attachment A, attached
hereto and made a part thereof.

CITY OF CARLSBAD
CLASS SPECIFICATION
JOB TITLE: PROCUREMENT SPECIALIST
DEPARTMENT: PURCHASING
BASIC FUNCTION:
Under general direction, purchase materials, supplies, equipment and services necessary
to support the administrative and operation activities of the City and do related work as
assigned.
KEY RESPONSIBILITIES:
Review requests and issue purchase orders and change orders.
Establish and manage cooperative, service, commodity and Public Works contracts.
Negotiate with contractors to establish mutually satisfactory procurement terms and
conditions.
Coordinate with other public agencies to develop and maintain cooperative and annual
procurement contacts.
Consult with City Departments on recommended goods and services, purchasing policies,
and proper usage of the City’s standard purchasing agreements.
Create and improve procedures concerning various bidding processes, develop
specifications for bids and quotes, and develop vendor lists.
Evaluate bids and proposals for sound business practice and compliance with applicable
policies, practices and statutes.
Prepare various reports and analyses of data for monitoring ofpurchasing activities and
benchmarking for the Purchasing Department and other City Departments.
Supervise and train hourly and temporary staff.
Function as technical expert for the purchasing portion of the City’s financial
management system by working with the IT and Finance Departments, and provide
technical support and training to staff.
Provide technical expertise to support warehouse/storeroom operations in the areas of
purchasing, inventory management, customer service and software maintenance.

Prepare bid documents, addenda, agenda bills, and agreements.
Monitor agreements and commitments with suppliers to ensure contract compliance,
Provide information to bidders, City project managers, plan rooms and industry
“watchdog” groups.
Maintain and administer Internet supply contracts
Establish, use and maintain department files and document management system
Perform other related duties as assigned.
QUALIFICATIONS:
To perfom a job in this classification, an individual must be able to perform the essential
duties as generally described in the specification. Reasonable accommodations may be

Knowledee of:
Principles, practices, and theories of public purchasing and contracting
Applicable provisions of The California Uniform Commercial Code, California
Public Contract Code, general contract law, The California Government Code,
and the Carlsbad Municipal Code
Theory and practice of Inventory Control
Business contracting and commercial business practices
Negotiation procedures
Internet based purchasing systems
Skill and Ability to:
Utilize software applications, such as, word processing, spreadsheet, database
management, and graphics presentation as required by the duties of the job
Utilize City Financial software to create complex reports
Provide work direction and function as Purchasing Officer on an as needed basis

Establish and maintain effective working relationships with suppliers, City
personnel, other agencies and the public
Successfully negotiate procurement terms and conditions
Apply pertinent provisions of general contract law, the California Government
Code, The California Uniform Commercial Code, The California Public Contract

Demonstrate and foster excellent customer service
EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the
required knowledge and abilities would be qualifying. A typical way to obtain the
knowledge and abilities would be:
Equivalent to a Bachelor’s degree from an accredited college or university with
major coursework in business, purchasing or a related field, plus two years of
experience purchasing a wide variety of goods and services
Possession of a professional purchasing certification
PHYSICAL/MENTAL DEMANDS AND ENVIRONMENTAL SETTING:
While performing the duties of this class, an employee is regularly required to sit;
communicate, in person and by telephone; and operate standard office equipment. An
employee is also required to read as necessary during the course of the work assignments.
While performing the duties, employees of this class are regularly required to use written
communication skills; and interact with staff and others encountered in the course of
work.
SPECIAL REOUIREMENT:
Possession of a valid California driver’s license.
