RECOMMENDED ACTION:
Approve and Authorize Council and Staff to travel to Washington D.C. for legislative /funding
purposes. (Adopt Resolution No. 2002-275)
ITEM EXPLANATION:
This request is to approve and authorize one (1) Council member and two (2) Staff members to travel
to Washington D.C. legislative/funding purposes. In anticipation of new transportation legislation
(known as T3), and based upon recommendations from our legislative lobbyist, Packard Government
Affairs, the opportunity exists for the City to seek fimding for certain projects at the federal level.
The trip will is scheduled to last 4 days, with 2 of those as travel days. The City will seek support and
aid on projects that deal with Transportation, Parks, Trails, and Public Safety, which amount to
approximately $15 million.
FISCAL IMPACT:
The estimated cost for this trip is $6500, and there are sufficient funds in the City Manager’s budget
to accommodate this cost.

travel for 1 council member and 2 staff to travel to Washington D.C. for legislative/funding purposes.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING OUT-OF-STATE TRAVEL
WASHINGTON D.C. FOR LEGISLATIVE/FUNDING PURPOSES
FOR ONE COUNCIL MEMBER AND TWO STAFF FOR TRAVEL TO
WHEREAS, the City of Carlsbad is proactive in seeking legislative and financial support from the State
and Federal Government; and
WHEREAS, the Congress of the United States will be developing transportation legislation, including
funding requests from local jurisdictions, in the beginning of 2003; and
WHEREAS, the City of Carlsbad has several projects wbicb could benefit from additional funding; and
WHEREAS, Council policy No. 3 states that unanticipated out-of-state travel in excess of two days must
be authorized by the City Council; and
WHEREAS, there are sufficient funds available in the City Manager’s Budget
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct
2. That out-of-state travel is authorized, in accordance with Council policy, for one council member and
two staff, to travel to Washington D.C. for legislative/funding purposes
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 17 th day of SEPTEMBER ,2002, by the following vote:
AYES: Council Members Lewis, Finnila, Nygaard, Hall
NOES: None
ABSENT: Council Member Kulchin
