RECOMMENDED ACTION: introducing
Adopt Resolution No. 2002-279 No. NS-642 increasing the fees for Sewer Benefit Areas C, D, E, and F (South Agua Hedionda approving the Engineer's Report and 1 Ordinance
Interceptor Sewer).
ITEM EXPLANATION:
The Sewer Benefit Area fee program was initially approved under Resolution No. 90-21 to levy and collect fees following a duly noticed hearing by the City Council on January 15, 1991. The original
the December 1987 City of Carlsbad Master Plan of Sewerage," dated August 1990, established
Engineering Report entitled "Benefit Area Fees for Conveyance System Improvements Update to
benefit areas A through M. These Sewer Benefit Areas were located throughout the City and were used to collect funds for sewer system improvements that were not funded by the City's sewer connection fee program.
This fee update is only applicable to Sewer Benefit Areas C, D, E, and F, which are all tributary to the City's South Agua Hedionda Interceptor (SAHI) Sewer. The SAHl includes the construction of
an interceptor sewer consisting of numerous pipeline reaches and the Cannon Road Lift Station.
The pipeline reaches include a 24-inch diameter gravity flow pipeline in Cannon Road from Avenida Encinas east to LEGOLAND Drive (SAH4), a 14-inch diameter forcemain in Cannon Road from LEGOLAND Drive to the Cannon Road Lift Station (SAH3), a 12-inch diameter gravity flow pipeline in Cannon Road from Cannon Road Lift Station west to Faraday Avenue (SAH2), a 12-inch diameter and IO-inch diameter gravity flow pipeline in Faraday Avenue from Cannon Road east to Camino Hills Drive (SAHT3 A&B), a 24-inch diameter gravity flow pipeline in Cannon Road
from Cannon Road Lift Station east to El Camino Real (SAHl), a IO-inch diameter and 12-inch diameter gravity flow pipeline following the creek to Lake Calavera from El Camino Real (SAHT2 C&B). and an 18-inch diameter gravity flow pipeline along Agua Hedionda Creek (SAHTIE). The improvements also include right-of-way acquisition costs, engineering, contract
administration, construction engineering, construction inspection, and mitigation measures.
The fee amounts in Sewer Benefit Areas C, D, E, and F were established in 1990 to fund the
construction of the facilities required for the SAHI. The cost to design and construct the SAHl
pipelines and the Cannon Road Lift Station have increased, and the amount of development,
the approval of the Sewer Benefit Area fee program. Therefore, it is necessary to update the initial in terms of equivalent dwelling units (EDU's), within these Sewer Benefit Areas has changed since
the SAHI.
Engineer's Report, and revise the fees in order that sufficient funds are collected to construct all of

the meeting, staff will mail written notice of the time and place of the meeting, including a general explanation of the matter to be considered to any interested party who files a written request with
the City for mailed notice of the meeting on new or increased fees or service charges. In addition,
data indicating the amount of cost, or estimated cost, required to provide the service for which the proposed increased fees are levied and the revenue sources anticipated to provide the service,
including General Fund revenues, which is contained in the attached Engineer's Report, shall be
available at the office of the City Clerk consistent with Health and Safety Code Section 5471 and Government Code Sections 66013 and 66016. The proposed fee updates are exempt from Proposition 218 (see California Constitution, Article 13D, Section 6(5)(c)).

With the City Council's two-thirds vote of approval, the modification of the fees for Sewer Benefit Areas C, D, E, and F will become effective 30 days after adoption of Ordinance No. NS-642 .
The attached Engineer's Report, dated July 19,2002, includes a Sewer Benefit Area boundary map on Figure 1 of the report. The Sewer Benefit Areas C, D, E, and F are divided into sewer drainage zones. These drainage zones were created to serve portions of Local Facilities Management Zones (LFMZ) 5, and 14, and all of LFMZ 8, 15, 16, 18, and 24. The fee area includes every parcel within the boundaries of Sewer Benefit Areas C, D, E, and F, which is defined as all parcels in sewer drainage zones 5A, 58, 5D, 7C, 8, 14A, 15A, 158, 16, 18A, 24A, 248 and 24C. The Engineer's Report describes the improvements to be funded, provides a detailed estimate of current cost for the improvements, apportions the costs to the properties within Sewer Benefit Areas C, D, E, and F, and establishes a schedule of fees to be collected.
Table 1 reflects the differing improvement obligations required by each of the four Sewer Benefit
Areas C, D, E, and F. The initial, current as of September 1, 2002, and recommended fees are as
follows:
This proposed recommended fee will be adjusted in the future based on changes in the construction
cost as measured by the Engineering News Record construction cost index for the Los Angeles
area. The fees may also be adjusted in the future based on changes in development such as
density change resulting from a general plan amendment or an unexpected increase in construction
costs. Adjustments of this later type will require approval by a two-thirds vote of the City Council at a
duly noticed public meeting, and adoption of a new ordinance.
Existing residences, located within Sewer Benefit Areas C, D, E, and F, are excluded from the
payment of the Sewer Benefit Area fees. If the cost of the improvements constructed by a developer
exceeds the fee obligation for the development for which the improvements were constructed,
the developer is eligible for a reimbursement of the difference from the proceeds of the Sewer
Benefit Area fee program. Such reimbursement will occur in accordance with established City policy
at the time the reimbursement is requested.

ENVIRONMENTAL IMPACT:
The Sewer Benefit Area fee program was reviewed under Environmental Impact Assessment
a result of the Sewer Benefit Area fees. Since the initial engineering report, the project has been
No. 90-04 and a Negative Declaration was issued, finding that no environmental impact will occur as
reduced in size because the number of equivalent dwelling units (EDU's) have reduced from 11,307
to the updated EDU's of 6,975. This reduction in EDU's has correspondingly reduced the size of
some of the pipelines and the Cannon Road Lift Station. Individual environmental reviews were
performed on the various pipelines reaches as they impacted land development projects,
and Mitigated Negative Declarations were issued for these pipelines.

FISCAL IMPACT
Sewer Benefit Areas C, D, E, and F will generate that portion of the funds allocable to the
undeveloped properties within Sewer Benefit Areas C, D, E, and F, which are needed to finance the
construction of the improvements or to reimburse developers for the construction of those portions
of the South Agua Hedionda Interceptor Sewer described in the Updated Fee Study Report.
The total estimated cost of the SAHI is $1 1,961,695. Many of the pipeline reaches have already
been constructed and funded through the Sewer Benefit Area fees collected to date. The remaining
facilities to be funded include the Cannon Road Lift Station and pipelines reaches SAHI, SAH2,
SAH3, and SAHTI E, which has a total estimated cost of $8,483,461.
Sewer Benefit Areas C, D, E, and F, collectively, have already borrowed approximately $3.8 million
from the Sewer Replacement Fund for construction of the Cannon Road Lift Station and forcemain.
It is estimated that an additional $1.3 million will be needed to complete the design and construction
of those two facilities. The City's Sewer Replacement Fund will be reimbursed for these expenses
from the Sewer Benefit Area Fees prior to any developer being reimbursed for pipelines they
constructed as part of the SAHI. It is estimated that the City would be reimbursed in approximately
five years based on buildout plans from several land development projects.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE ENGINEERS
REPORT, DECLARING THE CITY'S INTENTION TO INCREASE THE
HEDIONDA INTERCEPTOR SEWER).
FEES FOR SEWER BENEFIT AREAS C, D, E, AND F (SOUTH AGUA
WHEREAS, the City Council of the City of Carlsbad, California, is considering the update
and modification of the fees authorized to be levied and collected within Sewer Benefit Areas C,
D, E, and F; and
WHEREAS, the City Council initially imposed Sewer Benefit Area Fees by Resolution No.
91 -21 in January 1991 ; and
WHEREAS, the City Council may update and modify the fees for Sewer Benefit Areas C,
D, E, and F by a two-thirds approval of an ordinance consistent with Health and Safety Code
Section 5471 and Government Code Sections 6601 3 and 6601 6; and
WHEREAS, any increase in the Sewer Benefit Area C, D, E, and F fees which may
result from the update and modification of the existing fees is not subject to Article Xlll D of the
California Constitution; and
WHEREAS, at this time there has also been submitted a Report of the Engineer entitled
"Updated Fee Study Report for Sewer Benefit Areas C, D, E, and F (South Agua Hedionda
lterceptor Sewer), dated July 19, 2002, hereinafter referred to as "Report", said Report generally
etting forth the following:
A. Boundary map of area of benefit;
B. Description of proposed public improvements;
C. Updated estimate of cost for said improvements;
D. Method and apportionment for distribution of costs based upon benefits received I)
from the proposed public improvements; and
WHEREAS, at this time the City Council of the City of Carlsbad, California, is now ready to
approve the Report as submitted by the Engineer and to consider the proposed update and
modification of the Sewer Benefit Areas C, D, E, and F fees.

I/ NOW THEREFORE, IT IS HEREBY RESOLVED AS FOLLOWS:
SECTION 1. That the above recitals are all true and correct.
SECTION 2. That this City Council does hereby declare its intention to proceed to
authorize the update and modification of the fees authorized to be levied and collected within
Sewer Benefit Areas C, D, E, and F by adopting Ordinance No. ~~-642 for the purpose of
financing the costs and expenses relating to certain public improvements in Sewer Benefit Areas
C, D, E, and F. A general description of the improvements to be funded is as follows:
The construction of an interceptor sewer consisting of numerous pipeline reaches and the
Cannon Road Lift Station. The pipeline reaches include a 24-inch diameter gravity flow pipeline in
Cannon Road from Avenida Encinas east to LEGOLAND Drive (SAH4), a 14-inch diameter
forcemain in Cannon Road from LEGOLAND Drive to the Cannon Road Lift Station (SAH3),
a 12-inch diameter gravity flow pipeline in Cannon Road from Cannon Road Lift Station west to
Faraday Avenue (SAH2), a 12-inch diameter and IO-inch diameter gravity flow pipeline in
Faraday Avenue from Cannon Road east to Camino Hills Drive (SAHT3 A&B), a 24-inch diameter

SECTION 4. That a map of the Sewer Benefit Areas C, D, E, and F, showing the
boundaries and area of benefit to be charged to pay the costs and expenses of the improvements
lesignated as “SEWER BENEFIT AREAS C, D, E, and F (South Agua Hedionda Interceptor
;ewer)” is included as Figure 1 to the Report, and the same is hereby approved and adopted.
COST ESTIMATE
SECTION 5. The cost estimate, as set forth in the Report of the Engineer, reflects the
>tal updated estimated costs for the improvements, and the method of fee allocation represents a
air method of allocation of the costs to the area of benefit. The updated estimated cost of the
nprovements is $1 1,961,695.
COST ALLOCATION
SECTION 6. The above fees, as set forth in the Report of the Engineer, shall be
.pplicable to all property within Sewer Benefit Areas C, D, E, and F, except for parcels with
ixisting building permits that are exempt from the fee, and said fees shall be payable as a
ondition of issuing a building permit for the property and portions of the properly to be developed.
’he Benefit Area Fees shall be adjusted annually, effective July 1, 2003, according to the
ingineering News Record Los Angeles Construction Cost Index with a base year index of
‘420 as of April 1, 2002. The City Council further finds that adjusting the fee annually according to
lis index most accurately reflects the increased construction costs associated with the
nprovements and that by using this index the fees shall not exceed the reasonable future
onstruction costs and the fees will not be used for general revenue purposes.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
THE CARLSBAD MUNICIPAL CODE TO INCREASE FEES IN
CARLSBAD, CALIFORNIA, ADDING SECTION 13.10.080 TO
HEDIONDA INTERCEPTOR SEWER).
SEWER BENEFIT AREAS c, D, E a F (SOUTH AGUA
WHEREAS, the City prepared a study entitled “Updated Fee Study Report for Sewer
Benefit Areas C, D, E, and F,” dated July 19, 2002, which updated the Sewer Benefit Area Fees
for Sewer Benefit Areas C, D, E, and F, the “Engineer’s Report”; and
WHEREAS, the Engineer’s Report is incorporated as Exhibit ”A to this ordinance; and
WHEREAS, the Engineer’s Report estimates the capital costs of construction of
improvements to the South Agua Hedionda Interceptor Sewer; and
WHEREAS, fees to implement the construction of those improvements in Sewer Benefit
Areas C, D, E, and F are set forth in the Engineer’s Report; and
WHEREAS, the fees so established do not exceed the reasonable costs of constructing
these facilities and the fees are not levied for general revenue purposes; and
WHEREAS, the Engineer’s Report was available for public inspection and review fourteen
days (14) prior to this public meeting; and
WHEREAS, the Finance Director is directed to establish a fund or funds necessary to
collect the fees so imposed and to maintain said fund or funds and the interest collected therein
and to authorize expenditures for only those projects, bond payments or other construction
activities set forth in the Engineer’s Report. The Finance Director is further directed to make a
report, at least annually, and within 60 days of the close of the fiscal year, determining the
beginning and ending balances for the fiscal year and the fees, interest and other income and
amount of expenditure on each public facility. The fees deposited in the fund or funds shall not be
commingled with any other fees or revenue of the City. The Finance Director is further directed to
make this information available to the public and to report to the City Council not less than 15 days
after making said information available to the public. The Finance Director shall monitor these
funds so that, if required, the City Council may make written findings that all or any portion of the

fees remaining unexpended or uncommitted in the fund for five or more years are still necessary
and needed for the purpose to which the fee is to be expended and demonstrate a reasonable
relationship between that fee and the costs of the improvements.
NOW THEREFORE, the City Council of the City of Carlsbad, California does ordain as
follows:
SECTION I: Section 13.10.080 is hereby added to Title 13, Chapter 13.10 of the Carlsbad
Municipal Code to read as follows:
“Section 13.10.080
SEWER BENEFIT AREA FEES
“Except as provided, every person who wishes to use the City’s South Agua Hedionda
area fee of one thousand six hundred fifteen dollars per equivalent dwelling unit for sewer benefit
Interceptor Sewer shall pay to the City, prior to the issuance of a sewer permit, a sewer benefit
area C; one thousand six hundred eighteen dollars per equivalent dwelling unit for sewer benefit
area D; two thousand three hundred eighty six dollars per equivalent dwelling unit for sewer
benefit area E; and two thousand three hundred ninety nine dollars per equivalent dwelling unit for
Sewer Benefit Area F. The fee established by this section shall apply to building permits issued
thirty (30) days following adoption of this ordinance for residential developments, and commercial
and industrial buildings.
“The sewer benefit area fees shall be adjusted annually effective July 1, according to the
on April 1 of each year with a base year index of 7500.”

City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
a newspaper of general circulation in the City of Carlsbad within 15 days after its adoption.

UPDATED FEE STUDY REPORT

SEWER BENEFIT AREAS C, D, E, AND F
(SOUTH AGUA HEDIONDA INTERCEPTOR SEWER)
PURPOSE
The purpose of this report is to update the actual and estimated remaining cost of sewer
improvements, estimate the amount of remaining development, and then allocate the
proportionate share of such estimated cost to each equivalent dwelling unit (EDU) within
the boundary of sewer benefit areas C, D, E, and F, which has not previously paid their
fees for sewer benefit areas C, D, E, and F. 'The improvements include an interceptor
sewer referred to as the South Agua Hedionda Interceptor (SAHI) Sewer. The SAHl
begins near the intersection of Cannon Road and Avenida Encinas, and extends
easterly along Cannon Road to El Camino Real where it separates into three major
branches.
The SAHl is divided into pipeline reaches plus the Cannon Road Lift Station (refer to
Figure 1). Portions of the SAHl have been constructed or are currently being
constructed by developers and the City. Only the Cannon Road Lift Station and pipeline
reaches SAH3, SAHTIA, SAHTlB, SAHTlC, and SAHTlD remain to be constructed.
The facilities that remain to be constructed are in various stages of design. The cost to
design and construct these pipeline reaches and the Cannon Road Lift Station have
increased, and the amount of development within these sewer benefit areas has
changed since the approval of the sewer benefit area fee program. Therefore, it is
necessary to update the initial fee study report prepared by Wilson Engineering
Consulting Engineers titled "Benefit Area Fees for Conveyance System Improvements
Update to the December, 1997 City of Carlsbad Master Plan of Sewage", dated August
1990.
PROCESS
The sewer benefit area fee program was originally approved by the City Council on
January 15, 1991. Since that date, the developers of projects within sewer benefit areas
C, D, E, and F have paid fees. This updated fee study reflects the updated costs for the
SAHl and the number of EDU's that will connect to and use the SAHI. The fee will be
collected with the issuance of all future building permits within sewer benefit areas C, D, E, and F. Some developments have been conditioned to construct a portion of the SAHl
prior to or concurrent with the issuance of building permits for development within sewer
benefit areas C, D, E, and F. Where such construction is required, reimbursements will
be given for actual costs incurred subject to limits as further defined in this report.

BACKGROUND
The SAHl provides sewer service to portions of Local Facilities Management Zones
(LFMZ) 5, and 14, and all of LFMZ 8. 15, 16, 18, and 24. Based on a review of future
planned developments in each LFMZ, obtained from growth projections by the
City’s Planning Department, the total number of existing EDU’s is 3,184 as shown in
Appendix A, and the total number of future EDU’s is estimated at 3.791 as shown in
Table 1 below. The combined total of existing plus future EDU’s is 6,975. These EDU’s
will generate an average wastewater flow of 1.53 million gallons per day (mgd), and a
peak flow of 3.37 mgd.

The SAHl is considered “developer funded”. As a result, the sewer benefit area fees will
be used to reimburse developers for constructing SAHl facilities required as part of their
development. In addition, the City is constructing the Cannon Road Lift Station and
forcemain (reach SAH3), and will use the sewer benefit area fees to reimburse the City
for costs expended by the City. The City will receive funds from sewer benefit area fees
prior to distribution of sewer benefit area fees to any other developer until the City has
been fully reimbursed. This condition will be placed in any reimbursement agreements
prepared between the City and a developer for these pipeline reaches.
IMPROVEMENTS
The SAHl connects to the VistalCarlsbad Interceptor Sewer near the intersection of
Cannon Road and Avenida Encinas. It then proceeds easterly within Cannon Road as a
24-inch diameter gravity sewer pipeline listed as reach SAH4. Near the intersection of
Cannon Road and Armada Drive a 14-inch diameter sewer forcemain begins.
The sewer forcemain, noted as reach SAH3, extends easterly in Cannon Road to the
location of the Cannon Road Lift Station, previously called South Agua Hedionda Lift
Station in the original fee study report. The Cannon Road Lift Station is located near the
intersection of Cannon Road and Frost Avenue. Two gravity sewer pipelines begin at
the lift station. One sewer extends westerly along Cannon Road to Faraday Avenue.

It is a 12-inch diameter pipeline and is labeled reach SAH2. The other sewer extends
easterly within Cannon Road to El Camino Real and it is a 24-inch diameter pipeline
labeled reach SAHI. The remaining sewer pipeline reaches are designed to provide
sewer service to three separate areas. The first area includes a 12-inch diameter gravity
sewer pipeline extending southerly in Faraday Avenue from Cannon Road to near
Camino Hills Drive and is called reach SAHT3AB. The second area includes a IO-inch
diameter gravity sewer that parallels the creek to Lake Calavera, and includes reaches
SAHT2B and SAHT2C. The third area includes a 24-inch diameter gravity sewer that gradually reduces in size to an 8-inch diameter pipe, which follows Agua Hedionda
Creek and includes reaches SAHTIA through SAHTIG.
Since the original fee report was prepared pipeline reaches SAHT2A, SAHTIF have
been eliminated. Reach SAHT2A was eliminated because it was designed to serve
parcels east of College Boulevard within LFMZ 15. However, no development within
Carlsbad will occur in this area except for a future high school which can connect
directly to Reach SAHT2B. Reach SAHTIF was eliminated because the developer in
the area was allowed to construct a collector sewer at his cost connecting directly to
pipeline reach SAHTlG. Reach SAHTIG was the only pipeline that existed at the time
to convey wastewater from the area.
The sewer benefit area fee program for areas C, D, E, and F includes only the cost to
design and construct the sewer pipelines, Cannon Road Lifl Station, and the
appurtenances and right-of-way necessary for those facilities. It does not finance the
cost of roadway improvements, water facilities, recycled water facilities, sidewalks,
landscaping, streetlights, traffic signals, and franchise utilities. The cost of these other
improvements are the responsibility of adjacent land developers, and if applicable the
Carlsbad Municipal Water District or the City of Carlsbad pursuant to the policy and
practice of the City of Carlsbad.
BOUNDARIES OF SEWER BENEFIT AREAS C, D, E. AND F
The sewer benefit areas C, D, E, and F are divided into sewer drainage zones.
These were created as part of each Local Facilities Management Zone (LFMZ).
Each drainage zone is consistent with its LFMZ. The Sewer Benefit Fee Area includes
every parcel within the boundaries of Sewer Benefit Areas C, D, E, and F, which is
defined as all parcels in sewer drainage zones 5A, 5B, 5D, 7C, 8, 14A, 15A, 158, 16,
18A, 24A, 248, and 24C. Figure 1 includes a map of the boundaries of Sewer Benefit
Areas C, D, E, and F, and also shows the alignment of the SAHI pipelines.
COST ESTIMATES
An updated cost estimate is included in Appendix B. The cost includes actual and
estimated construction costs, environmental mitigation, land acquisition, contractor’s
mobilization and bonds, as well as a contingency amount for the remaining
improvements. The updated cost estimate also includes the cost of engineering design,
construction management, inspection during construction, administrative cost and
right-of-way acquisition costs.

METHODOLOGY TO DETERMINE FEE
The sewer benefit area fee is charged for each EDU connecting to the SAHl sewer
within Sewer Benefit Areas C, D. E, and F. The City already constructed pipeline
reaches SAH4, SAHT3AB. SAHT2C. SAHT2B, and SAHTIG by using sewer benefit
area fees. Therefore, no further fee contributions are needed for those pipeline reaches,
and they are being eliminated from the fee calculation update. In addition, the property
owner@) within LFMZ 16 will pay for the entire cost of reaches SAHTIA through
SAHTID because they are the only area that requires those pipelines; and therefore,
these pipeline reaches are also excluded from the fee update calculation. The fee
calculation update will be used to finance only the Cannon Road Lift Station, the
forcemain (SAH3), and gravity sewer pipeline reaches SAHl , SAH2, and SAHTI E.
Consistent with the original methodology approved for the sewer benefit area fee
program, the cost share of each EDU includes two components. First, there is a
“common fee” component. For this fee update, the ”common fee” applies to the cost of
the Cannon Road Lift Station, and the forcemain (SAH3) because all EDU’s require the
use of those two facilities. This fee is estimated by subtracting the current balance
remaining in the sewer benefit area fee fund from the total estimated cost for the
Cannon Road Lift Station and SAH3, and then dividing the difference by the total
number of future EDU’s. The second component is the ”specific fee” which is the
proportionate cost share of each sewer benefit area in pipeline reaches SAHI, SAH2,
and SAHTIE. The proportionate cost share is determined based on a ratio of the
number of EDU’s tributary to the pipeline reach from a sewer benefit area divided by the
total number of EDU’s served by the sewer pipeline. Following is a summary of the
calculations used in determining the fee update.
Table 2 shows an estimate of the number of future EDU’s in each sewer benefit area
along with a listing of associated SAHl pipeline reaches that remain to be financed. The
total number of future EDU’s is 3,791. These EDU’s are used in calculating the
“Common Fee”.

Table 3 shows the number of existing and future EDU's in each sewer benefit area
separated into individual drainage zones, and the projected flow from each drainage
zone. This information is used to establish the proportionate share of each sewer
benefit area in each pipeline reach.

Table 4 establishes the percent share that each sewer benefit area has in each pipeline
reach. The percent share is calculated by taking the number of EDU's each sewer
benefit area separately has tributary to a pipeline reach, divided by the total EDU's of all
sewer benefit areas tributary to a given pipeline reach. One refinement to this
calculation affects sewer benefit area "C" which has only existing EDU's tributary to
SAHI, and only future EDU's tributary to SAH2.

The estimated and actual cost of each pipeline reach of the SAHl are shown in Table 5. Pipeline costs were obtained from actual contractor's bids or from engineer's estimates for the pipeline reaches that remain to be constructed as shown in Appendix B.

As explained previously, the City has financed several reaches of the SAHl and
therefore additional funds are no longer required to construct them. Therefore, only the
remaining reaches of the SAHl will be used to update the Sewer Benefit Area Fees.
The remaining reaches and their associated cost are shown in Table 6.

The sewer benefit area fee is based on the cost to finance the remaining pipeline
reaches in the SAHI. As described previously, the service benefit area fee includes two
components which are used to obtain the updated fee. The fee calculations are
presented below.
First, the ”Common Fee”, which applies to the cost of the Cannon Road Lift Station and
the forcemain (SAH3). The total cost for these two facilities is $5,917,121. From this
cost is deducted the amount of funds remaining from the sewer benefit area fees
collected to date which is $1,092,714. From this total, sewer benefit area “F is given a
credit in the amount of $300,733, which is the amount that sewer benefit area “F” will
have overpaid for their proportionate share of SAH2. This results in a remaining balance
of $5,125,140. The total number of future EDU’s from sewer benefit areas C, D. E, and
F is estimated at 3,791 as shown in Table 3. Therefore, the “Common Fee” for the
Cannon Road Lift Station and forcemain is determined by dividing their total cost by the
total number of future EDU’s in all sewer benefit areas combined. The result is
$1,352/EDU as shown in Table 7.

The second component includes the "specific fee". This is determined by using the
percentage of a specific sewer benefit area flow rate in a pipeline reach and multiplying
this percentage by the cost of that pipeline reach, and then dividing the result by the

Table a.
