PWIGS INSTALL A NEW ROOF AT THE SENIOR CENTER AUTHORIZATION TO ADVERTISE FOR BIDS TO FURNISH AND CONTRACT NO. FACO3-05 RECOMMENDED ACTION: Adopt Resolution No. 2002-281 specifications, and authorizing the City Clerk to advertise for bids to furnish and install a new roof at approving contract documents, special provisions and the Senior Center - Contract No. FACO3-05. ITEM EXPLANATION: The City established a roof rehabilitation program several years ago to systematically replace roofs before they failed. The Senior Center, which was constructed in 1987, is now due to have its roof will protect the structure and the equipment inside and will eliminate inconvenience to the replaced. The roof has leaked and has been repaired in recent storms. Replacement of the roof occupants. The new roof can be expected to last twenty years and will cost an estimated $240,000 to furnish and install. The estimated cost is higher than previous roof refurbishment projects because the roof size at the Senior Center is slightly larger (36.465 sq. R.) and multiple areas of the roof are connected with sloped tilelshingle roof sections, which makes it difficult for access. In addition, the roof replacement will be very labor intensive due to the high volume of details (is. pitch pans, roof screens, HVAC curbs). Other contributing factors to the increased cost is the use of cold process asphalt, which uses minimal hot chemicals and produces a very low odor. The cold process asphalt will ease any respiratory problems amongst the center's customers. Contract documents and specifications are on file in the Public WorkdGeneral Services office. This project will address the Council Goal as described below. "Ensure the effective and efficient delivery of top-quality services to our community.' ENVIRONMENTAL REVIEW: This project has been determined to be exempt from environmental review per CEQA - Class Minor alteration of existing facility. FISCAL IMPACT The estimated cost for this project is $240,000. Funding for this project has been approved in the City's C.I.P. Program budget and there are sufficient funds to complete said project. The Carlsbad School District will be billed for their portion of the roof infrastructure replacement costs. FAC03-05. WHEREAS, the contract documents, special provisions and specifications for the urnishing of all labor, material and equipment necessary to furnish and install a new roof at the ienior Center, Contract No. FAC03-05, have been prepared and are on file in the Public Yorks/General Services office and are incorporated by reference herein; and WHEREAS, sufficient funds are available for this project in the Capital Improvement 'roject budget. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, :alifornia, as follows: 1. That the above recitations are true and correct. 2. The contract documents, special provisions and specifications as referenced are hereby approved. 3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to proceed to publish, in accordance with law, Notice Inviting Bids for the work of said contract documents, special provisions and specifications.
