ITEM EXPLANATION:
The City Council adopted Resolution No. 99-479 on November 2, 1999, approving the selection of Camp Dresser & McKee Incorporated (CDM) to provide final engineering design services for the South Agua Hedionda Interceptor Reach SAH3. The original scope of work consisted of the preparation of engineering plans, specifications and cost estimates for a sewer lift station, influent sewer and force main.
During development of the detailed design in 2000, CDM presented the City with an Engineer’s Estimate of the construction cost that was $2.7 million dollars more than previously estimated by staff. The increase was primarily due to unforeseen costs related to soil conditions and environmental constraints that became evident as detailed design developed. In light of the

The initial task of CDM’s final design contract is to prepare a 30% design report as defined in Amendment No. 4 and attached herein as Exhibit 3. The preparation of a 30% design report will allow

the project for use in the acquisition of City discretionary permits and for processing the CEQA document. Staff will monitor the progress of the design and will not allow CDM to advance beyond
30% design nor exceed the 30% design budget without securing the City discretionary permits
identified in the environmental section below and completion of the CEQA process.
CDM has been selected by staff to perform final engineering design of the South Agua Hedionda Sewer Lift Station, hereinafter referred to as the Cannon Road Lift Station. The sewer force main has been designed by another engineering consultant and will be constructed as a separate project prior to the opening of the Cannon Road extension. Having prepared the alternative site analysis and conceptual design of the sewer lift station, CDM is uniquely qualified due to their knowledge of the

ENVIRONMENTAL REVIEW:
Engineering staff has submitted applications to the Planning Department for a Conditional Use
Permit, a Coastal Development Permit and a Hillside Development Permit. No other Environmental Resource Agency permits are required for this project. A Mitigated Negative Declaration is being prepared with the pending Conditional Use Permit. The project will subsequently be presented to the
Planning Commission for approval. Advertisement for construction will not be issued until the proposed Mitigated Negative Declaration is approved and all discretionary permits are acquired for the selected site.
FISCAL IMPACT
Funding for this project is provided from sewer benefit area fees collected by the City from
development projects, which are tributary to the South Agua Hedionda Sewer Basin.

Sufficient funds are currently available in the project account to fund the engineering design of the
Cannon Road Lift Station. Additionally, on September 17, 2002, the City Council approved an
increase in the sewer benefit area fees for the South Agua Hedionda Sewer Basin, which will
provide adequate funds for the future construction of the Cannon Road Lift Station.

INCORPORATED, FOR ENGINEERING DESIGN SERVICES

REACH SAH3, PROJECT NO. 35831.
WHEREAS, on November 2, 1999, the City of Carlsbad entered into an agreement with
IICamp Dresser & Mckee, Incorporated (“Contractor”), to prepare construction plans and bid
documents, and provide construction engineering services for the South Agua Hedionda
Interceptor Sewer, Reach SAH3 (the “Agreement“); and
WHEREAS, on August 28, 2000, the Agreement was amended by Amendment No. 1 for
an amount not-to-exceed eleven thousand, seven hundred fifty dollars ($1 1,750) for additional
engineering design services including surveying and preparation of presentation drawings and
renderings, right-of-way documents, and additional exhibits for various resource agencies; and
WHEREAS, on November 7,2000, the Agreement was amended by Amendment No. 2 to
redirect the Contractor’s activities and utilize remaining funds in the contract to perform additional
engineering studies and evaluate alternative sites for locating the sewer lift station; and
WHEREAS, on November 1,2001, the Agreement was amended by Amendment No. 3 for
an amount not-to-exceed ninety eight thousand, nine hundred thirty dollars ($98,930) for
additional engineering studies and preparation of application packages for City discretionary
permits; and
WHEREAS, City staff has determined that the site for the South Agua Hedionda Sewer Lift
Station, hereinafter referred to as the Cannon Road Lift Station, should be relocated due to higher
than expected construction costs and environmental concerns at the previous site; and
WHEREAS, a recommend site for the Cannon Road Lift Station has been identified as a
result of extensive studies and discussions with the California Coastal Commission; and
WHEREAS, design of the Cannon Road Lift Station will not exceed 30% design until City
discretionary permits have been obtained and the CEQA processed completed; and

WHEREAS, the design and construction of all related gravity sewers and force mains will
be designed and constructed by others under separate agreement; and
WHEREAS, the Purchasing Officer has waived the requirements for multiple proposals for
engineering design services as allowed by Carlsbad Municipal Code Section 3.28.150 as a result
of Camp Dresser and McKee’s extensive familiarity with the Cannon Road Lift Station project; and
WHEREAS, City staff recommends that Camp Dresser and McKee’s proposal to provide
engineering and bid phase services for the Cannon Road Lift Station Project in an amount
not-to-exceed $420,642 be approved; and
WHEREAS, sufficient funds from Sewer Benefit Area Fees have been budgeted in the
existing appropriation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That Amendment No. 4 to the Agreement with Camp Dresser & McKee,
Incorporated, for an amount not-to-exceed four hundred twenty thousand, six hundred forty two
dollars ($420,642) for engineering design services for the South Agua Hedionda Interceptor
Sewer, Reach SAH3, is hereby approved and the Mayor is hereby authorized and directed to
execute said amendment.

This Amendment No. 4 is entered into and effective as of the 2774 day of
SWeMaMt, 200&, extending and amending the agreement dated November 2, 1999
(the “Agreement”) by and between the City of Carlsbad, a municipal corporation, (“City”),
and Camp Dresser & McKee Incorporated, a Massachusetts corporation, (“Contractor”)
(collectively, the “Parties”) for engineering design services for the South Agua Hedionda
Interceptor Sewer, Reach SAH3, Project No. 35831.
RECITALS
A. On August 28, 2000, the Parties executed Amendment No. 1 to the Agreement
for additional design services in the amount of $11,750; and
6. On November 15, 2000, the Parties executed Amendment No. 2 to the
Agreement to modify the scope of services to include additional engineering studies for locating
and acceptable site for the sewage lift station as required by the environmental resource
agencies; and
C. On November 1, 2001, the Parties executed Amendment No. 3 to the Agreement
to extend the term of the Agreement for an additional 1 year period and to include the
preparation of application packages necessary for obtaining a Conditional Use Permit (CUP)
and a Coastal Development Permit (CDP); and
D. The Parties desire to amend the Agreement’s scope of work to include detailed
design and bid phase services for the Cannon Road Lift Station; and
E. The Parties desire to extend the duration of the Agreement for an additional one
(1) year period until the date of November 2, 2003; and
F. The Parties have negotiated and agreed to a supplemental scope of work and
fee schedule, which is attached to and incorporated in by this reference as Exhibit “A, Scope of
Services and Fee.
NOW, THEREFORE, in consideration of these recitals and the mutual covenants
contained herein, City and Contractor agree as follows:
1. In addition to those services contained in the Agreement, as may have been
amended from time to time, Contractor will provide those services described in Exhibit “A.

With this Amendment, the total Agreement amount shall not exceed nine hundred ninety one

4. All other provisions of the Agreement, as may have been amended from time to
time, will remain in full force and effect.
5. All requisite insurance policies to be maintained by the Contractor pursuant to the
Agreement, as may have been amended from time to time, will include coverage for this
Amendment.
6. The individuals executing this Amendment and the instruments referenced
on behalf of Contractor each represent and warrant that they have the legal power, right
actual authority to bind Contractor to the terms and conditions of this Amendment. -,

Cannon Road Lift Station
July 1,2002
Project Description
This project includes the preparation of designs, drawings, specifications and
construction cost estimates suitable for bidding purposes for the Cannon Road Lift
Station. The project is located at Site 2, the detention basin, as described in the Final
Site Selection Report dated February 23,2001.
The project shall be designed to have one building, housing the emergency generator
and fuel storage, control and electrical panels, WAC systems, chemical storage and
metering pumps, single unit odor control system including blowers, and a rest room
facility. Three submersible constant speed pumps shall be provided, with two pumps
capable of pumping the estimated peak flow rate of 3.2 MGD. The pumps shall be
housed in a separate wet well constructed using a sunken caisson.
A jib crane or other suitable lifting device/system shall be provided to remove the
pumps from the wet well, and set them on the back of a maintenance truck.
Site improvements include a driveway entering the site from Cannon Road and
located behind the lift station building, and then exiting onto Cannon Road. Drainage
improvements include an extension of existing storm drain lines, and a new inlet
structure located in the existing detention basin. Landscaping shall be provided in
front of the building and along the frontage of Cannon Road, and shall generally be
similar to adjacent landscaping features. The easterly portion of the detention basin
shall be filled to provide a pad for the building.
Yard piping shall include the influent pipeline, potable water line, discharge piping
from the wet well, a concrete valve vault (constructed as a 20-foot diameter caisson) to
house isolation and check valves; and extension of the force main to connect with an
existing force main previously installed on the site.
A plan and schedule for removing the existing lift station and influent pipelines shall
be provided. The work shall include drawings, sequence and schedule of removals
and shut-downs, and cost estimates.
The design of the buildings and odor control system shall incorporate noise reduction
systems and treatments, to maintain noise levels in conformance with the City of
Carlsbad’s building codes.
The building shall be architecturally designed to generally match the building
elevations prepared as part of the permitting process.

Cannon Road Lift Station Scope of Work
Lift Station and Chemical Storage
Specific lift station and chemical storage design criteria and facilities include the
following:
rn Design for a peak flow rate of 3.0 to 3.2 mgd and an average flow rate of 1.5 to 1.6
mgd
Design shall consider initial flows to the pump station which are estimated to be 1.1
mgd average and 2.2 mgd peak at start-up.
rn Provide two duty and one stand-by pump suitable for wastewater; pumps shall be
submersible, constant speed
Pumps shall be placed in a wet well located adjacent to the Lift Station building
and installed using a sunken caisson
rn Provide single discharge flow meter
Provide an emergency generator sized to pump peak day flows and support
equipment; provide fuel storage sufficient for a 24hour continuous operation
rn Provide odor control system (single unit) for wet well ventilation discharge
Provide sodium hypochlorite storage and feed pump system
Provide ferric chloride storage and feed pump system
rn Provide hoisting equipment for lifting submersible pumps from wet well
rn Provide monorail system for generator servicing
rn Provide site improvements and address drainage issues.
rn Obtain additional sub-surface soils information in vicinity of caissons during the
construction phase
rn Incorporate recommendations from the Geotechnical report into the design
Pipelines
Specific pipeline elements include:
rn Influent pipeline from Cannon Road right-of-way to the lift station, approximately
100 feet including necessary pipeline to intercept flows to existing lift station
Connection to force main (force main in Cannon Road designed by others) located
adjacent to the existing de-silting basin

Potable and reclaimed water lines, from Cannon Road to the lift station,
approximately 100 feet
rn Storm drain lines connecting existing 42-inch storm drain with existing 36-inch
storm drains, and a new 24-inch storm drain serving the detention basin.
Electrical - Controls
Pump control will utilize level set points in the wet well for starting and stopping
pumps, with a bubbler system being the primary instrument, and float switches being
the back-up instrument. Reduced voltage starters will be provided for the pumps.
An emergency generator with an automatic transfer switch will be provided and
designed to operate two pumps at the peak flow rate. A programmable logic
controller will be used for pump control. Telemetry shall be provided to connect with
the City's SCADA system.
Status reporting for the facility will generally include the following data:
rn Pump motor high temperature, primary seal failure, and no flow if pump is
running
General alarm from generator control panel
Alarm indicating no air flow when ventilation system running
rn Flow rate (from meter)
rn Wet well level with low and high-level alarm reporting
Additional status reporting as may be identified in the future by the City of Carlsbad.
Landscaping
Specific areas expected to receive landscaping and irrigation (re-cycled water) systems
include:
rn Area in front of the building
A 25-foot wide by 3W-foot long strip adjacent to Cannon Road
A nominal 4@fOOt by 40-foot area in the vicinity of the existing lift station

Task 1 - Project Administration and Meetings

1.1 Project Administration
Project administration includes budget and schedule monitoring, preparation and
review of invoices, general project management through the life of the contract, and
preparation of monthly status reports. Provide and update a project schedule using
MS Project, and submit to City on a monthly basis.
1.2 Meetings
1.2.1 City Meetings: CDM will prepare for and attend eight (8) project meetings
with the city engineering staff. Meetings may be held at the City or CDM
offices, generally every month. CDM will provide an agenda and distribute
meeting minutes from each meeting. At the project kick-off meeting, the CDM
Team will discuss project criteria and desired preferences with the City of
Carlsbad staff. A 30% design review meeting will be held with the City staff,
CDM design personnel, and CDMs QA/QC reviewers.
1.2.2 Utility Coordination Meetings: Coordinate with city's Utility Consultant,
SDG&E, and Pacific Bell. Separate meetings with utility companies are not
anticipated.
1.3 Site Reconnaissance and Field Survey
1.3.1 Provide surveys to confirm horizontal and vertical location of influent pipeline
and force main that will be extended onto the site by others. Uncovering of
pipelines will be provided by the City.
1.3.2 Provide surveys to up-date previously acquired topographical surveys
1.3.3 Inspect site prior to the 30% design phase, and then inspect site for any
changes prior to the final design submittal.
Task 2 - 30% Design
Drawings will be prepared using AutoCAD 2002 to depict the lift station building, lift
station support facilities and appurtenances, pipelines, and site improvements.
Engineering designs will be performed to size each facility, determine operating
conditions, and locate pipelines. A 30% Design Report will be prepared to document
drainage criteria and calculations, preliminary calculations (pump selections,
chemical injection rates and storage volume, wet well volume, operating set points for
the pumps, emergency generator size, control methodology), force main surge
analysis and other assumptions and designs prepared for the project. Potential
contractor staging areas will be identified, along with any constraints that may impact
the use of the staging area.
Catalog cut sheets will be provided in an Appendix for major equipment, and will
include pumps, odor control equipment and associated blowers, chemical storage
tanks, motor starters, control panel and programmable logic controller, pipeline

isolation valves, jib crane, check valves, surge relief valve, emergency generator, and
automatic transfer switch.
Drawings will show facilities to true scale, sufficiently detailed to show critical sizes
and locations of pipes, pumps, and supporting appurtenances. Specific details for
reinforcing steel, wall sections, roofing, etc. will not be shown with this submittal. A
table of contents for the specifications will be included with the submittal. This list
will include all expected sections necessary for the project. Actual technical
specification sections will be included in the 90% submittal. Our opinion of the
probable construction cost will be prepared, using the 30% Design Drawings and
Specifications.
A Technical Review Committee meeting will be held to review project direction,
assumptions, system methodology, and conformance to codes, standards, and
regulatory requirements. Drawings, calculations, estimates, and specifications will
be subject to CDMs Quality Assurance and back checking procedures.

Specifications -Table of Contents Only
Specifications will be prepared in CSI format, using CDM standard
specifications modified for project conditions. Standard specifications by Don
Gillis Architects will be used for architectural specifications and formatted by
CDM to provide a uniform set of specifications. "Green Book" requirements
may be incorporated by reference into the individual specification sections.
A Bid Schedule prepared in MS Word will be provided to the City as well as a
"red-lined set of the City's supplemental Provisions.
Contractual sections (bonds, agreement, general conditions, instructions to
bidders, etc.) will be prepared by the City of Carlsbad.
Opinion of Probable Construction Cost
A construction cost estimate will be prepared by CDMs construction
estimators, and will utilize the drawings contained in the 30% Design
Submittal.
Deliverable: 7 sets of the 30% Design Report, with reduced-size drawings, and Table
of Contents for the specifications will be provided to the City of Carlsbad. Provide 2
sets of full size drawings in addition to the reduced size drawings. The construction
cost estimate will be prepared using the completed 30% Design Report, and will be
submitted not more than 3 weeks after the submittal.

Task 3 - 90% Design
The 30% drawings and specifications will be advanced to complete drawings and
specifications, to a level suitable for bidding and construction. Review comments to
the 30% submittal will be addressed and incorporated into the drawings and
specifications. The construction cost estimate will be updated to reflect the new
information contained in the drawings and specifications. The previous 30% Design
Report will be updated to include all new calculations, changes, methodology, and
vendor information. Work will again be subject to CDMs Quality Assurance
procedures.
As part of the 90% Design, an interim review meeting will be held when the work is
approximately 60% complete. This interim review will consist of a meeting held at
CDM offices to review drawings completed to date.

Task 4 - Final Design
The 90% Drawings and Specifications will be advanced to final drawings and
specifications, plotted on Mylar, signed and stamped. Review comments to the 90%
submittal will be addressed and incorporated into the drawings and specifications.
The construction cost estimate will be updated to reflect any changes. The previous
90% Design Report will be updated to include all new calculations, changes,
methodology, and vendor information.
Deliverables: Signed and stamped original drawings (on Mylar) and specifications,
five (5) sets of half-sized drawing prints, specification copies (after all signatures
affixed), five (5) sets of the Final Design Report and estimate will be provided to the
City of Carlsbad. Provide all drawings and specification files on CD to City.
Task 5 - Bid Phase Support
Generally consists of providing support services during the bidding phase consisting

Project Schedule-Design
The Design Phase schedule is estimated to take 7 months, including City reviews.

Work Provided by City of Carlsbad
1. Furnish projected flow data for the Lift Station.
2. Furnish a sample drawing with City of Carlsbad signature blocks.
3. Provide an inspector during the project construction.
4. Furnish mitigation site, plans and construction for disturbed habitat; if
required.
5. Provide contractual sections (bonds, agreement, general conditions,
instructions to bidders, etc.) to CDM for addition to bidding documents.
6. Provide designs and drawings for forcemains and gravity sewers located in
Cannon Road
7. Construction surveying provided by others (contractor).
8. Provide preliminary Odor Control and Noise Control technical reports
containing general design recommendations for the project.
