Adopt Resolution No. 2002-288 and authorizing the City Clerk to advertise for bids for Palomar Airport Road and La Costa Avenue appropriating funds, approving plans and specifications,
Drainage Improvements, Project No. 3865.
ITEM EXPLANATION:
The project includes the repair of the storm drain system at two locations. The first location is on
two storm drain cleanouts, and 373 feet of 18" reinforced concrete pipe are needed to eliminate Palomar Airport Road, just west of El Camino Real. At this location, two additional curb inlets,
surface runoff across the road during storm events.
The second location is on La Costa Avenue approximately 3/4-mile east of El Camino Real. The storm drain at that location is failing and in need of repair. This project will replace 54 feet of

This project is categorically exempt from the environmental review process under Section 15301 Class 1 (c) of the Public Resources Code (California Environmental Quality Act).
FISCAL IMPACT:
The ertimated cost to complete this project is:

Sufficient funds are not currently available in the project account for construction of these improvements; therefore, staff recommends the appropriation of additional funds from Infrastructure Maintenance and Replacement in the amount of $148,300 in order to complete this project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS, APPROVING
PLANS AND SPECIFICATIONS, AND AUTHORIZING THE CITY
CLERK TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF
PALOMAR AIRPORT ROAD AND LA COSTA AVENUE DRAINAGE
IMPROVEMENTS, PROJECT NO 3865.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct Palomar Airport Road and La Costa
Avenue Drainage Improvements, Project No. 3865; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to said project have been
prepared and are on file in the Public Works-Engineering Department of the City of Carlsbad and
are incorporated herein by reference; and
WHEREAS, additional funds need to be appropriated in order to construct the drainage
repairs at Palomar Airport Road.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the Finance Director is hereby authorized to appropriate $148,300 from the
Infrastructure Maintenance and Replacement Fund for completion of this project
3. That the plans, specifications, and contract documents on file in the Public Works-
Engineering Department of the City of Carlsbad are hereby approved.

4. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
n accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
