RECOMMENDED ACTION:
Introduce Ordinance No. PIS-644 .-to establish upon Hillside Drive a prima facie 35 mile per hour
speed limit from Highland Drive to Park Drive.
ITEM EXPLANATION:
Hillside Drive is unclassified on the Circulation Element of the General Plan and functions as a
residential collector. A prima facie 35 mile per hour speed limit has previously been established
upon Hillside Drive from Park Drive to Neblina Drive.
The subject road segment is a two-lane road 0.20 miles long with a double-yellow centerline
stripe separating traffic lanes. The southerly portion of the road is unimproved and parking is
prohibited on that side of the road. Traffic control is provided on Hillside Drive by a STOP sign at
Highland Drive and also at Park Drive. The two-way daily traffic volume between Highland Drive
and Park Drive is 4,900 vehicles over a 24-hour period. The 85Ih percentile speed (critical speed)
in the subject road segment is 39 miles per hour.
Sections 22357 and 22358 of the California Vehicle Code authorize local authorities to establish a
prima facie speed limit on the basis of the results of an Engineering and Traffic Survey.
The Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations,
traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
At their meeting on June 3, 2002, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon Hillside Drive from
Highland Drive to Park Drive. The Commission recommended by a 4-0 vote to establish a 35 mile
per hour prima facie speed limit upon Hillside Drive from Highland Drive to Park Drive.
The previously established 35 mile per hour prima facie speed limit upon Hillside Drive from
Park Drive to Neblina Drive will remain.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
FISCAL IMPACT
Installing two additional speed limit signs upon Hillside Drive will cost about $250.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER
10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE REVISION
OF SECTION 10.44.290 TO ESTABLISH UPON HILLSIDE DRIVE
A PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT FROM
HIGHLAND DRIVE TO ITS INTERSECTION WITH PARK DRIVE.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title IO, Chapter 10.44, of the Carlsbad Municipal Code is amended
)y the revision of Section 10.44.290 to read as follows:
"10.44.290 Hillside Drive. Upon Hillside Drive from Highland Drive
to its intersection with Neblina Drive, the prima facie speed limit
shall be thirty-five miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
he City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
ublished at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
day of OCTOBER ,2002, and thereafter,
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
