HRD MANAGEMENT MTG. 10/15/02 TITLE: CLASSIFICATION AND SALARY CHANGES IN CITY ATTY. cw CITY MGR* RECOMMENDED ACTION: Adopt Resolution No. 2002-304 revising the classification and title of Geographic Information Systems Coordinator to Geographic Information Systems Manager and reallocating the salary grade; revising the classifications and titles of the Principal Building Inspector to Building & Code Enforcement Manager and Arts Manager to Cultural Arts Manager; and amending the Management Salary Structure and Conflict of Interest Code. ITEM EXPLANATION: In 1990 the City established the position of Geographic Information Systems (GIS) Coordinator to implement the new GIS program. This program started with one full-time coordinator providing GIS products and services to primarily the Community Development departments. Over the last 12 years, the scope of the program has evolved into a more diverse and widely utilized GIS division that provides products and services to all city staff, develops and maintains a GIs database, and conducts specialized GIS computer programming to enable GIS access to all city staff. Currently the GIs staff includes the Coordinator, an Applications Specialist and two part-time interns. As a result of these expanded services and system users, the Coordinator job has grown to require greater administrative responsibilities, including supervision of staff and the management of the division activities. The Community Development Department requested a review of this position to reflect these expanded responsibilities. After conducting a review of comparable responsibilities and salaries in the market, Human Resources recommends the reclassification of this position to Geographic Information Systems Manager in salary grade 5, $69,100 - $95,000, of the Management Salary Structure. The approval of the recommended title and reallocation of salary grade is submitted to the City Council for its consideration. Attached, as Exhibit 1, is the revised job description for Geographic Information Systems Manager. The Community Development Department has also requested an updated title for the current Principal Building Inspector to reflect more accurately the responsibilities as the division manager. Staff recommends the title change to Building & Code Enforcement Manager. The attached revised description, Exhibit 2, is submitted for reference to the proposed new title. The salary grade is recommended to remain the same. The Library has also requested an updated title for the Arts Manager to reflect the broader scope of their cultural arts program. The proposed title change is to Cultural Arts Manager. The attached revised description, Exhibit 3, is submitted for reference to the proposed new title. The salary grade is recommended to remain the same. Staff recommends and submits for the City Council approval that the above changes be reflected on the Management Salary Structure and Conflict of Interest Code as proposed on Attachments A and B to the attached Resolution. DISTINGUISHING CHARACTERISTICS: This position manages the activities of the GIs division, including the processing and delivery of product and service requests, data creation and database management activities and specialized GIs application programming. The technical maintenance aspects of the computer systems, network and database are coordinated through the Information Systems Department. KEY RESPONSIBILITIES: Plan, organize and direct the implementation of the City's GIs program; develop goals and objectives, recommend policies and procedures, establish priorities, schedules, and budget for the program; determine resource availability for program activities; supervise various aspects of GIS including data base design and creation, geo-processing and modeling activities, and product and service delivery. Supervise and train GIS staff and other city department staff in the activities and effective use of GIS tools, reports and other related applications. Coordinate with and advise principal system users to determine functional requirements of the GIs program. Provide professional advice to other city departments to clarify geo-processing requirements and schedule updates of existing data bases, including costing and budgeting; set work priorities, ensure products are provided to requesting clients in a timely fashion and are complete and technically correct. Ensure the establishment and ongoing maintenance of the GIs database utilizing computer hardware and software. A typical way to obtain the knowledge and abilities would be: Equivalent to a Bachelors degree from an accredited college or university with major course work in geography, mathematics or computer database administration or related discipline, and five years professional experience in the use of geographic information systems, with a minimum of two years supervisory experience. KEY RESPONSIBILITIES: Plan, organize, direct, coordinate, and evaluate the City-wide cultural arts program, including but not limited to arts education, art exhibitions, public art and performing arts. Develop policies, rules and procedures for the effective operation of the department, including establishing goals and objectives and priorities. The duties of each consultant will be separately evaluated to determine whether or not disclosure will be required, and the categories which will apply. The evaluation of the consultant's duties will be conducted by the department head of the department which is responsible for the hiring of the consultants.
