HD. pd TITLE: CALIFORNIA LAW ENFORCEMENT EQUIPMENT PROGRAM HIGH TECHNOLOGY GRANT CITY Am. a? \IITG. 10-15-02 3EPT. POL CITY MGR.2D RECOMMENDED ACTION: 1. City Council adopt Resolution No. 2002-305 accepting the California Law Enforcement Equipment Program High Technology Grant funds and appropriating the funds to support various police department technology and equipment needs. ITEM EXPLANATION: The City of Carlsbad has been awarded funding for a second year under the State of California Budget Act of 2001, California Law Enforcement Equipment Program (CLEEP) in the amount of $55,734. These one-time funds can be used only to enhance, not replace, law enforcement budgets for the purchase of high-technology equipment. This could include items such as computers, cellular phones, night vision equipment, software, digital cameras, and other technology/equipment. The police department is requesting that the funds be appropriated for the purchase of the following: dispatch center reconfiguration ($1 9,234), lntoximeter ($6,000), radio headsets ($6,000), handheld radar units ($5,600), audio transmitting repeater ($5,000), Laser unit for traffic enforcement ($4,300), alcohol screening devices ($4,000), vehicle-mounted radar ($2,100), telephoto camera lenses ($2,000), and covert audio transmitter wire ($1,500). If the proposed expenditures are acceptable, staff recommends that the City Council approve the attached resolution accepting the funding and appropriating funds to the projects as noted above. FISCAL IMPACT: The total cost is $55,734 plus any interest earned, and is fully funded by the California Law Enforcement Equipment Program High Technology Grant. EXHIBITS: 1. That the projects set forth above are hereby approved at the indicated funding level for inclusion in Carlsbad’s California Law Enforcement Equipment Program; and That the Police Chief is authorized to execute all appropriate agreements with State of California for receipt of the subject law enforcement equipment program funds, as well as any required reports and/or final statements.
