CITY MGR Adopt Resolution N~?~~~-~~~approving the new management classification of Video Production Manager and amending the Management Salary Schedule. ITEM EXPLANATION: This position was approved in the 2002 - 2003 budget as part of a plan to build an organized communication effort for the City. The addition of this position will provide the ability to refine and add to various communications tools, as well as to develop, clarify and coordinate the City’s message. Staff therefore proposes the addition of the new management classification of Video Production Manager to the Management Salary Schedule. Immediate responsibilities will involve the increase and development of video programming, including but not limited to the transition of the quarterly quadrant meetings to a video news magazine format and the development of a City programmed cable television channel (channel 66). This will provide the City the ability to tailor its current and future programming needs. Video will be used to enhance City communications on specific issues such as growth ‘and growth management and create opportunities to highlight specific City events. The Video Production Manager position will be used to establish a baseline of programming consisting of Council meetings, Community Update videos, Citizen Academy videos, School Board meetings, a Community Calendar and County television. BACKGROUND: Over the past several years, the City has expanded its ability to communicate with the citizens and customers of Carlsbad. The use of video has proven effective at communicating the City’s message with productions including various Community Updates, State of the City videos, and videos highlighting individual city departments. There is a great opportunity to expand the use of this medium. Over the past year the City has changed the way that it uses video and television to transmit its message. The development of the Community Services video and the Police Recruitment Video are production samples that successfilly showcased public service and City services. The City retains the right to operate its own cable channel (66). Based upon current programming on the current cable channel, it is foreseeable that the City could commence utilization of channel 66 and provide broader programming with a minimum of cost and effort. The largest benefit will be when md how often programming is aired. Based on the analysis and comparison of dutiei to comparable classifications in the City, as well as outside agency data, staffs recommendation is to place the Video Production Manager in the Management Salary Schedule at Grade 4, $60,100 - $82,600. This classification has been proposed as a % time position. PAGE 2 OF AGENDA BILL NO. 16,944 Staff recommends and submits for the City Council approval that the above changes be reflected on the Management Salary Structure as proposed on Attachment A to the attached Resolution. No changes to the Conflict of Interest Code are required as this position was anticipated and included in the City Council’s most recent annual review of the Conflict of Interest Code. FISCAL IMPACT: The overall fiscal impact is approximately $250,000 which includes salary and benefits associated with this position ($52,200 - $76,100), contract technical assistance ($75,000 - $100,000) and capital equipment ($50,000 - $75,000). Creates and manages content for the government channel. Works with City Communications Manager to address through coordinated communication methods citywide issues to the public via cable TV programming and bulletin boards, may assist in website development. Oversees all aspects of: the City’s government channel, video production and related video communications functions. KEY RESPONSIBILITIES: Build City capacity to communicate with its citizens. Recommend and implement community TV policies. Develop, implement and monitor associated budget. Prepare and review agreements. Ensure compliance with FCC and other agencies rules and regulations. Plan and direct the design, development and implementation of the Carlsbad government channel, all video production facilities, related video communications functions and programming on both the channel and for related Internet applications. Research and make final recommendation on equipment purchases and the implementation of related video technology in keeping with the City’s communication plan. Ensure quality, aesthetic and neutral editorial policy, standards and guidelines for pre-production, production and postproduction for all multimedia projects produced for the City. Video Production Manager Manage technical and creative techniques in the development of promotional materials for community programming. Create video and other multimedia presentations for City departments; maintain library of images for use in media and video production. Operate camera, projectors, computers and various audiolvideo equipments. Develop associated marketing of community programming. Contract and coordinate external specialist resources to augment efforts when appropriate. Communicate with City staff to ensure clarification of communication goals. Provide input on cable television issues related to local programming and equipment. Work with appropriate staff on City’s video related emergency response communications i.e. emergency alert crawls, bulletin board announcements. Write, produce, direct and oversee editing of single camera field productions to include the abpropriate creation of graphics and final output. Produce, stage video programming in a studio environment. Conduct research on a wide variety of media and video topics including equipment, production methods and conventions. Troubleshoot video equipment. Lead, manage and develop field and studio production crews to maximize output. Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative. EDUCATION AND EXPERIENCE: Any combination equivalent to the education and experience that could likely provide the required knowledge and abilities is qualifying. A typical background may include: Equivalent to completion of a Bachelors’ degree majoring TV/Film, Communications or related discipline. 3-5 years of experience of professional level development of video productions, news/information/ public affairs content creation in a corporate or organizational environment. Knowledge of video production equipment, systems, experience with control room/automated playback design/procedures, staff development. Minimum 2-3 years supervisory experience related to immediate reports and/or contract labor. PHYSICALlMENTAL DEMANDS AND ENVIRONMENTAL SETTING: While performing the duties of this class, an employee is regularly required to communicate, in person and by telephone; and utilize standard office and technical equipment affiliated with the position.
