RECOMMENDED ACTION:
1. City Council schedule a public hearing regarding the proposed use of Department of Justice
Local Law Enforcement Block Grant funds to support various police department functions.
ITEM EXPLANATION:
The City of Carlsbad’s application for funding under the US Department of Justice Assistance Fiscal
Year 2002 Local Law Enforcement Block Grants Program was approved in the amount of $51,354.
These one-time funds can be used only to enhance, and not replace, law enforcement budgets and
must be spent within two years from the receipt of the grant. The federal funds may not exceed 90
percent of the total program costs. The City must provide at least 10 percent of the total program
cost in cash. It is recommended that these matching funds come from the police asset forfeiture
fund. In addition, any interest earned must be added to the project and spent for project purposes.
With a block grant award of $51,354, the cash match must be $5,706; estimated interest is $3,000
for a total program-funding amount of $59,960 for eligible projectslprograms.
The police department is requesting that the following appropriations be made: bullet trap system for
police shooting range ($27,000); North County Drug Court support for the treatment of non-violent
drug offenders ($15,000); officer training for new computer-aided dispatch and other computer
systems ($15,000); plus an additional $3,000 estimated interest earned for miscellaneous related
expenses for these programs. These proposed expenditures comply with the requirements of the
grant.
As required by the regulations for the funding, an advisory committee must make recommendations
to the City Council on the projects proposed for funding under the subject block grant. The
Carlsbad Advisory Board is scheduled to meet on October 15, 2002.
A public hearing must be held regarding the proposed use of the funds and must be held prior to the
obligation of the funds. Staff is recommending that the City Council set a public hearing to accept
public testimony on the proposed expenditures.
FISCAL IMPACT:
The total program cost is $59,960; $51,354 would come from the block grant award. The required
cash match of $5,706 would be appropriated from the police asset forfeiture fund. An additional
$3,000 is estimated for interest earned.

The citizens of Carlsbad are hereby notified that Carlsbad’s City Council will
hold a public hearing on Tuesday, , 2002 at 6 p.m. in the Council
Chambers located at 1200 Carlsbad Village Drive to accept public comments
and consider for approval: 1) the acceptance of US Department of Justice
Local Law Enforcement Block Grant funds; and, 2) appropriating the funds to
support various law enforcement functions.
